Council Approves PISD-Parks Agreement and Office Space Lease

Major items approved during the June 26 City Council Meeting were: 


Caddo Park Renovation Interlocal Agreement Amendment 

Caddo Park is one of 35 city parks adjacent to a school. An interlocal cooperative agreement between the City and Plano Independent School District adopted on May 9, 2022, granted the City a permanent linear park easement and a right of entry to deliver and remove project materials and supplies at Davis Elementary School. Caddo Park is at 2701 Roundrock Trl. 


The City was to construct a boundary fence along Pittman Creek at PISD's expense. However, under the amendment approved last night, the City will cover the costs of installing the fence to keep students away from the creek. In exchange, PISD grants the City temporary easements at Christie Elementary. This access is to remove sediment from the Big Lake Park pond in a future project. Big Lake Park is at 3800 Rainer Rd.  


East Arterial Overlay Project 2023 

This $2.9 million Public Works project installs approximately 4.2 miles of thin overlay at these locations: 

  • Los Rios Boulevard between 14th Street and Merriman Road 
  • Parker Road between the east city limits and Spring Creek Parkway 
  • Plano Parkway between Los Rios Boulevard and just west of the east city limits 


The project includes the repair of 1,000 square yards of arterial concrete. 


Tymco Street Sweeper 

A $343,000 Tymco Street Sweeper is the newest addition to the City fleet. The sweeper supplements the City’s contracted street sweeping services and allows our staff to quickly respond to locations where litter and small debris build up along major public thoroughfares. A vacuum hose is attached to the street sweeper, so this reduces the need for a vacuum truck that was originally included in the request.  


Public Works Office Space Lease 

The Gerald P. Cosgrove Public Works Center (formerly the Parkway Service Center) does not have sufficient office, parking or yard space to support the current number of staff and visitors. The department needs to acquire more space to support current operations while a long-term Public Works Facility Master Plan is created.


This 5-year lease agreement is for office space at 625 Digital Drive, which is within a mile of the main Public Works offices. Construction inspectors, engineers and other staff in the Public Works Community Investment Program team will office here until the renovation and expansion of the Gerald P. Cosgrove Public Works Service Center is completed.  


Costs per lease year for base rent, the maximum proportional share of operating expenses and taxes based on the footprint of space are: 

  • July 1, 2023-June 30, 2024 ― $143,065.20 annually or $11,922.10 monthly 
  • July 1, 2024-June 30, 2026 ― $148,787.81 annually or $12,398.98 monthly 
  • July 1, 2026-June 30, 2027 ― $154,739.32 annually or $12,894.94 monthly 
  • July 1, 2027-June 30, 2028 ― $160,928.89 annually or $13,410.74 monthly 


A one-time contribution of up to $135,000 for the construction and finish-out of the space in the first year of the lease is included. The total cost of the lease is just under $900,000.  


Not included in this item are: 

  • Two 1-year extension options based on future market rental rates 
  • Necessary furniture, fiber connectivity, equipment and access control

Comfort Your Pet During July Fourth

Did you know more pets are lost during the July Fourth holiday than any other holiday? Between the frightening booms, flashing lights and unfamiliar guests, it can be a scary time for your furry friends.


Take these steps to keep your pet safe:  

  • Exercise your pet before the festivities.
  • Prepare a safe space for your pet with a bed and toys where they won’t hear the loud fireworks.  
  • Feed your pet a filling meal 1-2 hours before the celebration.  
  • Cuddle your companion and keep calm so they can follow your lead and relax.  
  • Distract your pet with a television or radio to help drown out the loud noises.  
  • Register your pet to help get them home sooner if they are ever lost or slips out the gate. Their tag is the first and easiest way to get home quickly.

Chief Gregory W. Rushin Police Substation Dedication Ceremony

The Northwest Police Substation will officially be renamed as the Chief Gregory W. Rushin Police Substation. Former Chief Rushin started with the Plano Police Department in 1982. He was promoted to chief of police in 2001. In 2022, he retired after serving as deputy city manager for 3 years.

Some city facilities are closed or open with limited hours on Independence Day.  


The City observes the holiday on Tuesday, July 4 and Plano Municipal Center offices are closed. Trash and recycling are collected one day later, starting with Tuesday collections occurring on Wednesday.

Hands-Only CPR is performed without mouth-to-mouth breaths. Participation in this class does not provide a CPR certificate. The AED training provides basic instructions on how to use an AED.

Plano Soldier Honored by Collin County 


The Collin County Commissioners Court recently added a portrait of Pedro Renaldo Perez to the Fallen Warriors Project.  


Pedro Renaldo Perez, 22, served as an Army National Guard sergeant. He was a medic assigned to the 156th Engineer Battalion, 56th Infantry Brigade Combat Team, 36th Infantry Division. On active duty with the Texas National Guard serving on Joint Task Force Operation Lonestar, he was killed from injuries received in a traffic accident on July 15, 2022. He is buried in Ridgeview Memorial Park.

Dallas Area Rapid Transit (DART) is providing transit centers as cooling stations for customers looking for ways to stay safe from the excessive heat. Centers are open and staffed seven days a week to assist with travel planning.

How Hot is a Sparkler?


Before you blow money on fireworks, get the facts. Plano Fire-Rescue teamed up with Medical City Plano to demonstrate the potentially life-threatening consequences of mishandling fireworks. In 2021, 32% of emergency department-treated injuries from fireworks were for burns, according to the U.S. Consumer Product Safety Commission.


Personal fireworks are prohibited in Plano. Be a good neighbor and leave fireworks to the professionals this Fourth of July.  Come to Plano's All American 4th celebration.
