Asphalt Institute Adds New Regional Engineers

Dr. Grover Allen, P.E. and Jason Wielinksi, P.E. are the newest Regional Engineers at the Asphalt Institute (AI). AI Regional Engineers work with asphalt user producer groups, state departments of transportation, Canadian municipalities, the 128 Asphalt Institute member companies and more through engineering and educational support.

Allen is covering Mississippi, Arkansas, Louisiana, Alabama, Georgia, Florida, South Carolina and North Carolina. He obtained his Ph.D. from Texas A&M. He’ll be headquartered in Panama City, Florida.

Wielinksi is covering Illinois, Michigan, Indiana, Ohio, Kentucky, Tennessee, West Virginia and Virginia. He has his M.S. in Civil Engineering from Auburn University and his B.S. in Civil Engineering from the University of Toledo. He’ll be headquartered in Brownsburg, Indiana.

AI Senior Regional Engineer Danny Gierhart was promoted to Deputy Director of Engineering in May. Gierhart will cover Oklahoma and Texas.

NAPA Releases Industrywide GHG Emissions Report

In June, NAPA published a report documenting the first-ever inventory of greenhouse gas (GHG) emissions for the asphalt pavement industry. The report, GHG Emissions Inventory for Asphalt Mix Production in the United States (SIP 106), is one of the first cradle-to-gate GHG emissions inventories for any major U.S. industry.

NAPA's Joseph Shacat and Richard Willis and TriSight LLC Partner Ben Ciavola, Ph.D., authored the report, which shows that cradle-to-gate emissions associated with asphalt mix production in the United States represented approximately 0.3% of total U.S. greenhouse gas (GHG) emissions in 2019. By comparison, U.S. EPA data indicate that transportation emissions from fossil fuel combustion represented 27.8% of total emissions in 2019, while industrial emissions represented 25.3%.

David named acting associate dean for research
Allan David has been named as the Auburn University Samuel Ginn College of Engineering’s acting associate dean for research.

David, the John W. Brown associate professor in the Department of Chemical Engineering, assumes the position effective immediately. David will serve in this capacity until a new dean is named. Steve Taylor, the former associate dean for research, is currently serving as interim dean following former dean Chris Roberts’ move to become Auburn’s 21st president.

“Dr. David brings a fresh perspective to the role, along with a breadth of knowledge across many disciplines,” Taylor said. “As a talented researcher, teacher, entrepreneur and scholar, he has a wealth of experience and will build on our research enterprise and creative partnerships with academia, industry and government sponsors.”

IDOT Updates
Downstate transit agencies eligible for new round of Rebuild Illinois grants
The Illinois Department of Transportation announced today that a third and final round of proposals are being accepted through July 29 from downstate transit providers as part of the Rebuild Illinois Transit Capital Grant Program. The call for applications will determine the distribution of up to $132 million for projects that expand and improve transit service, increase transportation options and enhance quality of life in downstate communities.

“Regardless of size, transit providers fulfill an essential role in many communities throughout Illinois and play a vital part in the state’s overall multimodal transportation network,” said Illinois Transportation Secretary Omer Osman. “The grant opportunities provided through the governor’s capital program make sure we get transit providers the resources they need to improve and grow their ability to serve the public.”

IAPA Good Government Council
Through the years, the Illinois Asphalt Pavement Association (IAPA) and its Good Government Council Political Action Committee (GGC PAC) have supported elected legislators and officers of Illinois who understand the critical role that highway infrastructure plays in Illinois’ economy. Through these efforts and the hard work of member companies and staff, IAPA is recognized as a leader in our industry. With the recent passage of the historic $45 billion Rebuild Illinois Capital Bill, it is important for GGC PAC to be prepared to ensure the program is implemented as intended. Therefore, IAPA is requesting additional donations from members of the GGC PAC. Plant mix members are encouraged to donate $1,000 to $5,000 and all other membership categories are encouraged to donate $500 to $1000. Please support IAPA's GGC by completing the Donation Form.
IAPA Scholarship Program
The Illinois Asphalt Pavement Association's scholarship program was started in 1984. To date, the program has awarded over 200 scholarships worth more than $500,000. The purpose of the program is to:

  • Promote knowledge of hot-mix asphalt (HMA) and HMA pavements;
  • Enhance IAPA's relationship with engineering and construction schools throughout the state of Illinois; and
  • Provide educational assistance to qualified students.

Students enrolled in an undergraduate or graduate engineering or construction management program at the University of Illinois Champaign-Urbana, University of Illinois - Chicago, Bradley University, Lake Land College, Southern Illinois University-Carbondale, or Southern Illinois University-Edwardsville are eligible for the program. Applications are coordinated through each respective university. Students selected for the award are required to complete a minor research report related to asphalt pavements and are invited to attend IAPA's Annual Conference.
Marshall R. Thompson Professorship Endowment
The Illinois Asphalt Pavement Association (IAPA) appreciates the support, guidance, and contributions that Professor Marshall R. Thompson has provided to the Illinois and National asphalt pavement industry over his career. Marshall is well respected by academia, government agencies, and private industry.
