MontCo, Local & State Updates

State Budget Passed

On the advocacy front, Pennsylvania has finalized the 2026-27 State Budget. The PA Chamber has published a helpful summary highlighting key provisions that impact the business community, including continued Corporate Net Income Tax reductions, workforce investments, and other pro-growth initiatives. I encourage you to take a few minutes to review the summary and learn more about what's included in the budget.

Property Tax/Rent Rebate Program - Deadline Extended

The Property Tax/Rent Rebate Program provides rebates on property taxes or rent paid for the previous year by income-eligible seniors and people with disabilities. The deadline to apply has been extended to Dec. 31, 2026.

Funded by the Pennsylvania Lottery, it benefits eligible Pennsylvanians age 65 and older; widows and widowers age 50 and older; and people with disabilities age 18 and older. Rebates range from $380 to $1,000. The income limit is currently $48,110 a year for homeowners and renters, however, half of Social Security income is excluded.

Treasurer Stacy Garrity recently announced that $224.4 million in rebates have already been sent to 372,291 Pennsylvanians.

MONTCO 2040 Implementation Grant Program Increases to $3Million

Montgomery County’s Montco 2040 Implementation Grant Program is back again for a new cycle of funding in 2025. The budget for this popular program has increased to $3 million, and the focus categories have expanded to include some of the transportation projects once funded by the County Transportation Program (CTP). The implementation grant program, open to municipalities and their project partners, focuses on projects that implement the goals of the Montco 2040 plan on a local level. For more information, visit the program web page or reach out to Chloe Mohr or David Greenberg with questions about project eligibility or other details.

Small Business Advantage Grant

The 2025 Small Business Advantage Grant is now accepting applications for at least $1 million in available funds. This grant program is offered through the Pennsylvania Department of Environmental Protection. The purpose of this grant is to provide small businesses in Pennsylvania with grant funds for projects that increase energy efficiency, reduce pollution, or protect our waterways. Many different types of small businesses, from manufacturing to retail to agriculture, may be eligible for funding under this program. Funding is awarded first-come, first served so interested applicants should act fast! All program documents, including Program Guidelines and a Grant Calculator, are available on the Small Business Advantage Grant Website. There is also a link on the website to the online application system used to apply for the grant. Additionally, there will be tutorial videos available for everything from an overview of the program to using the Grant Calculator for specific project types.

Beware of EZ Pass Scam

A new phishing scam is targeting E-ZPass account holders requesting information to settle outstanding toll amounts. The texts claim to be from “Pa Turnpike Toll Services” and center around urgent requests with your account that would result in a late fee if the balance does not get settled. Similar scams have been reported by toll agencies across the country in the past several days.

Customers who receive an unsolicited text, email or similar message suggesting it is from E-ZPass or another toll agency should not click the link. E-ZPass account holders can use approved safe methods to check their accounts such as the PA Turnpike E-ZPass website or the PA Toll Pay app available from the Apple App Store or Google Play store.

Those who receive a fraudulent text can file a complaint with the FBI’s Internet Crime Complaint Center at www.ic3.gov. The site is dedicated to sharing information on internet crimes across law enforcement agencies.

Montco Tax Rebates for Volunteer Fire & EMS

The Montgomery County Board of Commissioners today authorized a property tax rebate program for volunteer members of fire companies and eligible nonprofit emergency medical service (EMS) agencies in Montgomery County to acknowledge the value and dedication of active EMS volunteers and to encourage others to become involved.

To qualify for a tax rebate under the Active Volunteer Service Tax Rebate Program, an individual must have been a member of a volunteer fire company or eligible EMS agency for the entire eligibility period. Emergency responders will be able to receive a rebate of 25%, 50%, 75%, or 100% of their real estate property tax of Montgomery County, depending on their participation in emergency response calls, trainings, public education activities, leadership roles, and other activities.
