Oct. 27, 2026

Dear Community Member,

We are sending a reminder about the Spokane Plan Commission public hearing for the PlanSpokane 2046 Comprehensive Plan, including the Future Land Use Map and Final Environmental Impact Statement, scheduled for Monday, Nov. 9, at 4 p.m.

A special meeting will be held on Monday, Nov. 9, 2026, at 4 p.m. in the Council Chambers on the lower level of City Hall, where Plan Commission will make a recommendation to City Council on the draft Comprehensive Plan and 20-year planning horizon.

Updated Materials Now Available

Updated materials that Plan Commission will hold their hearing on are now available for review.

  • Draft Comprehensive Plan Chapters updated based on public feedback and Plan Commission direction are now available on the Chapter Review webpage. Two versions of each Chapter are available: an icon version that includes explanations for edits and decisions made during the editing process and a draft design version that is intended to show the general design of the Comprehensive Plan post adoption.
  • Want to be able to search for keywords and see goals and policies of all of the Chapters on one screen? The Comprehensive Plan Explorer has been updated to reflect the current draft of the Comprehensive Plan and is available on the City webpage.
  • More information about the proposed Future Land Use Map, including maps of each neighborhood, can be found on the Future Land Use Map.
  • The Final Environmental Impact Statement – a technical document that analyzes the potential impacts and mitigation for planned growth – is now available on the Environmental Impact Statement. This document is an update of the prior Draft Environmental Impact Statement, incorporating analysis based on the Preferred Alternative adopted by City Council in May 2026. The Final Environmental Impact Statement also responds to public comments received during the Draft Environmental Impact Statement comment period.

How to Comment

Submit written comments to PlanSpokane@spokanecity.org by 10 a.m. on Monday. Nov. 9, 2026, to ensure commissioners have enough time to review. Comments should be as descriptive as possible to help the Plan Commission understand how your comments relate to the proposal.

Those wishing to speak at the hearing may sign up using the directions and link in the Plan Commission agenda packet, which will be available on the Plan Commission webpage. Directions on how to sign up are on page four of the agenda packet. The Plan Commission hearing will be held in a hybrid in-person/virtual format.
