FINALLY! PAVING IN JP
You might have heard that the City approved $14 million ($2 million per Ward plus $2 million for the Mayor's Office) in funding for residential road reconstruction. The Ward 3 office has decided to use their $2 million allocation to repave a portion of Jefferson Park. The map is attached. The area is from Park to Mountain and Chauncey to Grant.

Why were we selected from all of Ward 3? (Not that we're complaining!) Ultimately, it was Ward 3's decision, but it was guided by the low pavement scores in our area provided to the Ward office by DTM, Department of Transportation and Mobility.

Why no paving on the west side of Park or east of Mountain at this point? Money. The area chosen is estimated to come in perfectly at the $2 million cost. 

We hope that there will be money coming from different source at some point in the near future to re-pave the rest of the neighborhood. For now, we are pleased that at least part of our neighborhood will be re-paved.

The work will take place in the new fiscal year beginning some time after July 1st. As its gets closer, Ward III will have more information. Stay tuned for updates!

UNDERSTANDING THE TEP ISSUE IN JP - 3 parts
Part 1 - the route the 138Kv Poles will take
TEP is moving forward with the overhead transmission line plans. The Final Visual Simulation Package is available for viewing on the project page at
https://www.tep.com/doc/Kino-DMP-Final-Visual-Simulation-Exhibit.pdf. It is a very large PDF, so please allow time for it to load. It is also easier to navigate through the document if you first save it to your computer as opposed to viewing it from the website. It shows all of the routes with the overhead lines. 

Let's remember that all exiting routes from the substation, Aand D, directly affect Jefferson Park.
A - goes north up Vine to Grant, B- goes west in alley above Lee to Park, and then north on Park to Grant, and - goes east on Ring Road to Campbell, north on Campbell to Grant.

The incoming lines, 1 or 2, affect us as well, because they come into the substation on the Ring Road, which will be easily seen by the residents living west and north of Banner.

What can you do? Carefully study the simulation, note your questions, and plan to attend the Virtual Open House Meeting, which will be held on Thursday, June 24, 2021 at 6 p.m. A postcard will be mailed to all in the study area in early June with the meeting details. At the open house meetings, TEP will discuss the visual simulations, their preferred route and other alternative routes, and the filing of the application for a Certificate of Environmental Compatibility with the ACC. They will also schedule a time for questions.

Part 2 - the substation at our border
Substation Permit denied! ...will they win on appeal?
NEIGHBORS MADE THE DIFFERENCE! There were four who testified at the meeting. Additionally, there were 31 letters to the zoning examiner. Two were favorable and 29 opposed!
BUT WE HAVE MILES TO GO BEFORE WE SLEEP!
The Special Exception Land Use Permit (SELUP) for the Vine Substation was denied by the Zoning Examiner. Read the entire decision at http://www.jeffersonpark.info/tep-138-kv-poles.html The next step in the process, as we understand it, is for TEP to file an appeal, and when they do, a hearing will be scheduled with the Mayor and Council.
Part 3 - Grassroots push for Undergrounding
A group of nine neighborhoods and two Tucson coalitions, led by Sam Hughes, are spearheading an effort to demonstrate that undergrounding the lines is the best option for Tucson. They are proposing that the cost (plus or minus 50 cents) could be added to Tucsonan's monthly bills. Thus far, the Undergrounding Coalition has:
1) published a position paper,
2) raised $23,000 toward the cost of retaining an attorney (initial total needed- $28,000),
3) located and interviewed an experienced attorney, and
4) is in the process of interacting with other neighborhoods along the route to gain additional support.
ADU's ...a mixed blessing
The City is proposing to change the land use code to allow Accessory Dwelling Units (ADUs). Currently, ADUs with full kitchens are not allowed, only dwelling units without full kitchens. These are often referred to as casitas, mother-in-law units or granny flats.

Fire Danger and Restrictions!
Arizona and the Tucson area is in an extreme drought. It's fire season, and due to the drought, fire danger is off the charts. 

Effective right now, there are campfire and smoking restrictions all over southeastern Arizona. All of the areas have restrictions in place.

Every season, we see the images of fire destruction. Please be a part of the solution and not a part of the annual problem. There are lives and our natural environment at stake. Here’s a list of the specific restricted activities: 
No:
  • Building, maintaining, attending, or using a fire, campfire, charcoal, coal, elevated grills, or wood stove, including fires in developed campgrounds or improved sites.     
  • Smoking, except within an enclosed vehicle or building. Keep cigarette butts inside as well.
  • Discharging a firearm, including target shooting, except while engaged in a lawful hunt pursuant to state, federal, or tribal laws and regulations.
  • Operating any internal combustion engine off designated roadways.
  • Welding or operating acetylene or other torch with open flame. 
  • Use of an explosive. 

With July 4th coming, please remember that fireworks and exploding targets are illegal on federal and state land. And the ones that leave the ground are also illegal within Tucson city limits (Thanks to Steve Kozachik's newsletter)
Street Racing - On Line Crime Reporting
Street Racing 
Something that can be just as deadly as guns and domestic abuse is the street racing we’re seeing all over town. We’ve had reports of it happening out on the east side, in midtown on Speedway, in the downtown core, and on the southwest side of Tucson. It’s all over, and TPD is doing their best to be ahead of it, so the people taking part are caught and convicted.  

If you hear or see it going on, please use this link to report it to TPD. They may not to be able to hurry right over and catch the people on the spot, but having this information will be helpful in their effort to put resources where it’s likely to do the most good. We need your help in tracking this dangerous behavior. Thanks in advance for being involved with helping TPD crackdown on this issue.

Online Crime Reporting 
One more TPD link that you should keep handy. Sometimes you’ll see or experience a crime that may not require an officer to immediately respond, but that needs to be a matter of record for the police. Say a bike is stolen, or your car is broken into. Knowing dates and locations will help TPD to assign resources to what might become a hot spot and catch the perpetrator.

Closed or Open?
The school will post a sign on the gates when the campus is closed due to safety concerns associated with construction. Otherwise the park is open after school hours at 6:00 PM and on the weekends. Which gates should you use? There are pedestrian gates, one on the north and one on the south side of the school, which will be opened at the designated times.

GRANT ROAD PLANS The plans include the "opportunity" for greenspace. Hooray! However, it is just that- an opportunity. Neighborhoods must now make the case that the "hIghest and best" use of those remnants is to become greenspace. Parklet at Edison and Campbell Access Rd
Many thanks to the JP neighbors who include trash pick up with their dog walks along the Campbell Ave Access Road!!!
3rd Saturday of the month, 8:00 am, in the parklet at the end of Edison at Campbell Avenue some gather to perform our "Adopt a Park" work. The work also extends south and north on the roadway. Garbage bags and tools supplied. "Many hands make light work". If you do pick up trash during the week, or just prefer to pick it up at your time of choice, please contact Joanne Osuna at cricket16@cox.net and your time will count. We report our hours to Tucson Clean and Beautiful as part of the Adopt-a-Park Program.
