EEIP Winter Meeting Scheduled

The Public Utility Commission of Texas Energy Efficiency Division is hosting its bi-annual Energy Efficiency Implementation Project (EEIP) meeting on March 3rd. This is an opportunity for interested stakeholders to meet directly with PUCT EE Division staff, utilities, REPs, advocacy groups, and others to discuss the utility energy efficiency programs and direction from state policy leaders.


Forum agenda topics will include:

  • Hard-to-Reach and Low-Income 2025 Rulemaking Updates and Implementation Preview of HB 5323 (89R)
  • Texas Energy Poverty Research Institute (TEPRI) Community Voices in Energy Survey and Resources
  • A Case Study: Brynn Cooksey Presents HVAC U and Air Doctors
  • State Energy Conservation Office Updates
  • Creative Solutions to Enhance Energy Efficiency: Utility Presentations

Data Center Growth and Energy Efficiency – Meeting the Needs of Texas and Oklahoma

As data center growth continues across our region, policymakers, utilities, and local communities must seek solutions to curb exponential energy consumption. Targeted energy efficiency deployed near data centers can deliver measurable peak load relief, economic benefits, and reduce community concerns, making the rapid growth of data centers more palatable.


The AnnDyl Policy Group published its report Measurable Energy Efficiency to Meet Data Center Growth: How Home Energy Efficiency Upgrades Will Make Data Centers and AI Welcome in late 2025. Our presenter will provide an overview of the report, discuss Texas and Oklahoma specific results, and review how forward-looking energy efficiency policy could benefit the region.

Oklahoma 60th Legislative Session Commences

The second half of Oklahoma’s 60th Legislative Session began in January. Much like the first half that ended in May 2025, the second half sees Oklahoma policymakers considering legislation on renewable energy, local control energy issues, data center impacts, and workforce development and licensure, among many other issues. SPEER tracks energy pertinent legislation as it moves through the session.

CleanTX and SPEER are partnering for an Earth Week Workshop & Happy Hour focused on Community-First Grid Expansion


As data centers and hyper-scalers drive unparalleled electricity demand in Texas, utilities face mounting pressure to connect new load faster than traditional grid infrastructure can be planned and built. The need for innovative, near-term solutions is urgent. Our two panel sessions will explore how Texas can meet large load demand by combining speed-to-market solutions with on-site generation as a bridge and long-term market resource. Panelists will discuss hybrid approaches that integrate natural gas, BESS, and renewables to deliver power to sites faster while shifting the paradigm from grid defection to grid services that support ERCOT reliability and system efficiency. 

 

We’ll also address ways to strategically reduce residential energy use, shift load, and invest in energy efficiency, demand response, and distributed energy resources to unlock grid capacity, accelerate data center interconnections, and deliver shared benefits for utilities, communities, and consumers through collaborative, community-focused energy strategies. We will provide ICC CEU's for workshop sessions.
