“The leaves fall patiently; nothing remembers or grieves. The river takes to the sea, the yellow drift of leaves.” —Sara Teasdale |

Emergencies at the Port
In the past, when emergencies occurred at the Port of Brownsville such as power outages on the docks, fires, or other incidents requiring management or maintenance—you would need to contact the Port Manager directly. However, we have now embraced a more modern approach with an on-call number. If you encounter an emergency during or after hours, please call the main office number, and you will be connected to the On-Call Staff or a Management member.
We kindly request that you make only one call, as multiple calls can complicate response coordination. Additionally, please refrain from contacting the Port Manager or Maintenance Supervisor for emergencies. This streamlined process ensures a swift and organized response, allowing us to address issues effectively and minimize disruptions. We appreciate your cooperation in helping us maintain a safe and efficient environment for everyone at the port.
Remember, safety is a shared responsibility, and your awareness and prompt communication are invaluable. Whether you're a resident, visitor, or staff member, your role in reporting emergencies and potential hazards is crucial to our collective well-being. Together, we can continue to enjoy the vibrant and welcoming atmosphere of the Port of Brownsville, confident in the knowledge that we are all committed to the safety and security of our community.

Puget Sound: History of Name & Geography of Place
This month, we invite you to embark on a fascinating journey through the rich history and ecological importance of Puget Sound. In this article, we will delve into the geological fabric that defines this remarkable area and highlight its unique characteristics while beginning to uncover the wonders of our diverse ecosystems.
One of my favorite books for exploring the intricate history of Puget Sound—and a source of inspiration for my thesis—is D.B. Williams' Homewaters. Mr. Williams skillfully intertwines echoes of the past with the vibrancy of the present, shedding light on how the region's distinct geology shapes the cherished landscape we admire.
Through his eloquent writing, he reveals the world around us, forging connections between our lives and the magical environment of Puget Sound. His focus on the stories of place, enriched by threads of history and narrative, leaves a lasting impression.
Let us set sail on a journey through the fabric of time. In 1792, the first hints of Puget Sound's existence emerged from the brave explorations of the adventurous George Vancouver. Anchored off the shores of what we now know as Bainbridge Island, Captain Vancouver dispatched two sturdy rowboats, captained by the esteemed Peter Puget. After a week of exploration and careful mapping southward from their anchorage, they returned, having revealed the mysteries of the waters. In his journal, George Vancouver honored this magnificent expanse by naming it Puget’s Sound, commending his companion's “great exertions.”
Before Vancouver and his lieutenant set off on their journey, the region was known as x̌ʷəlč, often pronounced as "whulge." In Lushootseed, the indigenous language of the waterway, this term signifies a stretch of salt water. However, this meaning goes beyond the geographic boundaries of Puget Sound; it embodies a deep connection to the land itself.
Recently, there has been a movement toward adopting a more inclusive name: The Salish Sea. Geographically, this area stretches from the northern reaches of the Straits of Georgia to the Cape Flattery Lighthouse and the Makah Indian Reservation, covering all of Puget Sound's inland waters. The Salish Sea is an exquisitely beautiful network of channels and interconnected waterways, encompassing over 11,200 square miles and featuring more than 400 islands, with depths reaching nearly 2,200 feet.
The name Salish Sea originated from the vision of Bert Webber, a marine researcher from Bellingham, who sought to illustrate the interconnectedness of Puget Sound, the Straits of Juan de Fuca, and the Straits of Georgia. The reality is that these regions do not operate independently; they function collectively as a vast inland sea and would be best managed as such. This holistic perspective emphasizes the need for cooperation and stewardship across international and cultural boundaries to preserve the Salish Sea's ecological integrity.
The Salish Sea and more closely to home the Puget Sound and Burke Bay is a treasure trove of biodiversity, home to an array of marine life, including orcas, salmon, sea otters, and countless other species that depend on its rich and varied habitats. Its waters are a living tapestry that reflects both natural and cultural histories, with First Nations and Native American tribes having lived along its shores for millennia, drawing sustenance and spiritual significance from its bounty.
As we navigate the complex challenges of climate change and environmental degradation, it becomes increasingly vital to honor and protect the Salish Sea. Collaborative efforts among local communities, governments, and environmental organizations have made strides in addressing issues such as pollution, habitat loss, and species conservation. Programs aimed at restoring salmon runs and improving water quality are crucial to ensuring the health of this vibrant ecosystem.
In this spirit of stewardship, educational initiatives and public awareness campaigns play a key role in fostering a deeper understanding and appreciation of the Salish Sea's wonders. By engaging people of all ages, we can inspire a collective commitment to safeguarding this unique region for future generations.
As we continue to explore the history and geography of Puget Sound and the Salish Sea, we are reminded of the interconnectedness of our natural world and the shared responsibility we hold in preserving its beauty and vitality. Let us embrace the legacy of those who have come before us and work together to nurture and protect this remarkable place we call home.

