Vote today in the primary runoffs across the state of Texas. There are several races still left to be decided from the Texas GOP Senate nomination, Democratic race for Attorney General, and many congressional and state house and senate races. Today’s results will set up the general election matchups in November.

EWAC Update & EEPR Forums

EWAC Update:


The Energy Waste Advisory Committee (EWAC) has held its second of four public hearings for the year on May 18th. The EWAC was established through HB 5323 (89R)  with the intent to bring together state agencies whose programs impact energy usage. Led by the Public Utility Commission of Texas (PUCT) these agencies include ERCOT, TCEQ, TDHCA, the Office of the Comptroller, TDLR, TFC, and GLO. The committee develops recommendations to the legislature provided in a biennial report due on December 1st of even-numbered years. The second meeting heard presentations from the Texas Council on Environmental Quality, the Texas Department of Housing and Community Affairs, and the Office of the Comptroller. 


EEPR Forum Update:


On April 22nd, the Energy Efficiency Division of the Public Utility Commission of Texas (PUCT) hosted its first of two energy efficiency forums where stakeholders can hear directly from the investor-owned utilities in the state on their energy efficiency plan and reports (EEPR). These EEPR’s provide in-depth information on the performance of each utility efficiency program and what they plan to do in the next program year. 


The forum on April 22nd had the four outside of ERCOT investor-owned utilities, SWEPCO, El Paso Electric, Entergy, and Xcel SPS, present on their programs. The four in ERCOT utilities, AEP, CenterPoint, Oncor, and TNMP, presented their programs on May 19th from 9:30-11:30am.


SPEER appreciates the PUCT hosting these energy efficiency forums for a more in-depth look at each of the utilities energy efficiency program offerings for the next program year and the opportunity to hear directly from and ask questions to the utility program staff.

New SPEER Blog - Fixing Homes, Fixing the Grid: How Energy Efficiency and Weatherization Can Power a More Resilient Texas

Texas is facing a convergence of challenges that can no longer be addressed in isolation. Rapid load growth, rising housing costs, and an increasingly strained grid are colliding with a quieter but deeply significant issue: millions of Texans are living in homes that are simply not built to handle the state’s (increasingly volatile) climate.


However, by investing in energy efficiency, scaling weatherization, adopting stronger building codes, and unlocking the full potential of distributed energy, Texas can address its housing, affordability, and energy challenges at the same time.

Oklahoma 60th Legislative Session Update – Sine Die

The second half of Oklahoma’s 60th Legislative Session officially adjourned early on May 14th, ahead of their original deadline of May 29th. During the session, SPEER tracked almost 40 bills. The session saw much discussion around renewable setbacks and permitting.
