Implementation Highlights

Organizations that have been participating in training with the Institute on Community Integration (ICI) have worked hard to show fidelity of implementation which means they can show evidence that they are using positive support practices in the manner intended. The tool these organizations have used is called the Tiered Onsite Evaluation Tool or TOET.


The organizations that did a TOET with ICI this year all demonstrated unique ways they are implementing positive supports. Check out some highlights below!


Many organizations have improved how they support their staff.

  • Including person- centered practices (PCP) in new hire training including:
  • Desired outcomes: the right balance of what is important to and for a person leads to...
  • Case study examples to review the use of PCP
  • Introduction of person- centered tools and time to practice seeing examples as well as filling them out for case studies
  • Explaining why PCP matter with a video example
  • A toolkit created online that houses positive support and person- centered tools and strategies for staff to access at any time. The tools are reviewed on a rotating monthly schedule during staff meetings as part of the professional development process.
  • On the job training quizzes. This quiz is taken after working with and learning about a person served in the organization. Included in the quiz is a question asking if there are any person- centered tools or positive supports this person uses. Additionally, the direct support professional needs to name the tool or strategy and three things they learned about it.
  • Staff portals including:
  • Toolkits
  • Training materials
  • Resources


Organizations are changing their policies to reflect person- centered practices and positive supports.

  • Creating organization- wide policies on PCP and service delivery including:
  • The purpose of the policy
  • The policy broken down into the principals underlying the policy such as:
  • Person- centered service delivery and planning
  • Self- determination
  • Integrated settings and inclusive services
  • Using the Matrix Tool to create a matrix for house meetings, in the organization's residential housing settings
  • Including PCP as a section in the annual employee reviews and employee self- evaluations.
  • Creating team one- page description documents that include what is important TO and FOR the team.

Spring Training Series Now Open for Registration!


The Institute on Community Integration and the MN Department of Human Services are holding FREE trainings to support your organization with positive support implementation.


Content will be based on input from the Positive Support Listening Sessions held earlier this winter.


The trainings are free, but registration is required; click the buttons for each date to register. All trainings will be held on Zoom.







This session will address how to look at the family as a system to develop a plan to increase quality of life for everyone involved.