Winter Preparations at the Port and Beyond:
Grab your winter gear because it's time to winterize like a pro! First up, whether it's your trusty boat or snazzy RV, drain that freshwater system and splash in some non-toxic propylene glycol to keep those pipes from turning into ice cubes. Pairing portable heaters with a dehumidifier is your secret weapon against mold and mildew—think of it as a cozy winter hug! Just make sure your dehumidifier has a cozy spot to drain, like a shower sump, so the bilge stays dry and happy.
Next, kick out that bedding and clear out those closets—fabric is like a sponge for moisture, and nobody wants a moldy surprise! For space heaters, safety first: they need a grounded plug and tip-over protection, because we’re not trying to start an indoor bonfire!
Now, don't forget to seal up those sneaky drafts around windows, doors, and hatches. A little weather stripping or caulk can go a long way in keeping the warmth snug and your energy bills down!
Batteries are like clingy exes in cold weather—make sure they’re fully charged and ready to roll, or have a backup plan for a jump-start when the frost hits. If you’re stashing your ride for the winter, toss in some fuel stabilizers to keep that fuel fresh and ready to roar come spring!
Wrap your boat or RV in a breathable tarp to keep it safe from the elements while letting any moisture sneak out. And if you plan on visiting during winter, don’t skimp on the safety kit—extra blankets, a flashlight, and a first-aid kit are must-haves for those surprise winter adventures!
With these winterizing tips, your boat or RV will be in tip-top shape, eagerly awaiting the moment you can hit the water or road when spring finally arrives!

Events & Donations
In the rollercoaster ride of time at Brownsville, we’ve wrestled with a pesky challenge: a policy gap that made planning state-approved events feel like herding cats! This hiccup has really put a damper on our ability to throw safe bashes and secure shindigs on the Port Properties.
But hold onto your hats! In May, the Commissioners pulled a game-changing move with Resolution 24-13, unlocking a treasure chest of new opportunities. This shiny resolution lets us size up events and donations linked to the port when the Port Manager gets a peek at the applications. Our Port Manager then plays detective, weighing the event requests against potential risks and liabilities, while also looking for the good vibes it could bring. And who doesn’t love a little wiggle room in the rules?
Thanks to Resolution 24-13, our beloved community celebrations—like Haunted Harbor and Santa at the Lighthouse—are set to keep the fun rolling for years to come!
But wait, there’s even more excitement! We weren’t going to hit the brakes just yet. To ensure we could accept donations—be it tasty treats or cash—we crafted Resolution 24-18, giving the Port of Brownsville a big thumbs-up to welcome contributions. We’re itching to put this new policy into action, supercharging our community and creating the lively atmosphere we all envision for the Port of Brownsville and its fantastic folks!
The Port of Brownsville Commissioners and our Port Manager are bursting with enthusiasm and passion, ready to roll out fresh and thrilling events for the vibrant Brownsville community. They’re laser-focused on making sure every existing event at the Port meets state liability and safety standards, ensuring that every gathering is not just fun but also safe and sound! With these innovative resolutions in place, the future of the Port of Brownsville looks brighter than ever. As we step into this new era, we invite everyone to join us in celebrating community spirit and camaraderie. Whether it's through participating in events, volunteering, or simply sharing a smile, every contribution counts in making our port a welcoming haven for all.
Looking ahead, we are excited to explore even more creative ideas and partnerships that align with our mission of fostering inclusivity and joy. The Port of Brownsville is not just a place; it's a community hub where connections are made, stories are shared, and memories are created. Together, let's continue to build a legacy of unity and celebration that will inspire future generations.
So, mark your calendars and get ready for an exciting lineup of events! We can't wait to see everyone at the port, enjoying the festivities and contributing to the vibrant tapestry that is Brownsville. Here's to many more years of laughter, love, and community spirit at our beloved port!

King Tides
The tides dance and sway across the globe each day, orchestrated by the enchanting pull of the moon, a spectacle we often admire. Yet, the phenomenon known as King Tides brings forth unique challenges, stirring substantial upheaval in communities around the world.
Currently, cities nestled along Washington’s Puget Sound brace themselves for the impending inundation brought on by King Tides. But what precisely are these King Tides, and why should we heed their call?
King Tide is a colloquial term denoting exceptionally high tide. These long-period waves traverse the Earth, influenced by the gravitational embrace of the moon and the sun as they complete their celestial journeys. These elevated tides frequently arise during the new or full moons, particularly when the moon approaches its closest point to Earth (perigee), and at specific times throughout the year across various locales.
Though King Tides are a natural spectacle, their effects can be intensified by the specter of climate change. The melting of ice caps is causing the oceans to swell, and when these tides rise beyond their typical heights, they may engulf once-safe coastal and low-lying regions.
For those dwelling in vulnerable areas, how can you prepare for the King Tides? Consider these protective measures:
- Formulate a strategy to relocate vehicles to higher ground before the arrival of the King Tide.
- Evaluate the elevation of your surroundings and identify alternate paths should flooding obstruct your usual routes.
- Craft a flooding evacuation or safety plan, sharing it with family, friends, and coworkers to ensure collective readiness.
- Review your current insurance policy for flood coverage to secure your property; contemplate acquiring flood insurance if you lack it.
- Obtain an elevation certificate for your property, a document provided solely by a licensed surveyor.
- Relocate waste carts, trash bins, and recycling containers away from the curb into a garage or shed once a King Tide is on the horizon.
- Gather sandbags at your dwelling for an extra layer of defense.
Upcoming King Tide Dates to watch for:
- November 17, 2024
- November 18, 2024
- November 19, 2024
- December 15, 2024
- December 16, 2024
- December 17, 2024
- January 4, 2025
- January 5, 2025
- January 6, 2025
If you are a boat owner, ensure that your lines and electrical connections are securely fastened to shield against the tidal movements. Stay informed, stay prepared, and stay safe. By taking proactive steps and collaborating with neighbors and local authorities, you can minimize the risks associated with King Tides and contribute to a more resilient community.

