PUCT Fall Energy Efficiency Forum (Engagement Opportunity)

The PUCT’s Energy Efficiency Division held its bi-annual meeting on Tuesday, October 6th from 9:30am - 4pm at the William B. Travis Building in Austin Texas. You can review the recording on the Energy Efficiency PUCT webpage.

For this forum, we heard directly from the PUCT’s Evaluation, Measurement, and Verification (EM&V) contractor Tetra Tech as they reviewed the utility programs from PY25 and dug into a consumption analysis they are performing. Following the morning session, the afternoon brought information from Oncor on their strategies for applying the new hard-to-reach definition, an update from the State Energy Conservation Office on the HOMES and HEAR programs, and lastly discussion re: the Technical Reference Manual (TRM) update.

Like previous fall Energy Efficiency Forums, the PUCT has asked for public input on a few items. The first two items were the annual energy efficiency reports and the TRM update. Comments were requested by October 21st. There is also a third item out for public comment.

With an influx of federal funds on their way to Texas from the HOMES and HEAR programs, the PUCT is seeking feedback from stakeholders on how those funds should be braided and stacked into existing energy efficiency programs. See notice below.

Braiding & Stacking: Please Share Your Input

Energy Efficiency stakeholders are encouraged to provide feedback on potential braiding and stacking of energy efficiency programs impacted by Inflation Reduction Act funding. Please submit responses to provided braiding and stacking questions by November 6, 2026 in Project No. 56768.

With your input, braiding and stacking decisions can:

  • Encourage customer participation,
  • Maintain appropriate standards for utility program attribution,
  • Prevent double counting of savings,
  • Establish consistent Evaluation, Measurement & Verification requirements, and
  • Develop clear, administratively feasible guidance.

SPEER is planning to submit comments and would be happy to discuss collaborative efforts for these questions. If you have any questions or would like to talk through responses, please reach out to us!

EWAC Public Meeting

The Energy Waste Advisory Committee of Texas (EWAC) is holding a public meeting on November 16th from 1:30 - 3pm. This can be viewed virtually here.

As you may recall, the EWAC is comprised of Texas state agencies that have an impact on energy consumption, with the stated goal of identifying efforts to reduce energy waste, increase energy efficiency, and strengthen demand response in ERCOT.

This meeting will likely be the last public meeting before the committee submits its biennial report to the Legislature on December 1st.

Energy Codes Webinar - Energy Code Horror Stories: The Scary Things Hiding Behind the Walls

TODAY, October 27 @ 10:30 am

Some of the scariest building performance problems are the ones you can’t see! Join SPEER for a special October webinar as we uncover real-world energy code violations, hidden construction defects, and installation mistakes that can haunt buildings long after construction is complete.

From missing insulation and poorly sealed building envelopes to leaky ductwork, improper HVAC installations, and ventilation nightmares, we’ll explore the common mistakes that compromise energy efficiency, occupant comfort, indoor air quality, and building durability. Through real-world examples, inspection photos, and references to the International Energy Conservation Code (IECC), attendees will learn how to recognize these hidden problems, understand their consequences, and identify practical solutions.
