Dear Family Child Care Home Operator:
OCDEL wants to assess the types of devices or the methods that a Family Child Care Home operator would use to supervise children when they are not “physically present in the same space” with the children because of preparing a meal or taking a restroom break. We are making a decision about the content of the final child care regulations changes for Family Child Care Homes.
Here is the wording from the proposed changes to the child care regulations at 55 Pa. Code Chapter 3290:
while on the family child care home premises, an operator shall use a monitoring device with a video camera to supervise a child if the operator is not able to hear, see, direct and assess the activity of the child in real time at all times, due to activities such as the need to be in the restroom or for the preparation of meals and snacks. The alternative method of supervision shall only be for the time it takes to complete the specific activity.
