House Bill 1756 was recently introduced by Rep. Keith Gillespie (R-York). If passed, the bill would allow for alternative methods of advertising lien sales; would establish a late fee safe harbor of $20 or 20% of the monthly rent, whichever is greater; would expressly allow for online lien sales; and would reduce the time before denying access to a delinquent tenant from 21 days to 6 days.

The City of Philadelphia recently enacted a law that requires businesses selling goods or services (with very limited exemptions) to accept cash as a form of payment. The law was originally scheduled to take effect on July 1 of this year, but it has been delayed until October 1. The “cashless” ban is designed to ensure that lower income individuals have the same access to goods and services and are not unintentionally discriminated against because of a lack or credit or debit card.

Pennsylvania actually already has a law that required businesses to accept cash for goods and services, but it has largely not been enforced.
