Following months of community feedback and analysis, the Spokane Plan Commission will hold a public hearing for the Preferred Alternative of the PlanSpokane 2046 Periodic Update to the Comprehensive Plan.


A special meeting will be held on Tuesday, April 14, at 2 p.m. in the Council Chambers on the lower level of City Hall, where Plan Commission will make a recommendation to City Council on the areas of growth prioritization for the next 20 years.


More information about the proposed Preferred Alternative, including maps and details about the expected types of growth, can be found on the Preferred Alternative StoryMap page.


Members of the public can submit written comments to the Plan Commission by emailing PlanSpokane@spokanecity.org. Submit written comments by 10 a.m. on Tuesday, April 14, to ensure commissioners have enough time to review. Comments should be as descriptive as possible. Intersection names, maps, specific proposed changes, and other details will help the Plan Commission understand how your comments relate to the proposed growth strategy.


Those wishing to speak at the hearing may sign up using the directions and link in the Plan Commission agenda packet, which will be available on the Plan Commission webpage under the Agendas dropdown. Agendas are posted a week before the scheduled hearing.

Climate Board Recommends Policies for a Resilient Spokane

Since December 2024, the City of Spokane Climate Resilience and Sustainability Board has worked with staff to understand local climate risks and community needs to foster a more resilient future for the city. That effort reached its completion with a unanimous vote on Feb. 12, 2026, to recommend a policy package to the Spokane Plan Commission for integration into the City’s Comprehensive Plan.


The breadth of themes found in the recommended policy package highlights the interconnectedness of resiliency with Spokane’s future growth. Learn more about the proposed policies, next steps, and how key themes incorporated feedback from the community

Over 200 Draft EIS Public Comments Received

The City of Spokane Draft Environmental Impact Statement (EIS) went out for public comment from residents, agencies, Tribes, and all interested parties on Dec. 18, 2025. Over 200 public comments were received by the deadline of Feb. 18, 2026. The City, following a request for extension of time, extended the comment period an additional 15 days to end on March 5, 2026, at 5 p.m.


205 comments were received during the public comment period. The City of Spokane will consider all the timely comments received during the public comment period and will be responding to the substantive comments in writing. This will be published in an appendix in the Final Environmental Impact Statement.

City Council Presentation on PlanSpokane 2046

At the March 12 Spokane City Council Study Session, Planning Staff presented on the PlanSpokane 2046 periodic update of the Comprehensive Plan. Topics discussed included new Housing Element requirements, a review of the Spokane Plan Commission Preferred Alternative Growth Map, a SEPA infill exemption follow-up, and next steps.

City Council Rules Changes

At their March 9, 2026 meeting, Spokane City Council adopted changes to Council Rules. The following Council schedule will be effective July 9:

  • Tuesdays at 11 a.m. - Legislative Agenda Review
  • Tuesdays at 1 p.m. – Committee Meeting
  • Wednesdays at 6 p.m. – Legislative Meeting 


Additional changes occurred to streamline Council agendas and provide express testimony opportunities for the public in hopes of making public Council meetings more accessible to the public. More information to come! 

Come BUILDSpokane With Us

Spokane is updating Title 17 through BuildSpokane, a major effort to modernize the City’s zoning and subdivision regulations. The goal is to create a code that is easier to use, aligned with the comprehensive plan, responsive to state law, and better able to support housing, investment, and predictable development review.


The project is currently in the assessment stage, with the current Spokane Development Code Assessment available on Engage Spokane for public review. The document identifies key issues and potential directions for change. While the assessment is being finalized, the consultant team is beginning to draft the updated code, with an expected adoption later this year.

Latah Valley Community Open House

You’re invited to drop-in and learn more about various City departments. Representatives Office of Neighborhood Services, Planning, Spokane Fire, Public Works, and Parks Departments will be available at stations to provide information about relevant projects in the Highway 195 corridor. We hope you’ll stop by!

  • March 25 Public Workshop: The Spokane Plan Commission discussed displacement policies as part of PlanSpokane 2046 before hearing presentations on the Six-Year Streets Plan and the Housing and Transportation Comprehensive Plan chapters. [watch 3.25.26 recording]

What's Next?


  • Wednesday, April 8, Public Workshop: This workshop is cancelled for Spring Break. 
  • Tuesday, April 14, Public Hearing: Special meeting for the PlanSpokane 2046 Preferred Alternative. More details above. 
  • Thursday, April 16 Study Session: A special joint meeting of Plan Commission with the City Council is tentatively scheduled for Thursday, April 16. If the Public Hearing on Tuesday, April 14, continues to another day, the Spokane Plan Commission and City Council will not meet.
  • Wednesday, April 22, Public Workshop: The Spokane Plan Commission is tentatively scheduled to discuss the BUILDSpokane code modernization, PlanSpokane 2046 Land Use Chapter, and Transportation impact fees.
