Resilient Rebuilds Stand Tall When Storm-Tested | |
After Hurricane Ida struck Louisiana in 2021, Federal Alliance for Safe Homes (FLASH) joined forces with Bayou Community Foundation and Mennonite Disaster Service to construct 41 wind-resistant and elevated homes for hurricane survivors near Houma and Dulac. These southern Louisiana homes were tested on September 11 of this year when Hurricane Francine struck as a Category 2 storm. As expected, the elevated FORTIFIED Gold homes weathered the winds and rain inundation of Francine with zero damage. The delighted homeowners recorded the videos below to demonstrate their gratitude and share the story of resilient building practices.
The joy and relief on the faces of Hurricane Francine survivors reflect the purpose and mission of the FLASH Partnership and our mission to strengthen homes and safeguard families from disasters of all kinds. Forty-one families, including the ones featured in these heartwarming videos, came through the storm unscathed, thanks to the upgrades made possible through our Strong Homes program.

In 2019, the FLASH partners created the Strong Homes program to enable affordable, resilient recovery for disaster survivors. Strong Homes achieves this goal by providing engineering services, donated and discounted products, and evaluation services to upgrade new recovery builds to meet FORTIFIED Gold for hurricane or high winds plus flood elevation where relevant. The program has upgraded nearly 100 homes in Alabama, Florida, and Louisiana since its inception in 2019.

State Farm Hosts FLASH Board for a Strategic “Summer Camp” | |
Founding and Legacy Partner State Farm and newly elected FLASH Board Chair/State Farm Operations Manager, Portfolio Management, Arthur Parks CPCU, CLU hosted the FLASH Board of Directors and Advisors on August 21 and 22 at State Farm headquarters in Bloomington, Illinois. The traditional mid-year, offsite board meeting dubbed “summer camp” set the stage for the upcoming year of strategic planning and organizational review with thought-provoking presentations, tours, and future-focused dialogue.
State Farm Vice President of Operations, P&C Underwriting Erin Rahn Morris, opened the meeting with welcome remarks, setting a fun and positive tone for the gathering. University of Florida/FLASH Board Director, Professor and Interim Dean of Engineering, Forrest Masters, PhD previewed his upcoming NDRC24 panel by providing a detailed look at “industrialized construction” and ongoing work at the University focused on artificial intelligence, 3D printing, robotics, and modular building methods. State Farm Archivist and Historian, Buck Farley treated the group to an inspiring tour of the Good Neighbor Center, and State Farm Technology Research Manager Jon Wey and his team showcased the impressive insights, projects, and developments underway at The Research and Innovation Laboratory (TRAIL).

Connecticut Leaders Convene National Conversation
at 'Insuring the Future' Conference

On September 10, the Connecticut Insurance Department (CID) and CT Insurance & Financial Services (CT IFS) joined forces to merge their annual events, the Connecticut Conference on Climate Change and Insurance (C4I) and the Insurance Capitol Summit (ICS). This collaborative effort brought together insurance regulators, government leaders, insurance industry experts, nonprofits, and more to share insights on climate risk, innovation, and technology for “Insuring the Future.”
According to Connecticut Insurance Commissioner, Andrew N. Mais, who opened the event, "Connecticut is dedicated to leading the charge in addressing climate change and driving innovation. The event, “… brought together leaders from across sectors to confront the critical challenges posed by climate risk. From the effects of climate change on vulnerable communities to the transformative role of technology in the insurance industry, this collaboration is vital to building a more resilient future. By joining forces, we can develop solutions that not only safeguard our homes and businesses but also strengthen the foundation of our communities."
During the event, the Critical Role of Community Resilience in Climate Adaptation panel emphasized the importance of investing in resilience strategies to manage the insurance implications of climate change. The panel highlighted how proactive measures can help reduce risks, stabilize insurance markets, and safeguard both community safety and economic stability.
The panel, moderated by Alabama Department of Insurance Commissioner Mark Fowler, featured industry leaders, including FLASH President and CEO Leslie Chapman-Henderson, Insurance Institute for Business & Home Safety (IBHS) FORTIFIED Managing Director Fred Malik, National Association of Insurance Commissioners (NAIC), Center for Insurance Policy and Research (CIPR) Catastrophe Risk Resilience Specialist Brian E. Powell, and R Street Institute Director, Finance, Insurance & Trade Program Jerry Theodorou.
Brian Powell shared insights and experience gained during his leadership of the renowned Strengthen Alabama Homes Program, “Bringing our NAIC members together with trusted partners to connect, share expertise, and provide technical support is just one of the critical ways we are fulfilling our mission to advance climate and disaster resilience in the insurance market. Building resilience helps to increase the availability and affordability of insurance for consumers. The work we do towards building climate and disaster resiliency helps stabilize insurance markets that are most vulnerable to loss. We are looking forward to continuing our engagement with states across the U.S. to provide essential information and collaboration with the private sector to move this work forward.”
Leslie’s remarks focused on the Resilience Policy Resource Guide and Retrofitting Program Playbook for State Insurance Regulators. Developed by FLASH and the National Association of Insurance Commissioners' Center for Insurance Policy and Research (NAIC-CIPR), the Playbook outlines three key strategies many regulators use to address the growing climate risks and the increasing frequency of disasters affecting state insurance markets. These strategies include advancing leadership in building code policy, establishing and maintaining retrofitting programs, and fostering a culture of resilience.

