Safety and preparedness were top of mind this month as members gathered at LA Center Studios for BOMA/GLA’s Active Shooter Preparedness Training. The session equipped attendees with vital tools to safeguard their properties, tenants, and teams.
Participants practiced “Stop the Bleed” techniques, reviewed the “Run-Hide-Fight” response framework, and learned how to identify and report early warning signs.

| | LEGISLATION TO KEEP AN EYE ON | | Fighting for CRE Representation in Measure ULA Reforms | | |
BOMA/GLA achieved a key victory in protecting commercial real estate interests during last-minute negotiations over SB 423. Sacramento lawmakers floated a deal that would have provided limited relief from Measure ULA’s property transfer tax - only for apartment buildings built in the last 15 years - while leaving commercial properties without any benefit.
With strong advocacy from BOMA/GLA and our partners at CBPA and NAIOP-SoCal, we successfully helped prevent revisions to Measure ULA that excluded Class A commercial real estate. Without our collective voice, this bill likely would have passed, cementing bad policy and setting a harmful precedent for future property transfer taxes across Los Angeles County and the state.
Our swift action - supported by valuable feedback from our Government Affairs Committee - ensured that lawmakers understood the need for comprehensive reform, not piecemeal solutions that overlook the broader real estate industry.
This win adds to a positive momentum for BOMA/GLA - demonstrating our ability not only to stop harmful legislation, but also to advance policies that protect and strengthen the commercial real estate sector.

BOMA/GLA is proud to support BOMA California and its direct engagement on more than 200, achieving major wins like defeating harmful tax and rent control proposals, as well as pausing costly commercial building code updates.
They also advanced proactive solutions - including clarifying commercial eviction (unlawful detainer) procedures, $100M in Prop 36 retail theft funding, reformed FAIR Plan insurance to make coverage for high-risk properties more accessible, and economic development financing.

Upcoming Panel on Measure ULA and LA Development
Our Government Affairs Committee Chair shared an upcoming event hosted by Hollywood 4WRD examining the impact of Measure ULA. Measure ULA, the so-called “Mansion Tax,” also hits commercial, industrial, and multifamily properties—adding a 4–5.5% tax on sales over $5 million—and has slowed transactions, discouraged investment, and stalled development across Los Angeles. Speakers from United to House LA, the LA Housing Department, Central City Association, and UCLA’s Lewis Center will discuss its impacts. BOMA/GLA members are encouraged to attend and ensure the commercial real estate perspective is heard. Tickets are $20 or free for H4WRD members - register here.
Our Government Affairs Committee (GAC) is actively drafting policy positions on issues that affect commercial real estate, including adaptive reuse and immigration, while engaging with Los Angeles City and County leaders to ensure our industry’s priorities are heard.
As part of this work, GAC is brainstorming BOMA/GLA’s approach to these topics. Ideas under discussion include protecting Class A offices while focusing reuse incentives on older buildings, and ensuring policies don’t force managers to act beyond the law or disrupt building operations.
Engagement with Leadership
After productive meetings with nearly all Los Angeles Citywide and City Council offices, the Government Affairs Committee is now expanding outreach to the Los Angeles County Supervisors. These conversations provide an opportunity to highlight the priorities of the commercial real estate industry, offer expertise, and strengthen relationships with key decision-makers at both the city and county levels.
BOMA/GLA continues to champion policies that protect Los Angeles’ commercial core while partnering with policymakers to promote a resilient, prosperous, and business-friendly region.
