Council Addresses Screen Walls, Golf Course Erosion and Rainy Day Funds in December

The Friends of the Plano Public Library present a $103,000 check to Mayor Muns and Library Director Libby Holtmann

The Plano Public Library received a $103,000 donation from Friends of the the Plano Public Library during the Dec. 12 City Council Meeting. These funds will be used for library programs and resources for residents.

Major items approved during the Dec. 6 and 12 City Council Meetings were: 


Screening Wall Replacement

This $2.2 million project includes the replacement of 2,706 linear feet of existing screening walls, sidewalks and alley pavement at the following locations: 

  • Amelia Court and West Park Boulevard (between Amelia Court and Woodburn Corners) 
  • Custer Road (south of Rustic Drive)
  • Woodburn Corners (just south of W. Park Boulevard)
  • Parker Road (between Tree House Lane and Canyon Valley Trail)


Pecan Hollow Golf Course Erosion Control

The Plano Parks & Recreation department is addressing erosion along Rowlett Creek near holes 6 and 7. The engineering design portion of the project is $330,000 and is expected to be completed in summer 2023.  


This project includes the design of a full height concrete block retaining wall system to address existing streambank erosion and sloughing that threatens golf course amenities, specifically the cart path associated with hole 6 and the greens associated with hole 7. The project also investigates the appropriate remedy for erosion affecting two pedestrian bridges where significant erosion is migrating toward bridge abutments. If left unchecked, the streambank erosion could lead to the loss of the amenities noted and be a risk to the safety of golf course patrons. 


Once the design project is complete, a bid for the construction could be acted upon by City Council as early as fall 2023. 


$2 million Rainy Day Fund Transfer

Reserves in the Rainy Day Fund were increased by $2 million after unappropriated funds from fiscal year 2022-23 General Fund were transferred to the Rainy Day Fund. These funds came from higher than anticipated sales tax revenues received in the General Fund from the previous fiscal year, FY 2021-22. This agenda item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative and Accountable City Government. 


The next regular City Council meeting is Monday, Jan. 9 at 7 p.m. The agenda becomes available after 5 p.m. on the Wednesday leading up to the meeting. Watch the meeting live on Facebook, YouTube or planotv.org.

Expect Temporary Book Drop Changes at Parr Library

Access to the outdoor book drop at Parr Library will be limited when roof work begins Monday, Jan. 9. The library remains open but it may be noisy inside. The outdoor book drop area is where debris will be taken off the roof. For your safety, this area will be closed 6 am-6 pm until construction ends. Weather permitting, the roofing project should be completed by Monday, Feb. 6.


If you need to return items, use these options:

  • Bring items inside Parr Library during open hours 
  • Use the outdoor book drop before 6 am or after 6 pm 
  • Return materials to Davis, Haggard or Schimelpfenig Library locations 


Please remember, Harrington Library remains closed until mid-January due to renovations.

Recycle Your Real Christmas Tree and Holiday Lights

As you take down the holly and pack up the ornaments, prepare your real Christmas tree for life after the holidays. Live trees, garland and wreaths can be recycled into Texas Pure Products mulch and compost. Holiday lights also can be recycled through our electronics recycling program.


Before taking trees and greenery to the drop-off locations or placing them at your collection point, remove all ornaments, lights, decorations, tinsel and the tree stand (no plastics or metals). Flocked trees cannot be recycled.  


Drop-off Sites: Monday, Dec. 26, 2022-Monday, Jan. 2, 2023

  • Jack Carter Park, 2601 Pleasant Valley Dr. (south parking lot off Pleasant Valley)  


  • Old Shepard Place Park, 1301 Winding Hollow Lane (northeast corner of the Shepton High School parking lot off Plano Parkway)  


  • Russell Creek Park, 3500 McDermott Road (northeast parking lot off McDermott)  


  • Schell Park, 2305 Laurel Lane (southeast parking lot directly off Laurel)  


Weekly Yard Trimmings: Begin Tuesday, Jan. 3

If you miss the drop-off deadline, just place your tree with weekly yard trimmings. Save space in your recycling cart by adding large cardboard boxes that have been emptied and flattened to your yard trimmings.


Please remember, Monday, Dec. 26 and Monday, Jan. 2 are holidays and all collections are one day later with Thursday collections occurring on Friday.

Changes Ahead for the Development Plan Process

Beginning Monday, Jan. 23, 2023, the submittal deadline for development applications will be three days earlier, changing from a Thursday to a Monday deadline.


The longer deadline provides: 

  • Applicant and staff more time to review development applications  


  • More time to finalize documents, which helps support development applicants with the goal of placing the project on an earlier meeting agenda 


  • A more distinct timeframe for project reviews and discussions while maintaining adequate time to meet required notice timelines 


Moving forward, the City will only apply the state 30-day “shot clock” requirements to development plats. As shown in the calendar example above, the city’s typical development schedule is already compliant with "shot clock" 30-day timelines. However, this adjustment gives applicants additional flexibility with development plan submittal schedules, if needed. 


The January Planning & Zoning Commission meetings will still follow the 2022 process. Due to holidays, the meetings are:

  • Tuesday, Jan. 3
  • Tuesday, Jan. 17


In February, the Planning & Zoning Commission returns to the regular first and third Monday schedule.

McDermott Road Temporary Lane Changes 


Monday, Dec. 12

through Thursday, Dec. 22 


Between Rockledge Lane

and Chama Drive  


Westbound traffic along McDermott Road will be detoured to the eastbound roadway and restricted to one lane in each direction. This allows us to replace a 36-inch waterline valve under the westbound roadway. 


Weather permitting, work should be completed on Thursday, Dec. 22. Please consider alternate routes to avoid delays.
