PG Binder Mass Addendum Notice
January 21, 2022, Letting
On December 22, 2021, the Department issued a mass addendum removing the BDE Special Provision Performance Graded Asphalt Binder from all items (90 projects) on the letting. There should be no impact on any exisiting mix designs as a result of the addendum.

This special provision would allow alternate modifiers in addition to SBS/SB/SBR polymer. It establishes additional testing requirements (FTIR, Delta Tc, and Delta G*) when using these alternate modifiers. Also, it requires Delta Tc testing for traditional neat binders. Finally, it eliminates the Force Ductility test for SBS binders and adds a Note 3 to the ABR table for GTR binders. Changes in this special provision have a potential to improve the overall performance (cracking resistance) of HMA mixtures. However, additional time was necessary for binder suppliers to work with HMA producers to determine the impact on supply, logistics, tank management, and impacts on mix designs and performance tests.

IAPA will be working with asphalt supplier members, plant mix members, and the Department to address concerns. It is expected that the special provision will be issued again for the 2023 construction season. For more information on Delta Tc, please review the FHWA's Tech Brief or Asphalt Institute's IS240. Plant mix members are also encouraged to discuss these changes with your asphalt binder suppliers.
IRI Workshop - January 19, 2022
Urbana, IL
The Illinois Department of Transportation's Bureau of Research will be hosting a workshop to review the profile analysis process that is currently being used to evaluate contracts with the IRI special provision. This workshop will be held on Wednesday, January 19, 2022, at the ILEAS training facility at 1701 E. Main St., Urbana, IL. The workshop will be from 9:00 AM to 3:00 PM. The Research staff will cover the entire analysis process and detail some of the common errors that have been found in 2021. The Bureau of Research is looking to discuss the data collection process and refine the requirements to improve the quality and accuracy of the data.

Bailey Method Training - February 7 - 11, 2022
Urbana, IL
REGISTER NOW for this 5-day workshop for IAPA members provides advanced technicians, designers, and engineers with a valuable method for understanding how the aggregate structure of an asphalt mixture affects volumetrics, field compactability, and segregation potential. Students will also learn how to incorporate and handle RAP and/or RAS into the process. Students will receive a full version of the Bailey Method analysis software and hands-on training on the use of this software. Students are required to bring a Windows Laptop (no Apple devices) with Microsoft Excel 2013 or newer, Word, and Adobe Reader installed. Mix design and quality control experience are strongly recommended.
The instructors for the course are Bill Pine, Quality Control Director of Asphalt Technology at Heritage Construction & Materials, Inc, and Jeff Kern, Quality Control Manager of Open Road Paving and Chair of IAPA's QC Managers Group.
The registration fee for this workshop is $900 (invoices will be sent after the workshop). The class can accommodate up to 25 students; therefore, each member organization is limited to one student. Alternates will be allowed to attend if space permits. Participants will receive 30 PDHs for attending.

Capitol Update
Lawmakers Return (Briefly)
The Illinois General Assembly returned to Springfield this week. It canceled 2 of 3 session days. Wednesday's session focused on remote voting for the House, judicial redistricting, and trailer bill on elections and criminal justice. Capitol Fax has a good summary of the issues.

Session days for next week have been canceled.

Redistricting
On December 30, 2021, a federal court panel of 3 judges upheld the Democratic legislative district map. Republicans, MALDEF, and NAACP had all argued it violated voting rights laws. This ruling allows petitions to be circulated starting January 13, 2022, for the June 28, 2022, primary election.

ASU Site Visit Added to NAPA Annual Meeting
NAPA has added an Arizona State University site visit as an optional activity at the Annual Meeting in Scottsdale, Arizona. Activities include presentations by faculty and program directors at ASU’s Civil Engineering Department, a tour of ASU’s pavement and geotechnical labs, and a hosted reception. This is a great opportunity to learn about the latest pavement related research initiatives at ASU and meet with the university’s highly respected research faculty. The program runs from 12:30 p.m. to 6:15 p.m. on Wednesday, Jan. 26. Transportation to and from the ASU campus will be provided. Space is limited, so register for this event to reserve your spot.
NAPA Supports COVID Relief Fund Flexibility to Address Infrastructure and Supply Chain Issues 
On Nov. 29, NAPA signed a letter sent to the Department of the Treasury to request relief for government agencies and businesses that have and continue to face unprecedented pandemic-induced supply chain delays and shortages that may undercut the anticipated benefits of the Bipartisan Infrastructure Law (BIL - formerly the Infrastructure Investment and Jobs Act) investments. Specifically, the letter requests that the Department of the Treasury clarify that state and local governments can use the American Rescue Plan Act (ARPA) COVID-19 relief funds to mitigate the effects of supply chain delays and shortages, such as for material price increases and the effects they have on project costs. 

