Happy New Year! 2025 was a busy year for community engagement for PlanSpokane 2046. Between workshops, surveys, focus groups, and other engagement events, we received over 3,400 individual responses. Thank you to the community members who took the time to help inform the next 20 years of the City of Spokane’s future. If you would like to learn more about the engagement and feedback we heard, the 2025 Community Engagement Summary provides an overview.  

The community feedback has directly shaped the PlanSpokane 2046 effort, reflected in the Draft Environmental Impact Statement now available for public comment. More details below, including information about a virtual lunch and learn on Tuesday, Jan. 13.  

Climate Board and Plan Commission Joint-Meeting to Discuss Policy Proposals 

The Climate Resilience and Sustainability Board (CRSB) is scheduled to attend a joint meeting with the Spokane Plan Commission to discuss policy recommendations for the Climate Planning effort. These policies will integrate climate and resiliency policies into the Comprehensive Plan as part of the PlanSpokane 2046 Periodic Update, informed by extensive community feedback.

Draft Environmental Impact Statement Open for Public Comment

A public comment period is now open for the PlanSpokane 2046 Draft Environmental Impact Statement. 


A Draft Environmental Impact Statement, often referred to as a Draft EIS, identifies and analyzes a range of alternatives that describe different ways the City could grow and develop, known as growth alternatives. This technical document provides analysis on potential impacts of the growth alternatives and allows the community to compare and contrast the different potential futures for the City of Spokane. 


Comments on the Draft EIS are due by 5 p.m. on Wednesday, Feb. 18. Any comments received will be processed and responded to in the Final EIS, which will determine the direction for the City of Spokane’s next twenty years. You can find the Draft EIS and ways to submit comments at PlanSpokane.org

Attend the Virtual Lunch and Learn

A virtual lunch and learn will be hosted later this month to provide information on what the Draft Environmental Impact Statement is, key details about the growth alternatives, and how to provide feedback. Members of the public are encouraged to attend to help inform feedback they may wish to provide on the Draft EIS.

Draft Chapters Now Out for Public Comment

The Draft Non-Technical Chapters are now out for public comment. Edits to the Community, Environment, and How We Grow Chapters have been made based on legislative requirements, direction from the Spokane Plan Commission, and community engagement. The drafts can be found at the Chapter Review webpage, under the chapter categories. 


All comments and recommendations can be sent to PlanSpokane@spokanecity.org. We encourage the public to include the Chapter name and Goal/Policy number(s) as applicable.

ReFive Community Plan: How We Are Listening & What We’ve Heard in 2025

In the spring of 2025, the City of Spokane began working on the 5th Avenue Community Plan. Building on a history of previous and ongoing planning efforts, last year saw a robust engagement effort to support co-creation, accessibility, and creativity.

What Happened?

  • December 10 Public Workshop: The Spokane Plan Commission heard presentations on a variety of PlanSpokane 2046 topics, including an introduction to the Development Code Modernization Project, the Draft Environmental Impact Statement, public engagement report, and review of the draft Transportation Chapter.   • December 24 Workshop: The December 24 Spokane Plan Commission workshop was cancelled for holiday observance.

What's Next?

  • Wednesday, Jan. 14 Public Workshop: The Spokane Plan Commission is tentatively scheduled to hear presentations on off-premises sign regulations and a review of the Attorney General memo on avoiding unconstitutional takings, as well as to discuss the PlanSpokane 2046 Preferred Alternative selection and Transportation Chapter. 
  • Wednesday, Jan. 28 Public Hearing: The Spokane Plan Commission will hold a joint meeting with the Climate Resilience and Sustainability Board to discuss policy recommendations as part of the PlanSpokane 2046 Climate Planning effort.
