Guest Speaker: Seth Weiner, Port Authority of New York and New Jersey

  • Seth Wainer, Director of Planning and Innovation at the Port Authority of New York and New Jersey, will discuss how large public agencies are piloting and planning for emerging technologies, including autonomous vehicles, electric flight, and artificial intelligence. His remarks will highlight practical deployment strategies, regulatory considerations, and how innovation can modernize infrastructure while improving safety, efficiency, and long-term mobility planning.

Meet Our Committee Chair(s)

Jarvis Murray, Commercial Rideshare & Mobility Administrator for the City of Los Angeles at the Los Angeles Department of Transportation


Jarvis is the Commercial Rideshare & Mobility Administrator for the City of Los Angeles which includes regulating taxicabs, non-emergency medical transportation, shuttles, carshare, bikeshare, dockless scooters, delivery robots and other commercial private vehicle modes for the City. As part of his role, he is tasked with directing policy for these industries and working with stakeholders to develop partnerships, improve technology, and manage the regulatory environment in a way that protects the public, while still allowing sustainability for good operators.


Jarvis is a licensed California Attorney and prior to joining the public sector practiced general litigation in the private sector which included representation of Taxicab Companies in personal injury and contractual disputes.

Doug Bermudez, Chief, EASY Card Fare Programs & Customer Experience at
Miami-Dade County Department of Transportation & Public Works (DTPW)


Doug Bermudez serves as Chief of the EASY Card Fare Programs & Customer Experience Division at the Miami-Dade County Department of Transportation & Public Works (DTPW), where he leads fare payment systems and customer-facing transit programs supporting millions of riders annually. He brings a strong operational and regulatory perspective to transportation technology, fare policy, and innovation.


At DTPW, Doug is responsible for modernizing the County’s fare collection environment, transitioning from legacy infrastructure to an account-based, open, and contactless payment ecosystem that includes digital wallets, mobile platforms, and third-party integrations. His portfolio also includes customer service operations and programs serving seniors, students, and transportation-disadvantaged riders, with a focus on equitable access, data stewardship, and system reliability.


As Co-Chair of IATR’s Technology & Innovation Committee, Doug focuses on the governance and regulatory implications of emerging technologies, including artificial intelligence, data governance, cybersecurity, and large-scale public-sector deployment. His work emphasizes responsible use of data, policy alignment, and practical implementation that strengthens agency accountability and public trust.


Doug is actively engaged in transportation research and policy development. He serves on multiple Transportation Research Board (TRB) research panels and is Chair of the TCRP A-55 Panel on the Travel Behavior and Financial Impacts of Fare Capping, contributing to national research on fare policy, equity, and financial sustainability. He also serves as Second Vice-Chair of APTA’s Fare Collection Systems Committee and is the Lead Liaison for Miami-Dade County for CoMotion Miami, coordinating cross-agency participation and helping shape program content related to technology, innovation, and mobility.

Seth Wainer, Director of Planning and Innovation at the Port Authority of New York and New Jersey


Seth Wainer serves as the Port Authority's Director of Planning and Innovation, where he is responsible for managing a department that pilots and plans for the long-term use of innovative technologies like autonomous vehicles, artificial intelligence, and electric flight. Mr. Wainer previously served as the Chief Information Officer for the City of Newark where he focused on digital transformation for city services and building a municipally owned high-speed internet network. Before that, Mr. Wainer has also worked in corporate retail and as an Obama Administration appointee. He is passionate about government innovation today and historical innovations in infrastructure like the Otis elevator break and the Erie Canal. He lives in NJ with his wonderful wife and 3 kids, who he hopes will not need driver’s licenses thanks to autonomous vehicle public transportation.