In addition, NAPA along with 35 transportation construction organizations, signed onto a letter sent to the U.S. House of Representatives leadership urging swift passage of the bipartisan State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act (S.3011/H.R. 5735). This legislation would make several categories of infrastructure investments and disaster relief eligible for unspent COVID-19 relief dollars. The bill specifies that ARPA funds could be reallocated to many highway programs. It also extends the deadline to use relief funding if budgeted for eligible infrastructure projects. The legislation passed the Senate and has broad, bipartisan support in the House.

Recent Friction Studies at the NCAT Test Track
Given that the NCAT Test Track is surfaced with a wide variety of asphalt mixtures and surface treatments that utilize a range of aggregate types and gradations, it is an ideal platform to conduct tire-pavement friction research. The closed facility’s extensive range of pavement surfaces with distinct friction characteristics is perfect for conducting studies to examine how friction changes with traffic and time, how aggregate properties and pavement surface textures influence friction, the performance of special surface mixes and treatments, and to compare different friction measurement devices.

This study found that an acceptable precision of friction measurements was within 2.5 skid number units or 3 skid resistance units. In addition, the study concluded that the LWST skid number and SCRIM readings had a good linear correlation, particularly in the straight test sections. This study confirmed that increasing test speed or test temperature reduced the measured friction values. Regression models were developed to correct the friction measurements at any given speed or temperature to a reference speed or temperature.

IDOT Updates
Gov. Pritzker Advances I-57 Widening in Southern Illinois, Cornerstone Project Of Historic Rebuild Illinois Capital Plan
Gov. JB Pritzker and the Illinois Department of Transportation today were joined by local officials and community leaders to announce the next phase of the Interstate 57 widening through Southern Illinois, another cornerstone project of the governor's historic, bipartisan Rebuild Illinois capital program. The latest improvements are part of $268 million being advanced through Rebuild Illinois to fix and improve I-57 in the region, improving safety and mobility while creating thousands of construction and permanent jobs.

In Southern Illinois, I-57 is part of the National Highway Freight Network, carrying more than 40,000 vehicles a day, 14,000 of which are trucks. The I-57 improvements made possible by Rebuild Illinois will add a third lane in each direction along one of the country's critical freight and travel corridors that no longer meets current traffic volumes and demands.

A $67.6 million project starting next month will expand nine miles of I-57 to six lanes from north of Illinois 149 to south of Illinois 154, installing median barrier, resurfacing the existing lanes, updating deficient guardrail, and adding rumble strips. The bridges over the Big Muddy River will be replaced. Two lanes will remain open during construction as much as possible, with overnight lane closures until the project wraps up in 2025.

IAPA Good Government Council
Through the years, the Illinois Asphalt Pavement Association (IAPA) and its Good Government Council Political Action Committee (GGC PAC) have supported elected legislators and officers of Illinois who understand the critical role that highway infrastructure plays in Illinois’ economy. Through these efforts and the hard work of member companies and staff, IAPA is recognized as a leader in our industry. With the recent passage of the historic $45 billion Rebuild Illinois Capital Bill, it is important for GGC PAC to be prepared to ensure the program is implemented as intended. Therefore, IAPA is requesting additional donations from members of the GGC PAC. Plant mix members are encouraged to donate $1,000 to $5,000 and all other membership categories are encouraged to donate $500 to $1000. Please support IAPA's GGC by completing the Donation Form.
IAPA Scholarship Program
The Illinois Asphalt Pavement Association's scholarship program was started in 1984. To date, the program has awarded over 200 scholarships worth more than $500,000. The purpose of the program is to:

  • Promote knowledge of hot-mix asphalt (HMA) and HMA pavements;
  • Enhance IAPA's relationship with engineering and construction schools throughout the state of Illinois; and
  • Provide educational assistance to qualified students.

Students enrolled in an undergraduate or graduate engineering or construction management program at the University of Illinois Champaign-Urbana, University of Illinois - Chicago, Bradley University, Lake Land College, Southern Illinois University-Carbondale, or Southern Illinois University-Edwardsville are eligible for the program. Applications are coordinated through each respective university. Students selected for the award are required to complete a minor research report related to asphalt pavements and are invited to attend IAPA's Annual Conference.
