Paved Trails Update

Dear CNSC Members;

 

During the regular meeting on February 5, 2024, the CNSC Board passed a motion to re-approve the paved trails project. The scope of phase one includes geotechnical and road engineering assessments and design completed for tendering this Spring, construction during the Summer and paving this Autumn. As part of the tendering review process, planned work will be scoped to fall within the approved $1 million budget of the Destination Development Fund grant from the Province of BC. 

In making the decision, the Board reviewed material relevant to the project that has been in ongoing development since 2012. The material reviewed included various CNSC strategic and operational plans, grant applications and supporting documents including preliminary estimates, letters of support, feedback and questions from members, insurance and other liabilities to CNSC, and professional plans for construction. Previous approvals from past CNSC Boards were also reviewed.  

 

Further, the Board considered the following:


  • Roller skiing is integral to the sport of nordic skiing, and it is becoming more and more popular especially as climate change continues to create unpredictable winter conditions. 

 

  • Club members, and junior racers in particular, are roller skiing on public roads, which is both a safety and a liability concern. Safety of our members and our racing teams is of the utmost importance, and to deny this proposed safety measure would be negligent on the part of the Board.

 

  • The club constitution requires the board “to provide, sponsor, encourage and foster cross-country skiing, nordic events and complimentary recreational activities including, but not limited to running, hiking and cycling, among its own members and members of the community. And, to hold public exhibitions for the purpose of furthering the objects of the Society and to offer and grant such prizes and rewards of such character and on such terms as the Directors may deem expedient.”

 

  • The club has a strategic plan: Goal #1 is to improve year-round recreational membership value and experience.

 

  • The project has been communicated to the membership and the trails committee, including multiple site tours, newsletters and in-depth discussions at the AGM. 


  • The project cost is within a similar order of magnitude as other initiatives undertaken by the club, however there is no financial risk as funding is already in place.

 

  • Time is of the essence as a condition of the funding is to have a competition ready roller ski course in place by the end of the 2024 construction season.


The map below outlines the three preliminary phases of the project. Implementation is dependent on potential funding availability.



Next steps:


Volunteers and staff at CNSC involved in the paved trail project will now begin to work on the following: 


  • Respect the approved CNSC Trail Building Policy here 

 

  • Develop requests for proposals to tender and award construction work.

 

  • Clear short sections of the route that are not on existing ski trails in early spring.

 

  • Remove cottonwood trees that may pose future challenges around the proposed route, especially around east branch of Canada Cup. Tree removal will be minimized and carefully considered.

 

  • Engage qualified professionals as required to monitor contractual construction quality.

 

  • Manage project scope within the approved $1 million budget 

 

  • Seek additional funding opportunities to advance the paved trail project, should approved budget be inadequate to complete all phases at this time  

 

  • The project manager will oversee the project and provide regular reports to the board

 

  • Continue to provide periodic updates to members on the status of construction, including safety notices and trail closure notices to maintain members safety.

The Iceman Returns. Come experience winter in Prince George in the Annual Prince George Iceman!


This multi-sport event brings together winter pursuits, and showcases the city’s great recreation facilities. It’s a race for everyone from beginner to elite athletes, and includes both solo and relay team categories. The event is spectator-friendly, with many opportunities to cheer on participants at the Otway Nordic Centre, the Outdoor Ice Oval and the Aquatic Centre.
