Dear Friends,
As we close out the first quarter of the year, I’m proud to share a snapshot of the momentum happening across Paraquad—and the impact you make possible every day.
This edition of our newsletter highlights the many ways we are advancing independence and disability rights throughout our community. From updates on the Missouri legislative session to local advocacy efforts, our team continues to ensure that the voices and experiences of people with disabilities are represented where decisions are made. These conversations shape policies that affect access, equity, and opportunity—and Paraquad is committed to being a leading voice in that work.
You’ll also find inspiring stories that reflect the heart of our mission. Our spotlights celebrate individuals who are driving change, building community, and redefining what independence looks like.
Looking ahead, we’re excited to bring people together through upcoming events, classes, and community gatherings—including our Rodeo, which we hope you’ll mark on your calendar. These moments not only build connection, but also strengthen the network of support that makes our work possible.
As always, thank you for being part of Paraquad. Whether you are a donor, member, partner, or advocate, your support fuels this mission and helps ensure that people with disabilities have the resources, opportunities, and voice they deserve.
Together, we are building a more inclusive region—one where independence is not just possible, but expected.
With gratitude,

Latosha R. Fowlkes, LCSW
President and CEO

It's been a busy and productive legislative session for Paraquad's Public Policy and Advocacy team. We've been showing up, speaking out, and advancing independent living and disability rights.
Key highlights so far include Disability Rights Legislative Day (February 25), where Paraquad brought advocates and staff to the State Capitol, and the Missouri Centers for Independent Living's advocacy day (March 31), where we met directly with senators to discuss critical budget issues.
The major policy conversation this session is around HJR173, a proposal that would give future legislatures authority to eliminate the state income tax and broaden the sales tax base. The proposal passed both legislative chambers and was signed by Governor Kehoe. Missourians will vote on the proposal in either the August primary or November general election ballot.
There was good news on the budget front this legislative session. In a year when many services and providers are seeing state funding cuts, Independent Living funding (HB2002) and Consumer Directed Services funding (HB2010) were left intact and matching last year’s levels. The House and Senate also restored most of the Self-Directed Services cuts proposed in the Governor’s initial budget – a meaningful win for those who rely on these services to live independently.
The most powerful voice in a legislative office is a constituent's — and that means you. The session is still moving, and so are we. Together, we are stronger advocates for the Missouri we all deserve.
| | PROFESSIONAL RECOGNITION FOR PRESIDENT & CEO LATOSHA FOWLKES | | |
| |
Paraquad's President and CEO, Latosha R. Fowlkes, LCSW, was honored by the City of St. Louis and Titans 100 in recent weeks.
In March, the City of St. Louis, represented by Alderman Michael Browning, acknowledge Latosha’s visionary leadership, service, and unwavering commitment to expanding opportunity and access for people with disabilities across our region with a Proclamation. As Paraquad’s first African American CEO, Latosha continues to lead with purpose—championing a future where people with disabilities can live, work, and thrive as full participants in our community.
Latosha was also recently named a 2026 St. Louis Titan 100 Hall of Fame honoree. This distinction reflects her leadership in advancing disability rights, economic inclusion, and community impact. Latosha was recently recognized at the April 23rd St. Louis Titan 100 celebration.
| | UPCOMING Q2 AWARENESS MONTHS | | |
As we move through the second quarter of 2026, we recognize several important awareness months that reflect the diverse experiences within the disability community.
In April, we observe Parkinson’s Awareness Month, World Functional Neurological Disorder (FND) Awareness Month, and Stress Awareness Month—each offering an opportunity to increase understanding, reduce stigma, and support overall well-being.
In May, that focus continues with Mental Health Awareness Month, National Stroke Awareness Month, and Mobility Awareness Month, highlighting the importance of access to care, community support, and inclusive environments.
At Paraquad, these observances reinforce our commitment to advocacy, education, and empowering individuals to live independently. As part of that commitment, it’s important to recognize the role stress plays in overall health—and how simple tools can make a meaningful difference. One of the most effective ways to manage stress is through movement. Exercise doesn’t just benefit your body; it helps your brain and nervous system reset by releasing mood-boosting chemicals like endorphins, serotonin, and dopamine, while also reducing stress hormones like cortisol and adrenaline. Even small moments of movement can break the cycle of stress, improve focus, support better sleep, and build long-term resilience.
The team at the Stephen A. Orthwein Center have put together a list of easy, practical stress-relief movement tips and tools for you to try this month.
-
The 4‑7‑8 Breath: Inhale for 4 seconds. Hold for 7 seconds, and then exhale for 8 seconds. This slows your heart rate and signals your nervous system to relax.
-
The 5‑Minute Reset Walk: Take a short walk, even around the house, to lower cortisol and boosts clarity.
-
The Shoulder Drop: Raise your shoulders up to your ears, hold 3 seconds, then drop them. Repeat 5 times.
-
One Song Mood Shift: Pick a song that lifts your energy. Move, sway, stretch, or just breathe with it.
-
The 30‑Second Brain Dump: Write down everything swirling in your head. Seeing it on paper reduces mental clutter and helps you prioritize.
-
Hydrate + Pause: A glass of water and 60 seconds of stillness can interrupt stress loops and refresh your system.
-
Micro‑Connection: Say hello to someone, share a laugh, or send a quick message. Human connection is one of the strongest stress buffers we have.

| | FROM THE STEPHEN A. ORTHWEIN CENTER | | |
Over the past month, our online Zoom class presence has been a bit rocky — and we know you’ve noticed. Between troubleshooting a brand-new internet service, juggling increased staff usage, and coaxing some very tired equipment through its final days, our connection hasn’t been at its best.
We’re truly sorry for the dip in quality over the last several weeks. The good news? Fresh equipment is officially on the way, and we’re gearing up for a much smoother, stronger, and more reliable Zoom experience. We can’t wait to get everything plugged in, powered up, and back to the rhythm we all love.
Thank you for sticking with us through the bumps. We’re working hard behind the scenes, and we’ll keep you updated as we make progress. Brighter, clearer, glitch‑free days are ahead — and we’re excited to get back to our usual groove with you.
| | ORTHWEIN MEMBER OF THE MONTH | |
This month, we’re proud to celebrate a truly exceptional and new member of the Orthwein gym community - Kimberly Ashlock!
She is the definition of determination—showing up consistently, giving her all, and never backing down from a challenge. Not only does she attend most of our exercise classes, but she goes the extra mile by working out in between them, making the absolute most of her time in the gym.
Her willingness to grow is inspiring. She’s constantly stepping outside her comfort zone—trying new machines, experimenting with different workouts, lifting weights, and even taking on the different standing frames. No challenge is too big, and no effort is ever half-hearted.
What truly makes her stand out, though, is her attitude. She brings humor, positivity, and energy into every session, lifting the spirits of everyone around her. No matter how tough things get, she never gives up—she pushes through with a smile and gives it everything she has.
Her dedication, resilience, and uplifting presence make her more than deserving of this recognition. Keep shining—you inspire us all!
