CCBA Invites Member Colleges to Participate in Quality Framework Pilot

With support from the ECMC Foundation, CCBA is leading a historic national effort to strengthen quality standards for community college baccalaureate (CCB) programs. This work will result in the first CCB Quality Framework, which aims to address the growing need for clear, evidence-based measures that ensure community colleges offer high-quality, relevant, and workforce-connected bachelor’s degrees. 


Since 2023, the project has included:

  • an in-depth research phase that identified common measures, promising practices, and gaps in current quality assurance approaches,
  • the convening of a national Advisory Task Force which drafted a comprehensive Quality Framework for CCBs, and
  • the work of six Lead Colleges that tested and refined the draft framework while completing a full review of one of their baccalaureate programs. 


This fall, a broader group of CCBA member institutions will participate as pilot colleges, applying the refined Framework to additional CCB programs. Their input will ensure the final Quality Framework reflects the diverse structures, missions, and student populations community colleges serve. 


"We are grateful to the 17 institutions that have volunteered for the fall cohort and have room to welcome three additional member institutions to join this important work,” says CCBA President and CEO, Dr. Cheryl Calhoun. “The perspectives and experiences of pilot colleges will be essential in ensuring the Quality Framework is practical, evidence-based, and responsive to the needs of colleges and their communities.”


Pilot colleges will collaborate with CCBA and other participating institutions to implement the Quality Framework, provide feedback on its usability and effectiveness, and contribute to the continued refinement of resources and guidance ahead of the Framework’s national rollout in spring 2027.

The Basics: Key CCB Degree Facts, Figures, and the National Landscape

CCBA Research Partner Dr. Elizabeth Meza with the Evans School of Public Policy at the University of Washington recently published a new brief that answers two common CCB questions asked by state leaders:

  1. What should my state know about CCB degree scope, scale, and outcomes nationwide?
  2. How are other states approaching the authorization and implementation of these degrees?


The brief provides an overview of:

  • the national landscape of community college bachelor’s degrees,
  • students served by CCB degrees,
  • affordability and geographic access of these degrees CCB degree outcomes, and key recommendations for state leaders.
