Help Us Build BOMA/GLA’s 2026 Policy Priorities

As we prepare for 2026, your legislative advocates are putting together BOMA/GLA’s agenda, and we need your support and guidance.

In addition to creating position papers and helping shape legislation that impacts commercial real estate, our team facilitates regular check-ins with City and County officials, as well as State Assemblymembers and Senators.

To help guide these conversations, we’re asking our members to share ideas and priorities to discuss with key decision-makers in the coming year.

Celebrating wins this month - Measure ULA is impregnable no more. We are working diligently to find positive outcomes for a Measure ULA reform bill that is making its way back to Sacramento in early 2026.

KEEPING MEMBERS AT THE FOREFRONT

At our recent “Triple Play Sports Fest” event, our members showed their commitment to the industry by contributing to the Industry Defense Fund, which fuels our advocacy against harmful policies, such as Measure ULA. Each contribution helps BOMA/GLA act quickly and effectively when legislation threatens commercial property operations or profitability.  


Thanks to member support, we can respond to urgent regulatory challenges, engage lawmakers, and protect the interests of our industry. Your involvement keeps the commercial real estate voice strong and ensures that members remain at the forefront of policy decisions. 

LEGISLATION TO KEEP AN EYE ON

Building on a Strong Advocacy Record


BOMA/GLA continues to build on the momentum from recent advocacy victories—like preventing harmful Measure ULA revisions that would have excluded commercial properties from relief efforts. Our coordinated efforts with BOMA California, CBPA, and NAIOP-SoCal reaffirm the power of industry unity in shaping fair and effective policy outcomes for commercial real estate. 


As the legislative landscape evolves, we remain engaged on several key issues that affect property managers, owners, and tenants across the region:  


City Hall Divided Over LAPD Hiring and Fiscal Oversight 


Los Angeles is facing renewed tension between the Mayor and City Council after reports revealed that the Los Angeles Police Department (LAPD) is hiring more officers than its budget allows. 


It’s important for city leaders to prioritize both fiscal responsibility and public safety—two principles critical to maintaining vibrant business districts and safe commercial environments. 


Proposition 36’s Early Results Show Gaps in “Mass Treatment” Promise 


Almost a year after voters approved Prop 36, new data reveals uneven implementation and limited access to treatment across counties. BOMA/GLA is closely monitoring the program’s rollout as behavioral health and public safety challenges continue to impact downtown and commercial corridors. 


The Costly Code Challenge Facing California Buildings 


California’s adoption of ASHRAE Standard 15 has created new hurdles for retrofit and high-rise projects—adding unnecessary costs to the development process. BOMA/GLA is working with CBPA and other industry partners to accelerate adoption of Addendum A, which offers a path to cost savings without compromising safety or climate goals. 


Los Angeles County Adopts the 2025 OurCounty Sustainability Plan 


With the County’s 2025 update to its OurCounty Sustainability Plan, local policymakers are setting new expectations around emissions reductions, water management, and resilience. BOMA/GLA will continue to advocate for balanced sustainability goals that advance environmental progress while ensuring affordability and operational feasibility for property owners. 


 

From public safety and sustainability to code reform, BOMA/GLA remains at the forefront of policy discussions that shape the future of Los Angeles’ built environment.

Our six active Regional Councils continue to drive grassroots advocacy, facilitate peer collaboration, and serve as platforms for members to raise local issues. 

WESTSIDE

Westside Region Happy Hour


BOMA/GLA’s Westside members gathered on Thursday, November 13, 2025, for a lively Happy Hour hosted by Anderson Real Estate at 1900 Avenue of the Stars. The event brought together professionals from across the region to celebrate the year’s end, share insights on the local commercial real estate market, and enjoy an evening of networking, conversation, and connection with industry peers. 

POLICY COMMITTEES

Our Sustainability Committee hosted a committee planning session where Sara Hickman (Metro Services) was elected to serve as Chair in 2026. With over 20 years of experience in sustainability and ESG initiatives, Sara brings a wealth of leadership and expertise to our committee. One of her 2026 goals is to create more opportunities for BOMA/GLA members to tour high-performing buildings across the region—showcasing best practices in energy efficiency, LEED certification, and sustainable operations.

Meanwhile, our Security and Emergency Preparedness Committee hosted an insightful policy briefing featuring Priscilla Salgado, Account Executive at TRL Systems. Salgado highlighted the importance of proactive planning in fire life safety systems, emphasizing risk management and compliance. Attendees gained practical strategies for identifying risks, strengthening preparedness, and ensuring long-term reliability in their buildings. Our 2026 Chairs, Mario Gaggioli (Guard-Systems, Inc.) and Ivan Villegas (UCLA), are thrilled to guide members through new opportunities to connect, learn, and stay at the forefront of emerging security and safety challenges. 

At our Codes and Regulations Committee highlighted the costly challenges California buildings face under ASHRAE Standard 15. Bob Raymer (CBIA) shared insights on the newly approved Addendum 15-2024 A, which offers a path to lower retrofit costs while supporting low-carbon goals. Attendees learned how delayed code adoption can create financial strain and how advocacy can accelerate updates to save time and money.

GOVERNMENT AFFAIRS COMMITTEE

Position Paper Drafting 


Our Government Affairs Committee (GAC) has finalized a policy position draft on immigration, highlighting the need for property managers and service providers to have the right resources and training to navigate legal obligations, workplace rights, and interactions with enforcement agencies. 


Next up: drafting our adaptive reuse policy. As we integrate our regional councils into GAC, nominations and elections for regional representatives will take place in December. Regions include: Long Beach/South Bay, Downtown LA, Hollywood/Wilshire, Northeast, San Fernando Valley, and Westside.

POLITICAL ACTION COMMITTEE

BOMA/GLA’s Political Action Committee (PAC) is our industry’s advocacy engine, enabling us to support candidates and elected officials who understand the needs of commercial real estate.  


PAC contributions give BOMA/GLA access to key decision-makers, strengthening our voice during legislative discussions and government agency meetings.  


Your support ensures we can continue educating policymakers, defending our industry, and advancing policies that keep Greater Los Angeles a strong place to own and manage property. 


Our PAC looks forward to interviewing candidates and forging long-term relationships that strengthen our industry’s voice for years to come.

Priorities in Action: Building and Fire Codes

Priority: Ensure code development balances safety, efficiency, and operational feasibility. 

BOMA/GLA supports state and local code development processes that allow input from all affected stakeholders, including commercial building owners. We work to ensure policymakers consider the financial and operational impact of regulations while maintaining public safety.  


Recent engagement around ASHRAE Standard 15 and Addendum A demonstrates our commitment to advocating for codes that protect building occupants without imposing unnecessary costs or delays on property owners.
