April 2024 Grants Applications Are OPEN!


We are now accepting grant applications for our Smart Start Business Development Grant, Smart Start Business Acceleration Grant, and Real Property Investment Grant. The 4th round closes April 30, 2024!


Our third grant round of FY24 saw 12 Smart Start Business Development Grant approvals for a total of $24,000 in funding, 3 Smart Start Business Acceleration Grant approvals for a total of $10,818 in funding, and five Real Property Investment Grant approvals for a total of $58,635 in funding!

Portsmouth Investment Project Update

The Southeastern Freight Lines expansion progresses in February as construction crews continue to work on the construction necessary to accommodate the addition of 64 loading doors!

Message from the Director

As we bid farewell to the first quarter of 2024, I am pleased to reflect on the remarkable progress and achievements that have unfolded within our community's economic landscape. It is with great pride that I share some highlights and updates from the past few months.

 

Our local small business scene continues to flourish, with several new establishments gracing our community and existing businesses expanding their operations including Crofton Industries, ETSI, Nailz2C & More, Mills Marine Ship Repair, JRF Ship Repairs, The Mustard Seed Place and Bloom Market!

 

These ventures not only enrich our commercial landscape but also contribute to the diversity and vibrancy of our community, creating job opportunities and fostering a sense of community pride and connectivity.

 

In addition to the growth of small businesses, we are thrilled to witness significant expansions and developments in larger projects within our region. One notable project is the expansion of Southeastern Freight Lines, which represents a substantial investment in our community and underscores our region's attractiveness for business expansion and growth.

 

Furthermore, our commitment to supporting existing businesses remains unwavering. Through various initiatives and programs, we are providing resources and assistance to help businesses thrive and allow for a positive trajectory for growth and prosperity.

 

In conclusion, the first quarter of 2024 has been marked by progress, growth, and opportunity. Dominion's Coastal Virginia Offshore Wind Update

Portsmouth Marine Terminal will act as the main hub for CVOW and several other offshore wind projects on the East Coast. Dominion Energy will use part of the Port of Virginia’s Portsmouth Marine Terminal as a staging and pre-assembly area for Dominion’s $8 billion wind energy project off the coast of Virginia Beach. The construction project at PMT is nearing completion as we've begun to see the wind turbine monopiles being delivered from Europe by barge monthly.

JRF Ship Repairs, LLC was established in 2015 on the ideals of QUALITY WORK, ON TIME DELIVERY with employees. In 2021, JRF had over 150 employees and was established as one of the leading fabrication and shipboard structural installation companies along the east coast. JRF is based in Portsmouth, Virginia where we proudly continue to grow and provide the best service to our customers. JRF is a Minority Woman Owned Hub-Zoned Small Business, SAM Registered, and GSA Registered company offering a fully functional Ship Fitting department, Welding, Pipe Shop, Sheet Metal and Structural Fabrication Facility for DOD, USCG and Commercial ships.



Portsmouth Economic Development Authority (EDA)

The Economic Development Authority (EDA) of the City of Portsmouth is a political subdivision of the Commonwealth of Virginia created by City Council in 1968. The EDA is comprised of seven (7) City Council-appointed Commissioners serving staggered four (4) year terms. A few of the powers specifically granted to Economic Development Authorities by the General Assembly include the authority to: acquire or dispose of property at, below or above market value; own or lease property; make loans or grants, and issue Council-approved bonds. The EDA uses its powers to work closely with the Department of Economic Development to attract and retain business and support development in Portsmouth.

Portsmouth Port and Industrial Commission (PPIC)

The Portsmouth Port & Industrial Commission (PPIC) was specifically created for Portsmouth by the Virginia General Assembly in 1954. The PPIC is comprised of seven (7) City Council-appointed Commissioners serving staggered five-year (5) terms. The powers specifically granted to the PPIC by the General Assembly include the authority to: acquire, own, lease and dispose of property; acquire, construct, develop, maintain and operate wharves, docks and piers; borrow money, incur debt and issue bonds; acquire, construct, maintain and operate commercial, manufacturing and governmental facilities, and sell, convey or lease same; and condemn property for public use.
