Thank you to everyone who attended the community workshops on future growth and guiding policies last month. We had great discussions and received feedback from over 100 community members. A summary of the community feedback will be available later this month at PlanSpokane.org

Climate Planning: A Year in Review 

The Climate Planning team has had a busy 2025! Thank you to everyone who has participated in the various opportunities to provide feedback as we move climate and resiliency policies forward. From tabling pop-ups and two community-wide surveys that each received over 1,000 responses to an Earth Day Workshop and the Climate Risk and Vulnerability Assessment, you have helped guide a resilient future for Spokane.

Are you passionate about waste reduction and creating a sustainable future? The Spokane County Waste Ambassador program empowers community members to make a difference through improved practices, ongoing education, innovation, and volunteerism.


This program takes a broad approach to waste reduction, exploring topics like food waste, composting, litter, textile waste, and the climate impacts of materials management. You'll also gain insight into our local waste systems and ways to drive meaningful change.

Water Conservation Master Plan Survey Now Available 

The City of Spokane adopted its Water Conservation Master Plan in 2020. The Conservation Plan provides goals, targets, strategies, and actions to conserve our water supply and to sustainably manage it for future generations. The variety of water conservation activities provides an opportunity to reduce demand while minimizing customer impact and has been selected based on their pumping reduction potential for a reasonable cost.


A community survey to gain the community perspective and incorporate into the evaluation and direction of the plan over the next five years is now available. Please take this short survey today! Available in Spanish, Russian, Vietnamese, and Arabic.

Draft Chapters Now Out for Public Comment 

The Draft Non-Technical Chapters are now out for public comment. Edits to the Community, Environment, and How We Grow Chapters have been made based on legislative requirements, direction from the Spokane Plan Commission, and community engagement. The drafts can be found at the Chapter Review webpage, under the chapter categories.


All comments and recommendations can be sent to PlanSpokane@spokanecity.org. We encourage the public to include the Chapter name and Goal/Policy number(s) as applicable.

Help Shape the Future of Division Street

Following public surveys and workshops over the past year, draft development concepts are now available from the Division Street Transit Oriented Development Plan to help visualize future land use possibilities for Division Street. These development concepts illustrate potential development that could occur over the next 20-30 years with corresponding investments in public infrastructure and updates to allowed development types.


Based on your feedback on these concepts, the Division Street TOD Plan will propose future updates to development codes and zoning along Division Street, as well as future infrastructure investments. These proposals will be released in Spring 2026 as part of the final Division Street Transit-Oriented Development Plan.


We want to hear from you! Now is the time to provide us with your thoughts on the future of Division Street.

News not to miss! The City of Spokane, Carl Maxey Center, New Urban Mobility Alliance, and Spokane Public Schools partnered together to host a Minecraft student workshop at Frances Scott Elementary School in June 2025 as part of the ongoing work and partnership focused on 5th Avenue in East Central. The two-day workshop brought together 5th graders to reimagine the schoolyard and area around the school. Read the workshop summary “Using Games to Help Students Reclaim Spokane’s Empty Spaces.”

What Happened?

  • November 12 Public Workshop: The Spokane Plan Commission heard presentations on the Spokane Regional Transportation Council (SRTC) 2050 Plan, PlanSpokane 2046 public engagement and Draft Environmental Impact Statement timeline, and an introduction to the Critical Areas Ordinance update, along with a discussion on the 2026/27 Plan Commission Work Plan [watch 11.12.25 recording].
  • November 26 Workshop: This meeting was cancelled for holiday observance.

What's Next?

  • Wednesday, Dec. 10 Public Workshop: The Spokane Plan Commission is tentatively scheduled to hear presentations on a variety of PlanSpokane 2046 topics, including an introduction to the Development Code Modernization Project, the Draft Environmental Impact Statement, a public engagement report, and review of the draft Transportation Chapter.  
  • Wednesday, Dec. 24 Public Hearing: The December 24 Spokane Plan Commission workshop is cancelled for holiday observance.
