Awards for TOET Participation

Organizations that have been participating in training with the Institute on Community Integration (ICI) have worked hard to show fidelity of implementation which means they can show evidence that they are using positive support practices in the manner intended. The tool these organizations have used is called the Tiered Onsite Evaluation Tool or TOET.


This year, the state of Minnesota Department of Human Services and ICI are recognizing organizations that have continued to complete the TOET during this difficult pandemic time period. Thank you for your commitment to providing person- centered and positive supports and to those who aren't completing the TOET but have continued to provide recommendations and guidance to DHS.

Spring Training Series Now Open for Registration!


The Institute on Community Integration and the MN Department of Human Services are holding FREE trainings to support your organization with positive support implementation.


Content will be based on input from the Positive Support Listening Sessions held earlier this winter.


The trainings are free, but registration is required; click the buttons for each date to register. All trainings will be held on Zoom.

Cohorts 3 & 4 Reboot Session May 18, 2023


Members of Cohorts 3 and 4 who met with ICI this winter to complete a TOET gave valuable feedback that helped us create a reboot session. This session will focus on getting back to the basics of organization wide positive supports. You will have the opportunity to meet with other agencies, and discuss with ICI how to reboot teaming, coaching, and training to support ongoing implementation. You will leave this interactive session with resources to bring back to your teams.

     April 27 9:30- 11:30am          Planning your DSP Positive Support Training Part 1

This session is part 1 of 2 and will focus on how to support DSPs with supporting Tier 1 social and emotional skills, developing language, and supporting learning.

        May 26 9:00- 11:00am                  Planning your DSP Positive Support Training Part 2

This session is part 2 of 2 and will focus on how to support your DSPs with creating positive environments and consistently responding to challenging behaviors.

        June 8 9:00- 11:00am                   Supporting Cultural Awareness and Responsiveness in Your System

This session will share examples on how to develop policies and practices that center diversity, equity, and inclusion.

         June 22 9:00- 11:00am             Positive Supports with Families

This session will address how to look at the family as a system to develop a plan to increase quality of life for everyone involved.

Community- Based Positive Supports Training Series Available for Free Online


The Institute on Community Integration and the MN Department of Human Services recently offered a six part training series on a variety of community- based positive supports. Recordings of the didactic and skill building for each day are available along with PDFs of the slides.

June is Cohort Celebration Month


The state of Minnesota and ICI are teaming up to celebrate the hard work, perseverance, and dedication of organizations that have provided positive supports to the people they serve based on strengths within the TOET.


Those who have completed a TOET with ICI will have the opportunity to celebrate their accomplishments in June 2023.

The list of celebration items will continue to evolve and grow; for now, we are planning some great things including:

  • An asynchronous celebration
  • A list of names on the website mnpsp.org
  • An announcement of those getting recognized in an upcoming newsletter
  • Swag for staff/ teams
  • Official recognition from the state for continued efforts in the area of positive supports

MNPBS PATH 2022


The Minnesota Positive Behavior Support Network, MNPBS, participated in it's most recent PATH in November of 2022. The PATH process was developed in 1994 by Jack Pearpoint, John O’Brien, and Marsha Forest as a process that helps groups develop a collaborative strategic plan for individual people and for organizations as well.


The group updated their goals from the previous PATH and determined their new goals for the next two years, through November 2024. The goals of MNPBS through 2024 include:

  • Update the MNPBS mission, vision, and values statement
  • Address cultural diversity within the network, a continuation from the previous PATH
  • Create a marketing plan which includes intentional relationship building and cultural diversity
  • Launch an updated website, including standards for positive supports
  • Hold a celebration event
  • Use data to inform our goals and their outcomes
