Recap of Council meeting 11-20-24


Present: Hollenbeck, Kaminski, Small, Buckingham, Scheib


The Council approved the minutes from the council meeting on 11-06-24. Ayes Hollenbeck, Kaminski, Small, Buckingham. Nays Scheib.


The Council approved the Bimonthly Expense Report of $648,723.06. Ayes Hollenbeck, Kaminski, Small, Buckingham, Nays Scheib.


The largest expenses were Brenntag Mid-South (Chemicals) $6,027.08, Conley Excavating – Broadway Park Improvements $528,525.00, Performance Pipeline Ryall Street Sewer Clean and Televise $7,447.50. Ayes Kaminski, Small, Buckingham Hollenbeck. Nayes Scheib. 



The Council approved the Biweekly Salary Payroll $49,424.44 Ayes Kaminski, Small Buckingham, Hollenbeck. Nays Scheib.


A motion to place Ordinance 1877 on file for reviewing and amending Chapter 50 of the municipal code relating to solid waste hauler failed for lack of a second. This ordinance would have permitted the City at some point in the future, to contract with a singular waste hauler.

Chief Gordon promoted officer Dan Ellis to Sergeant. Sergeant Ellis’s wife, Vicki did the badge pinning while Ellis’s family looked on.

Commissioner Small swore in Caitlyn Barnes as the City’s newest police officer. Captain Buckingham introduced Caitlyn to the Council.

We wish Officer Barnes and Sergeant Ellis the best.

Commissioner Small stated the police department will be doing their annual shop with a cop on December 7th and thanked everyone for their donations to make this even possible. She also cautioned drivers to use care when driving and keep a watch out for the children.


Commissioner Scheib stated he has been approached by residents regarding individuals walking in the street when a sidewalk is available. Unfortunately, the City can’t make someone use the sidewalk. Scheib also reported that he is planning on striping Rutland Street and Canal Road in the spring when weather permits. Scheib stated it is approximately 44k in feet at a cost of .30 cents a foot.


Commissioner Buckingham reminded everyone of the snow routes. All east west streets are snow routes. 


Mayor Hollenbeck reported the contract to purchase 5 lots on Young Street at Sycamore for future road work and the replacement of the Sycamore Street Bridge has been rescinded by the seller whom has increased and price and is also wanting another piece of property. The City hasn’t been advised what property the seller wants.
