Dear Fellow Voter:

I am asking for and will greatly appreciate your vote, residents of New Orleans
City Council District D. 

I am honored and humbled to have the opportunity to be a candidate to represent the District in which I was raised, including attending schools, and in which I and my wife, Jennifer, have raised our children from birth to young adulthood.

I have served in government on a federal, state, and local level. I own and continue to built a private sector business. I will use my decades of experience, public and private sector, and successes, to secure additional resources and pass successful legislation that will help to enhance the quality of life for residents of District D and our City. I promise that residents of District D will be able to say, following my term on the Council, that good and measurable successes have taken place.

Councilman Jared Brossett endorses Eugene Green for District D seat

Sitting District D Council member and former Louisiana State Representative Jared Brossett has endorsed Eugene Green to replace him on the New Orleans City Council. Councilmember Brossett, who has served two consecutive terms as the District D council representative, can​​not seek re-election due to term limits.

Councilmember Brossett has ably served the people of New Orleans and the District since first being elected to the Louisiana legislature in 2009. Brossett was ultimately elected to two terms in the Louisiana legislature before joining the New Orleans City Council. 

During his tenure as the District 97 State Representative, Brossett served as a member of the Appropriations Committee and as Chair of the Select Committee on Hurricane Recovery, where he worked to uncover corruption and mismanagement of state-run Katrina Recovery programs.

While in the legislature, Brossett Coauthored the "Equal Pay for Women Act." He increased the severity of penalties for home invaders with deadly weapons. In 2010, he defended New Orleans from plans to dilute our city's representation in the redistricting process.

First elected to the New Orleans City Council in 2014, Brossett is a member of the Louisiana Super Region Rail Authority and was appointed by Gov. John Bel Edwards to the Task Force on Transportation and Infrastructure Investment.

One of Brossett’s greatest achievements was creating the first living wage law in New Orleans history, which increased the minimum wage for all city employees to $15. Brossett also implemented the Equal Access to Employment Act, which prohibited employers from using credit checks to determine employment or compensation for workers. Both of these policies have had a positive impact on the conditions for working people and families.

Brossett worked to strengthen the Disadvantaged Business Enterprise program reporting requirements and created the Equal Pay Advisory Committee.

Brossett established the Mirabeau Water Retention Garden which played an important role in the City receiving a $141 million grant from HUD to create the Gentilly Resilience District.

Councilmember Brossett increased funding to the 911 Call Center, helped implement a 15% pay raise for all NOPD officers, and supported another 10% pay raise to improve retention and recruitment. He also called for a Charter amendment to separate the Office of Inspector General and Independent Police Monitor.

As his record illustrates, Councilmember Brossett has been a true and devoted servant to the people of District D and the City of New Orleans.

The endorsements of Eugene Green’s Campaign for the District D seat on the New Orleans City Council continue to increase. Hon. James Carter, former elected City Councilman who grew up in District D, was raised on Spain Street, and played ball at St. Roch Park, has endorsed Green’s Campaign.

Attorney Carter attended and graduated from District D’s Stuart R. Bradley (Bethune) Elementary School, Francis Gregory Junior High School, and McDonogh 35 Preparatory Senior High School. He earned both his Bachelor of Arts Degree and his Juris Doctorate from Howard University.

Hon. Attorney James Carter is an accomplished and nationally recognized attorney who has also served in local government, including as the Chairman of the Coty Council’s Criminal Justice Committee, where he led the work that established the first City Charter mandated Independent Police Monitor and ushered in the VERA Institute of Justice Alternatives to Incarceration initiative. He also served as the first African American Criminal Justice Commissioner in our City’s history.

Former New Orleans Mayor Sidney Barthelemy endorses Eugene Green for the District D seat, New Orleans City Council. Mayor Sidney John Barthelemy, previous to his election as the second Black Mayor of New Orleans, was previously elected and served as Louisiana State Senator, becoming the first Black Senator elected since the Reconstruction era of the mid-1800s. Barthelemy was also elected and served two terms as New Orleans City Councilman-At-Large.

The historic New Orleans Tribune has endorsed Eugene Green. Founded in 1864 by Dr. Louis Charles Roudanez,The Tribune was the first African American daily newspaper in the United States. The paper promoted equal rights and opportunity for African Americans. The McKenna family has taken up the mantle of this storied publication.

