Policy Priorities

The Policy Team of VASCD is committed to elevating teaching and deepening learning through advocacy work as well as strong relationships with legislators and policymakers.


Our three policy priorities are:

  • Outstanding Educators for Virginia's Students: We must elevate the profession and and champion "autonomy with integrity" from policy to the practitioner.
  • Modernizing Virginia's Assessment System: Virginia's student assessment system must support and align with today's student learning goals.
  • Personalized Learning Opportunities for Educators: Educators must have relevant, competency-based professional learning opportunities.

Legislative Update

Last week, the governor signed 738 bills into law, recommended several amendments, and vetoes three bills. Below is the comprehensive information you will need. Each bill number is linked to the full bill listing in LIS.


Education Bills signed into law (FULL LIST):

  • HB 1403 Higher educational institutions, certain public; provision of university housing at no cost, etc.
  • HB 1492 Special education and related services; certain deadlines.
  • HB 1526 Student literacy measures; scope, students in grades four through eight.
  • HB 1554 Public high schools; identification of faculty member responsible for spec. education transitioning.

  • SB 1051 Vehicles left on private property; public utility company service vehicles, removal or towing.
  • SB 1085 Vehicle noise; Department of Transportation shall convene work group to examine issue.


Next Steps

On Wednesday, April 12, members of the General Assembly will return to Richmond for the Reconvened Session. The purpose of this session is to consider the bills that have been returned by the Governor with amendments or that he has vetoed.

 

During the Reconvened Session, members are focused only on legislative acts in response to a Governor’s vetoes and amendments. The high-profile item still unresolved is the state budget, and a $1 billion gap remains between the House and Senate proposals. You can read a few articles on progress linked below.
