ESSENTIAL WORKPLACE PROGRAMS
By Jan. 1, 2019, and every two years after that, the Board shall collaborate with the local workforce investment board, in conjunction with local economic development organizations and other economic, workforce, or industry organizations the workforce investment board deems necessary, to establish essential workplace ethics indicators as required by KRS 158.1413.

Beginning with the 2019-20 school year, each school district shall implement essential workplace ethics programs that promote characteristics that are critical to success in the workplace. Each student in elementary, middle and high school shall receive essential workplace ethics instruction that includes elements set forth in KRS 158.1413.

ALTERNATIVE EDUCATION POLICIES AND PROCEDURES
As required by 704 KAR 19:002, the board shall review its Alternative Education Policy and accompanying procedures annually regarding (a) The purpose of the program, including the ways the program supports the district’s college and career readiness goals for students; (b) Eligibility criteria, as appropriate; (c) Process for entering students into the program; (d) Process for transitioning students out of the program; (e) Composition of the team to develop the ILPA, which shall include an invitation to the parents to participate and, as appropriate, an invitation to the student to participate; and (f) Procedures for collaboration with outside agencies involved with involuntary placements, including courts or other social service agencies to address student transitions between programs.

FINANCIAL REPORT REQUIRED TO BE SUBMITTED
The district shall submit a report to the Legislative Research Commission and the Kentucky Department of Education no later than Dec. 1 of each fiscal year for the past fiscal year.
The report shall include the following:

  • All expenses charged to Instruction, Student Support Services, Instructional Staff Support Services, District Administrative Support Services, School Administrative Support Services and Business Support Services delineated by the relevant subfunction codes, for the previous fiscal year;
  • A comparison of the previous fiscal year’s expenses as detailed in #1 with the same expenses in the preceding fiscal year;
  • A detailed section explaining steps to reduce administrative expenditures while maintaining and expanding instructional expenditures; and
  • A copy of the district’s policy for maintaining a reserve fund balance in compliance with appropriate government and accounting standards (Policy 04.1).

SCHOOL-RELATED TRIPS AND
CERTIFICATED COMMON CARRIERS
The student transportation regulation 702 KAR 5:060 states that “School districts may, in their reasonable discretion and with due regard to the safety and required supervision of the school children to be transported, utilize appropriately certificated common carriers, in regular or charter service, to transport school children to or from school-related events, as long as the vehicles so utilized are not significantly used as school buses. Such use of common carrier service, in lieu of qualifying school buses, shall be on a case-by-case basis, and the reasons believed by the board to justify such use shall be cited in the board minutes.”

MILEAGE RATE UPDATE
