Paslay Group is celebrating the Allegheny County Airport Authority and its $1.7 billion terminal complex as the stunning, new facility opens to the public this week. ACAA retained Paslay Group in 2018 and adopted our Executive Program Management model to help deliver the complex capital program.

PIT Transformed was designed to create a more efficient, high-level experience for passengers anchored by a beautiful and efficient new terminal with technology that reduces travel and wait times, adds plentiful, close, and covered parking, and includes innovative technologies for security checkpoint screenings and baggage check-in and claim facilities.

USPTO Trademarks Paslay Group's Proprietary Executive Program® Management Model

The Sept. 23, 2025, USPTO action recognizes that Paslay Group owns the phrase and has successfully been using it in the marketplace since the firm’s founder and CEO R. Clay Paslay introduced the concept to the airport industry in 2007.

Executive Program Management offers owners a small team of experienced, executive-level leaders who are integrated into the airport’s executive staff, thereby enhancing the owner’s project management capabilities. The team assists in the strategic planning, implementation, and execution of a multi-year program, reporting directly to the owner and overseeing firms that provide construction and support services on the ground.

Paslay Group first deployed the EPM model during its engagement with Sacramento International Airport’s $1.2 billion Big Build terminal development program. Since then, Paslay Group has implemented the model at 50 U.S. airports, delivering new and redeveloped terminals, concourses, roadways, and airfields.

The Metropolitan Nashville Airport Authority continues to plan for the region's future and announced late last month that it had selected a 309-site for a second terminal to be built on the south side of the airport property. The site selection was made public in a BNA video and announced on the airport's website here.

As part of Paslay Group's support for the current BNA New Horizon program, Paslay Group analyzed the existing terminal's capacity vs. MNAA's projected passenger growth, worked with airport leaders and staff to assist in evaluating MNAA's identified sites for a new terminal, and assisted in guiding selection for the preferred site.

The new terminal is projected to be complete by 2038.

Congratulations to Paslay Group client Rhonda Hamm-Niebruegge, on her upcoming retirement and successful, 15-year tenure as Director of St. Louis Lambert International Airport (STL)!

It’s been our privilege to provide Hamm-Niebruegge and the STL team with Executive Program Management services in support of the St. Louis Lambert Consolidated Terminal Program, which will replace STL's two separate terminals with a single, modern terminal. The project aims to improve passenger experience, increase efficiency, and modernize the airport.

We look forward to delivering a program worthy of one of America's iconic cities.
