By this letter, the California Public Utilities Commission (CPUC) extends the deadline for approvals of pending 2025 CASF Infrastructure applications from May 15, 2026 to July 31, 2026 and provides updates regarding the 2026 CASF Infrastructure application deadline.
In Decision (D.) 22-11-023, the CPUC established the CASF Infrastructure Account timeline, including a date by which the Broadband Availability Map is published and a date by which pending applications are “deemed denied” if an application is not approved or a draft resolution published.1 On March 19, 2025, the original application deadline of April 1, 2025 was extended to October 31, 20252 to allow time for the State of California to take project solicitations for the federal Broadband Equity, Access, and Deployment (BEAD) program.3
On October 31, 2025, the CPUC received 41 applications requesting approximately $424 million from the CASF Infrastructure Account. The CPUC submitted the BEAD Final Proposal to the National Telecommunications and Information Administration (NTIA) on December 19, 2025 pending federal approval. All proposed BEAD subgrant awards are dependent upon review, acceptance, and approval by the NTIA.
Extending the “deemed denied” deadline of pending 2025 CASF Infrastructure applications for the 41 pending Infrastructure applications until July 31, 2026, will provide the time necessary for federal approval of the BEAD Final Proposal, which will inform the CPUC of enforceable commitments by the federal program. This coordinated approach will allow the state to maximize the impact of state and federal dollars to make broadband grants in communities that need it most. The CPUC will continue to review pending applications during this time.
The extension of the “deemed denied” date of extension date of July 31, 2026 will also postpone the 2026 CASF Infrastructure Grant Application submission deadline to October 1, 2026.
Pursuant to Rule 16.6 of the CPUC’s Rules of Practice and Procedure, I authorize the deadlines for action on pending 2025 CASF Infrastructure Grant applications to be extended from May 15, 2026 to July 31, 2026, and the deadline for the 2026 CASF Infrastructure Account grant applications moved to October 1, 2026.
