Who determines the Part B premium?
CMS determines the standard monthly Part B premium. This amount is partially based on income and those with incomes above certain thresholds will pay more than the standard amount.
- The standard Part B premium for 2025 is $185.
- The standard premium for 2026 is expected to be announced in November.
Who administers the Part B giveback (i.e., rebate)?
The Social Security Administration (SSA) administers the Part B giveback benefit. Here’s how it works:
- The MA plan pays a portion of the customer’s Part B cost each month to the SSA.
- The SSA deducts that amount from the customer’s Part B premium, reducing the amount they owe.

This results in an increase in their Social Security check. Note: If the customer pays their premium directly to SSA, it will lower the amount owed.
- It can take up to 90 days for the Part B giveback to show up on the customer’s statement. The customer will receive a lump sum in their Social Security check for the previous months that were missed.
- The customer will NOT receive a separate reimbursement check from Cigna Healthcare (2025) or HealthSpring (2026).
Who is eligible for the Part B giveback benefit?
To be eligible, customers must meet both qualifications below:

They must pay their Part B premium. It can’t be subsidized by a state or local program.
- They must enroll in a Medicare Advantage plan that offers the Part B giveback benefit.
How does the Medicare Part B giveback benefit work if someone receives assistance?
The customer must be responsible for paying their Medicare Part B premium to be eligible. If a state or local program helps pay for their premium, they are not eligible for the giveback.
A customer will not be denied enrollment into a Part B giveback plan if they receive assistance. However, they will not receive the Part B giveback benefit. Everyone receiving the giveback must receive the same amount. The amount is not tailored to individuals based on partial assistance or state subsidies.
Should I enroll my customer in an MA plan that offers the Part B giveback benefit?
Plans that offer the Part B giveback benefit can be an attractive option for customers who are concerned about their monthly premiums. But they may not be the right choice for everyone.
When discussing plan offerings, consider all aspects of the plan to ensure it is the best fit for the customer.
