Navigating Research in the Changing Landscape

The Office of the Vice Provost for Research offers a new tool, RAMPART [the Risk Assessment Model for Proposal and Award Rapid Testing] to assist Penn investigators. This platform assesses the level of risk grant proposals and awards may face in terms of not being reviewed, not being funded, or having funding withdrawn. RAMPART is not intended to recommend or suggest word changes; rather, it is a data-informed tool that evaluates risk based on patterns in training data. Use of the tool is entirely at the discretion of Penn investigators—neither departments, the School, nor University leadership will monitor its use or investigators’ decisions to use it or not.

A second mechanism of support for Penn researchers is Pivot-RP, a platform geared toward enhancing the discovery of sponsored research opportunities, making the process faster, more targeted, and more efficient. Pivot-RP also simplifies communication with potential collaborators by offering seamless ways to share opportunities.

More information on these tools and other platforms for supporting research can be found in our newly created Resource Hub – please check this site regularly for updates and communications.

Updated implementation date for NIH 2024 Public Access Policy

The NIH has issued a notice moving up the implementation of the 2024 Public Access Policy to July 1, 2025. As a reminder, under the new policy, final peer-reviewed journal manuscripts for work funded by the NIH must be submitted to PubMed Central immediately upon acceptance for publication.

The NIH notice of this change is found here, and the 2024 Public Access Policy is found here.

POSTPONED: New requirements for NIH Biosketch

To further support a successful transition to the Common Forms, NIH is postponing the May 25, 2025 implementation for all applications and Research Performance Progress Reports (RPPRs). NIH will issue future Guide Notices outlining the new effective date and additional implementation details as they are finalized. NIH applicants and recipients must continue to use the current NIH Biosketch and Other Support format pages for applications, Just-in-Time (JIT) and RPPRs.
