Greetings!
Happy 2026! We are thrilled to report that the gas leaf blower ordinance is now in effect.
Our heartfelt thanks go out to the thousands of Portlanders who have, over the past eight years, been essential to the success of our campaign for this citywide ban on gas leaf blowers. Supporters include all QCPDX steering committee members from the early days on, campaign endorsers, financial contributors, public comment submitters, graphic designers, door hanger & postcard distribution volunteers, and City and County elected officials (especially ordinance champions Carmen Rubio and Jessica Vega Pederson) and their staff. Special recognition goes to our first champion, the late Portland Commissioner Nick Fish.
Thank you all. This is a long list of supporters, and the success of the QCPDX campaign would not have been possible without you.
If you've been waiting to report a gas leaf blower violation under the new ordinance (in Title 17) that prohibits the devices from January through September this year, please note the City's recommendation on the complaint portal website:
If you are experiencing noise caused by a neighbor, we recommend giving your neighbor a chance to resolve the issue before reporting it. Often, noise issues can be resolved cordially through a direct conversation. First, approach your neighbor in a friendly manner and express your concerns calmly, sharing when the noise occurs, how it affects you, and what steps you believe they could take to reduce it.
If you have already taken the above steps or are unable to, the City directs you to the complaint portal. https://www.portland.gov/ppd/noise/noise-concerns
Let us know what your experience is, and please give the City any feedback about the process:
We know there is still much confusion over filing a noise complaint (for violating the leaf blower section in Title 18) vs. filing a complaint against a gas leaf blower at any noise level (for violating the leaf blower chapter in Title 17). Your suggestions can help improve the process.
If you'd like to design our next postcard (which will contain information about the new policy) - or if you have any skills you'd like to add to the mix - please let us know! You can respond back to this newsletter.
In our next newsletter, we'll announce more good news: help is on the way to aid Portland's small landscaping businesses in transitioning to electric leaf blowers.
A sincere thank you for your time and dedication to this important cause, every step of the way. We couldn’t do it without you!
