JULY 2026

MESSAGE FROM THE PRESIDENT

Dear Members,

Here we are in July 2026, and I find it somewhat surreal to already be writing what will be my final newsletter message to you as President. To me, this year has flown by in a blur, and it’s hard to believe that this incredible experience is drawing to a close.

When I accepted this role, I did so with a clear resolve: to lead without fear or hesitation, to tackle critical issues and ambitious objectives head-on, and to rally the support needed from our Board to accomplish what at times felt like a daunting slate of tasks.

Let me happily say again: none of what we’ve achieved in these past several months would have been possible without the willingness of our Board and committees to roll up their sleeves and invest the hard work required to examine, design, and implement meaningful changes across our organization. I am deeply proud of the work we have accomplished together and confident that we are positioning the PWQA for continued success and relevance in our industry.

In the coming weeks, we will be unveiling some of our biggest and most ambitious initiatives yet, and we look forward to sharing these exciting developments with you as we boldly move forward together.

In closing, I sincerely thank you for giving me the opportunity and privilege of leading this organization over the past year, and I wish my successor, Norma Lara, every success and satisfaction in her upcoming term.

See you at the NorCal event on July 24 and our convention in September!

Best regards,

ADRIAN CAVLAN

RANDY POLLACK'S UPDATE ON GOVERNMENT AFFAIRS

Governor Newsom signed the 2026–27 state budget, which continues funding for the State Water Board’s SAFER Program.

The budget allocates approximately $92 million to the Safe and Affordable Drinking Water Fund—down from the previous $130 million annual allocation due to lower cap-and-invest revenues. While SAFER will continue supporting disadvantaged communities, small water systems, tribal systems, and domestic wells, the reduced funding level will be important to monitor as the State Water Board develops its 2026–27 expenditure plan.

The Legislature has completed policy committee hearings and is on summer recess until August 3. Upon returning, the Senate and Assembly Appropriations Committees will begin reviewing fiscal bills. All legislation must pass by August 31.