Insurance Commissioners and Partners Gather at
IBHS for a Hands-On Look at Resilient Construction, Policy, and Programs

On September 5, IBHS hosted FLASH, NAIC staff and member commissioners, and Smart Home America at their South Carolina laboratory for a resilience working session focused on mitigation grant programs, building codes, and outreach initiatives. The world-class setting allowed insurance commissioners and staff implementing mitigation grant programs to learn about program best practices and see many of the practices in action. IBHS team members demonstrated and discussed sealed roof deck options, roof attachment methods, and hail research. Fred Malik presented a detailed overview of resilient construction features included in the FORTIFIED Home program followed by a robust question and answer session.
The meeting drew industry leaders, including state insurance commissioners from Oklahoma and North Carolina and representatives from insurance departments representing Louisiana, Mississippi, Minnesota, North Carolina, and Oklahoma.
During the visit, NAIC-CIPR Catastrophe Risk Resilience Specialist Brian Powell led a panel entitled “Dialogue on Resilience Partnerships - Building a Mitigation Framework” with FORTIFIED Market Development Manager Alex Cary, FORTIFIED Field Services Director Mary Uher, Smart Home America President and CEO Julie Shiyou-Woodard, and FLASH President and CEO Leslie Chapman-Henderson. The session included objectives to help commissioners and DOI’s identify critical partners, discuss roles within the framework, forge collaborations, and explore program design.
Brian and Leslie shared resources from the Resilience Policy Resource Guide and Retrofitting Program Playbook for State Insurance Regulators, and the IBHS team detailed the FORTIFIED program best practices, lessons learned, and a step-by-step plan for new program creation at the state level.

Federal Alliance for Safe Homes, Inc. (FLASH) Announces Arthur Parks Election as new Board Chair
On August 27, FLASH announced the election of State Farm Operations Manager, Portfolio Management Arthur Parks CPCU, CLU, as Chairman of the Board of Directors. Mr. Parks assumes the role of Chairman after six years of service as Corporate Secretary. The election took place on August 21.
Mr. Parks brings a wealth of knowledge to FLASH, having served in underwriting, risk management, and resilience advocacy leadership capacities within State Farm. As FLASH Corporate Secretary, he played a vital role in fostering innovative partnerships and projects, including supporting the recently published Resilience Policy Resource Guide and Retrofitting Program Playbook for State Insurance Regulators.
"I'm honored to take on this new role with FLASH," said Arthur Parks. "I look forward to working with our dedicated team to advance our mission of protecting homes and families from the devastating effects of natural disasters."
As Chairman, Mr. Parks will help oversee FLASH's strategic initiatives and collaborate with the board and stakeholders to sustain the organization's successful 26-year track record. He will continue to lead efforts to identify growth opportunities and ensure that FLASH remains at the forefront of disaster resilience and safety outreach and education programming.

FLASH President and CEO Leslie Chapman-Henderson joined a panel of experts on August 28 for a National Tropical Weather Conference (NTWC+) webinar to present hurricane preparedness focused on building codes and home protection. Former National Hurricane Center Director Bill Read, Extreme Weather and Disaster Scientist Hal "Hurricane Hal" Needham, and KRGV Chief Meteorologist Tim Smith anchored the panel with weather forecast updates, Hurricane Beryl impacts, and meteorological insights regarding current hurricane season activity.
Leslie’s presentation highlighted methods for protecting homes from hurricane damage, focusing on strong building codes that require sealed roof decks and wind-resistant garage doors. She introduced the viewers to the www.Inspect2Protect.org website, where they can look up building codes, get retrofitting recommendations, and learn about their community’s disaster history.
Her discussion regarding garage door vulnerability during high winds and hurricanes reminded viewers not to overlook garage door bracing when doing storm preparations. She explained an analysis by the National Institute for Standards and Technology (NIST) of 3,000 tornado-affected homes that demonstrated a correlation between intact garage doors and intact roofs and side walls, even in winds up to 135 mph. “We are grateful to our NIST partners, especially Dr. Marc Levitan, for validating what we’ve seen on the ground post-storm for decades,” said Leslie. “Catastrophic home damage begins with garage door failure more than 90% of the time.” Leslie provided the new FLASH.org information and video resources with methods for strengthening garage doors, including DIY options.
Following the webinar, organizers received positive feedback from Hidalgo County, Texas leaders regarding the valuable information. Their insights validate the need for mitigation counsel to include affordable, achievable, DIY steps relevant to those in harm’s way. This year, FLASH created, “In 2024, it’s all about the Garage Door,” in keeping with these goals. Due to its widespread applicability and appeal, the cornerstone hurricane and tornado season message generates continuous traditional news and social media interest across the United States.