"Experience is everything! And that is what Eugene Green brings. He has a strong educational background and possesses vast experience, especially as it relates to economic development. He served as the executive assistant to Mayor Marc Morial for economic development and as chief of staff for Louisiana’s Second Congressional District. The Times-Picayune endorses Eugene Green for District D, New Orleans City Council
District D: Eugene Green. If elected from the crowded field of candidates who signed up to succeed term-limited Jared Brossett, Green would be a newcomer to elective office but not to the public sphere. He’s amassed a substantial resume in the real estate business and in government, where he worked on economic development under Mayor Marc Morial and served as chief of staff for U.S. Rep. William Jefferson and president of the New Orleans Regional Business Park. We think Green would be a steady hand, and would bring a business-minded perspective to the council along with valuable experience serving constituents and evaluating government operations. If elected, Green wants to help NOPD improve and to encourage development along Downman Road and in the Florida-Desire area.

Orleans Parish Coroner Dr. Dwight McKenna has endorsed Eugene Green in his Campaign to be elected to the District D seat on the New Orleans City Council. Dr. McKenna has for decades grown a successful private practice, has served as an elected member of the Orleans Parish School Board, and in 2017 became the first African American medical physician in U. S. history to be elected to a coroner position. On Friday, October 15, Dr. McKenna was inducted into his alma mater St. Augustine High School’s Hall of Fame.

“I am honored to accept the endorsement of our history-making and hard-working Coroner, Dr. Dwight McKenna. In both his private practice and his public service, Dr. McKenna has made a positive difference, moving our City and communities forward. The Community Organization For Urban Politics (COUP) has endorsed Eugene Green in his Campaign to be elected to the District D seat on the New Orleans City Council. COUP was formed in the 1960s and has worked to elect and support public officials committed to positive change in New Orleans. COUP’s leadership includes:

  • Former New Orleans Mayor Sidney Barthelemy, who was also elected and served as City Councilman at Large and Louisiana State Senator, 
  • Orleans Parish Constable Lambert Boissiere, Jr., who was also elected by voters to serve as the City Councilman for District D as well as Louisiana State Senator, and

The Louisiana Federation of Electors (LIFE), founded by former New Orleans Mayor Ernest N. “Dutch” Morial, has endorsed Eugene Green in the election to the District D seat on the New Orleans City Council. *

Green enthusiastically accepted the endorsement of LIFE. “I am pleased to have been endorsed by the Louisiana Independent Federation of Electors (LIFE) as I seek election to the District D seat on the New Orleans City Council. LIFE has for decades helped to elect leaders who have had a positive impact on the political, social, and economic fabric of New Orleans. I look forward to working with the members of LIFE to bring resources to District D that will enhance the quality of life for residents of District D.” 

*Mayor Ernest N. “ Dutch” Morial was, among other achievements, the first Black Mayor of the City of New Orleans. He was a committed civil rights attorney and political leader. He was the first Black to be elected to the Louisiana Legislature since Reconstruction, the first Black member of the Louisiana Fourth Circuit Court of Appeals, and the first Black Juvenile Court Judge. Morial’s son, Marc, also served as Mayor of the Coty of New Orleans, and is the Executive Director of the National Urban League.

I am also extremely proud to have served in the younger Morial's administration as Executive Assistant to Mayor Marc Morial for the Mayor's Division of Economic Development. During my six years in leadership roles, my office helped many small businesses to get access to resources and contracts through the implementation of the City’s Open Access Plan. During my tenure, major, transformative projects were developed that involved support from the Division of Economic Development. Successful development projects included the American Can Building, the Third Phase of the Ernest N. Morial Convention Center, and the start of the revitalization of Oretha Castle Haley Boulevard.

The LIFE organization works to strengthen communities through voter registration, education and public policy advocacy, in addition to screening and supporting qualified, committed candidates for public office who share the values of social justice, civic engagement and voter participation that Dutch spent his life fighting for.

Cynthia Willard-Lewis has been elected to numerous positions by our citizens. She has served as an elected Member of the Louisiana State Legislature representing District 100, as the City Councilwoman representing District E, and as the District 2 State Louisiana Senator.

Willard - Lewis has extensive experience in the workings of City government, working as an Administrative Assistant and Bureau Chief for the City of New Orleans Housing Division under Mayor Ernest N. “Dutch” Morial, and as an Urban Planner in the Office of Policy Planning and Analysis.

Cynthia Willard-Lewis was raised in District D. She and her family have deep roots in District D. Cynthia Willard-Lewis is the proud daughter of the late Dr. Elliot and Mrs. Mary Jane Willard, and is the eldest of twelve children. She is the mother of one son, Rudy, and one daughter, Rianna. She has three beautiful granddaughters, Kelci, Rhea, and Cailey.

Clerk of Orleans Criminal District Court Arthur A. Morrell has endorsed Eugene Green for the New Orleans City Council, District D seat. Morrell has for decades successfully served the community as an elected representative.