Meet the Port Manager
What’s your name? Robyn
What’s your title? Port Manager
How long have you worked at Port of Brownsville? Since June 2023
Where are you from? I grew up in Red Hook, NY, and currently reside in South Kitsap.
What do you enjoy doing outside of work? My husband, our four-year-old daughter, and our 10-year-old Boxer all love camping together. Over the last three years, we've spent more than 30 days each year enjoying the great outdoors. So far, we've completed or booked 27 nights for this year, with an additional 7-14 nights planned for the last two months of 2024. In 2025, we're excited to take our daughter, who will be five, on her first white-water rafting adventure in Desolation Canyon, Utah. Besides my passion for nature, I have a secret hobby—embroidery. My latest project is a hand-drawn and shaded table runner featuring highlights from Yellowstone National Park. As a mom to a very active and bright four-year-old, I don't always have as much time for it as I'd like.
Which sports teams do you support? I'm a big fan of the SEAHAWKS! I even appeared in a Super Bowl commercial when they played a few years ago. Additionally, I'm a Steelers fan and, shhh, a secret Browns fan (don’t let my sister or dad know!).
Where did you attend school? I hold a B.A. in Geopolitical Science with a minor in Geology, along with a Master of Environmental Studies (M.E.S.) from The Evergreen State College—GO GEODUCKS!! I know it might sound surprising; some may label me a tree-hugging hippie, but I like to think of myself as a fish-kisser instead. I believe in balancing environmental health with progress; we don't need to halt advancement to tackle environmental issues. My thesis was titled "Fishing for Food: Exploring Kitsap County’s Subsistence Fishing Harvest," where I focused on non-indigenous practices and examined how people utilize their catch, challenging the common belief that fishers merely discard their fish.
What does your job involve? While I would prefer to be more hands-on with fieldwork or on the docks, my current position requires me to spend more time in the office. My main focus is documenting all administrative, accounting, and maintenance procedures at the Port, while keeping all policies up to date.
I ensure our policies and procedures meet the daily needs of our staff and implement decisions made by the Governance team. When the Commissioners approve new policies or tariffs, I am responsible for executing those directives and ensuring accurate documentation and compliance. Additionally, I monitor spending to stay within budget limits, collaborating with the Treasurer if we exceed them to identify areas for cuts and maintain our financial goals.
I also seek out grants to present to the Commission, all while ensuring compliance with local, state, and federal laws and regulations, which can be quite overwhelming. At the moment, numerous matters demand my attention, making it difficult to articulate everything clearly. Balancing these duties often feels like juggling multiple tasks, but it’s gratifying to see our efforts positively impact the community and the port's overall operations. My role requires significant communication and collaboration with various stakeholders, including the public, port staff, and external partners. This interaction is essential for fostering a sense of community and ensuring our port remains a bustling hub of activity.
Despite the focus on administration, I find immense satisfaction in knowing my work supports the port's broader mission. By creating a well-organized and efficient environment, we can better serve our visitors and residents, fostering a vibrant and sustainable future for the port and its surroundings. It's a dynamic and challenging role, but I embrace it with enthusiasm and a commitment to excellence.
What does a typical day look like? I would describe my days as chaotic; there’s never a standard routine. One day, I might draft resolutions and gather feedback from the Legal team, while another could involve resolving an issue with another public port.
Some days, I spend a lot of time troubleshooting to ensure our newly implemented computer systems run smoothly—a rather challenging task at the moment. Despite the whirlwind of responsibilities, I find joy in the variety and the chance to solve problems creatively. Each day presents a new challenge, and it's rewarding to see the direct impact of my efforts on the port's efficiency and success. Whether I'm immersed in policy revisions or collaborating with our IT team to enhance our systems, I thrive on the dynamic nature of my role.
Moreover, the unpredictability keeps me on my toes, ensuring I'm always learning and growing. Working closely with our employees and external partners provides diverse perspectives, enriching my approach to problem-solving and decision-making. It's this ongoing evolution and ability to make a tangible difference that drives my passion for my work at the port.
