Major items approved during the Oct. 23 City Council Meeting were:
Bob Woodruff Park Southwest Trail Replacement
Flooding and erosion issues will be addressed along a 2.2-mile-long paved trail that travels north-south through Bob Woodruff Park. Part of this $460,000 project is the replacement of 800 linear feet of 34-year-old trail west of Rowlett Creek just south of Parker Road. We will elevate the trail section most susceptible to standing water and allow positive drainage beneath the trail. Other sections will be removed, regraded and replaced to improve trail drainage. A sub-surface drainage system will also be installed to convey runoff water to Rowlett Creek.
Generators and Automatic Transfer Switches
After the last winter storms, several City of Plano locations were identified as in need of generators to meet increased demand or to replace generators reaching end-of-life expectancy. Due to extensive lead times, the City is purchasing $5.9 million of equipment through existing cooperative purchasing contracts. These items will be delivered in fall 2024. Installation of the generators will be bid out separately.

- Carpenter Park Recreation Center
- Fire Training Center
- Plano Event Center
- Municipal Center

FlowRider Surface and Padding Replacement
After eight years of aggressive preventive maintenance, the FlowRider at Jack Carter Pool needs $134,000 in repairs. Approximately 40,000 riders annually enjoy this popular feature. It has far exceeded the manufacturer’s five-year average lifespan of the padding, ride surface and coverings.
Citywide Closed-Circuit TV Cameras
An amendment to an advanced funding agreement for the citywide installation of closed-circuit cameras (CCTV) between the City of Plano and the Texas Department of Transportation was approved. The original TxDOT agreement from June 27, 2022 included the purchase and installation of 160 CCTV cameras at intersections throughout Plano.
Amendment #1 changes the project from on-system to off-system roadways and moves the responsibility for the direct state cost from state to local participation. The City will receive $1,867,000 in grant funding for this project.
This project expands our remote CCTV coverage from 44 to more than 200 intersections which is approximately 70 percent of our total signalized intersections. This coverage tremendously improves our efficiency by allowing our Traffic Management Center (TMC) operators to remotely monitor and evaluate traffic operations at most of our signalized intersections. Without these extra cameras, TMC operators would continue traveling to intersections to diagnose signal issues.