Morrell served in the Louisiana State Legislature for twenty-three years, elected first in 1984 and then re-elected six times with no less than 80 percent of the vote in every election. He served as the Chairman of the Louisiana Legislature’s Black Caucus for four years and served as Chairman and as a member of many Committees.

Voters elected Morrell to the position of Orleans Parish Clerk of Criminal District Court in 2006 and been re-elected by voters four times. In 2017 Morrell ran unopposed.

Green said: “I am pleased to have earned the support of Hon. Arthur Morrell as I seek to represent the District with which he, and I, have such strong ties. Morrell was, as a legislator, a strong voice on issues related to education, civil rights, and more. As the Clerk of Court, he has worked over the years with state officials, Mayors, and City Council members to secure proper funding for and to operate an effective Clerk’s office, earning the confidence of both citizens and fellow elected officials. It is most significant to have the endorsement of such a successful and motivated elected official as Arthur Morrell.”
Pioneer Irma Muse Dixon Endorses Eugene Green in Race for the New Orleans City Council, District D seat

Irma Muse Dixon, whose outstanding political career has included great contributions to the citizens of New Orleans, has endorsed the Campaign of Eugene Green for the District D seat on the New Orleans City Council.

Irma Dixon’s history-making career includes her election as the first African American and woman to be elected to both the District 95 seat in the Louisiana State Legislature and as a member of the Louisiana Public Service Commissioner.

In response to Dixon’s advocacy for citizens on matters before the Commission, Dixon earned in 2004 a commendation from the National Association of Regulatory Utility Commissioners. Irma Dixon has also served as the Undersecretary of the Louisiana Office of Culture, Recreation and Tourism; and as the Director of the City of New Orleans Department of Recreation.

Green said: “I’m honored to have the endorsement of Irma Muse Dixon and to consult with her during and following this Campaign. Irma’s decades of experience and successful service to the public provide her with exceptional insight regarding using resources to enhance the quality of life for the people of our City. United Teachers of New Orleans (UTNO) Endorse Eugene Green for the District D seat on the City Council
I am honored to have earned the endorsement of the United Teachers of New Orleans (UTNO) in my Campaign to be elected to the District D seat on the New Orleans City Council at this time of opportunity and great challenge in our City.

My parents, Eugene J. Green, Sr. and Jeanne Blackwell Green were long-time members of UTNO. They were committed to the education of youth through their professions, and also to the enhancement of the environment in which educators worked in the public school system.

I remember the work actions that UTNO staged to secure better working conditions and better benefits for system workers. I also remember as a youth how my parents supported the work actions, were picket line participants on occasion, and waited until victory for educators, without salary, in the midst of the challenges of raising three children in 1960s and early 1970s New Orleans.

The work of UTNO and the history of its successes are sometimes taken for granted due to the passage of time. I appreciate and remember UTNO’s work and successes. I will proudly display the UTNO logo during my Campaign.

My sincere thanks to Orleans Parish School Board member Ethan Ashley for his endorsement of my candidacy for the District D seat on the New Orleans City Council. 

Progressive leadership does not happen by accident. It takes years of experience, study, and engagement. My time working on behalf of the people of New Orleans in the private and public sectors has given me the necessary tools to implement policies that are forward-thinking and will address many of both the opportunities and concerns in District D and the City of New Orleans.

As your councilperson, I will introduce new legislation and enforce existing legislation that will enhance the quality of life for District D residents. I will promote affordable housing and enhanced income opportunities for all our citizens. I will seek increased funding in support of an expansion of mentoring programs for our youth. I will push for a more aggressive implementation of the city's environmental plan to address global warming.

Our city faces many opportunities and many challenges. Working together, we can move toward a brighter future for ourselves and those who come after us.

About IWO

The roots of the Independent Women’s Organization go back to 1939 when a group of Louisiana women identified a need to eliminate government corruption. Their initial efforts were in support of reform candidates and good government. While they were registered Democrats, they were “independent” from the Democratic political machine and men that controlled state politics at that time.

The founders of IWO were women of action. In its first decade of existence, members registered over 4000 new voters, provided canvassing for their candidates and worked to end intimidation tactics at the polls. IWO became an official organization in 1946, hoping to exert a consistent positive influence on city politics. An early claim to fame was the giant “March of Brooms” where women carried brooms down Canal Street as a symbol of their goal to sweep the halls of government clean...

In subsequent decades, public education reform and racial integration became areas of major focus. By the 1970s, the organization had instituted open enrollment and integrated the membership. Tough screening of candidates was a trademark of the group, and an IWO endorsement became highly valued. As is still the case, IWO has never taken money from, nor given money to candidates...