ResCon Brings CRO’s Together to Explore the Intersection

On August 15, nearly 200 State Chief Resilience Officers (CROs) from around the country participated in the webinar, “Insurance Foundations & Resilience: Empowering CROs with Knowledge and Resources." The engaging session focused on the crucial relationship between insurance and resilience in the context of escalating natural hazards and climate impacts.
The webinar was moderated by BuildStrong America Executive Director Natalie Enclade, PhD, and featured a panel of experts, including FLASH President and CEO Leslie Chapman-Henderson, Liberty Mutual Director of Catastrophe R&D, Corporate Enterprise Risk Management Kelly Hereid, PhD, and Insurance Information Institute Chief Insurance Officer Dale Porfilio.

FEMA Announces Nearly $715 Million to Help Communities Across the Nation Build Resilience to Flooding Disasters
FEMA announced approximately $715 million in new project selections to eliminate or reduce flood damage. The funding, which comes through FEMA’s Flood Mitigation Assistance program, will help communities across the nation enhance resilience to extreme weather events.
Through this program, FEMA provides funding to states, local communities, Tribal Nations and territories to reduce or eliminate the risk of repetitive flood damage to buildings insured under the National Flood Insurance Program. Read More >

John “JC” Hudgison Appointed to International Code Council Board of Directors
The International Code Council has appointed John “JC” Hudgison, CBO, Construction Services Center Manager and Chief Building Official for the City of Tampa, Florida, to its 2023-2024 Board of Directors. Appointed by Code Council Board President Stuart D. Tom, P.E., CBO, FIAE and ratified by the full Board, Hudgison assumed the vacated Section F seat on July 22, 2024.
Hudgison brings over 17 years of experience in architecture, construction management and building code enforcement to the Board. He is both a Certified Building Official and a Building Code Administrator and is actively involved with the Code Council, including leadership positions in multiple important committees and councils. Hudgison was the 2023 recipient of the Code Council’s prestigious Emory R. Rodgers Leadership in Building Safety Fellowship, and he also currently serves on the National Institute of Building Sciences’ Board of Directors. Read More>

Lowe's Pledges $2 Million to Support Hurricane Helene Relief Efforts
Lowe's is donating $2 million to support relief efforts in response to the catastrophic and multi-state impact of Hurricane Helene. Lowe's donation will assist its nonprofit partners and first responders, helping these organizations respond to critical needs like emergency shelter, food and water while also supporting long-term rebuilding and recovery.

NIST’s Long Phan and Marc Levitan Receive Service to America Medal
Long Phan and Marc Levitan, research structural engineers specializing in windstorm impact reduction at the U.S. Department of Commerce’s National Institute of Standards and Technology (NIST), have won the Samuel J. Heyman Service to America Medal in the category of Science, Technology and Environment.
Every year, the Partnership for Public Service awards medals in seven categories to candidates selected from across the federal government to recognize their innovative efforts to save lives and deliver critical services to the public. These awards are commonly known as the “Sammies” and are thought of as “the Oscars of public service.”
The award recognizes Phan and Levitan’s decades-long effort to develop standards and building codes to make structures resistant to tornadoes. Communities across the U.S. have already started adopting these standards and codes to protect critical facilities like schools, hospitals and emergency response facilities from the vast majority of tornadoes. NOAA awards contract for next-generation hurricane hunter aircraft
Today, NOAA announced that it has awarded a contract to Lockheed Martin Aeronautics, based in Georgia, for two specialized C-130J Hercules aircraft to become the next generation of NOAA hurricane hunter aircraft. The four-engine aircraft is a proven platform for hurricane reconnaissance. The planes will be modified to serve as flying laboratories in support of NOAA’s hurricane and environmental research.

State Farm® responds to Hurricane Helene
In addition to opening in-person Customer Care Sites across impacted areas, State Farm has donated $1.75 million in disaster relief funding to provide additional support.
Our hearts go out to the people whose lives and property have been impacted by Hurricane Milton, and our greatest concern is for the safety of everyone in the impacted areas. State Farm is here to help you navigate through this challenging time.
As of October 7, State Farm has received approximately 96,300 total claims across the 14 states that have been impacted by Helene. The majority of auto claims are related to flood and rising waters, and the majority of homeowner claims are related to wind damage. The states with the highest claim counts are (in order) GA, SC, FL and NC.

USAA and Its Members Donate Nearly $3 Million to Aid in Recovery from Hurricanes Helene and Milton
USAA members have donated nearly $1.4 million; USAA adds $500,000 to initial $1 million and offers guidance on assisting in relief efforts
USAA and its members have now donated nearly $3 million to assist in the recovery from Hurricane Helene and Hurricane Milton. USAA made an initial donation of $1 million after Hurricane Helene and has since committed an additional $500,000 to military aid societies to directly support military families impacted by both storms. Through a giving opportunity, USAA members have donated nearly $1.4 million that will go to support efforts led by the American Red Cross, Team Rubicon and World Central Kitchen.
