From Oct 1, 2024 – Mar 31, 2025, the Last Resort Service Rate from Rhode Island Energy is 16.387¢/kWh. Our Budget Billing Plan program takes the amount you usually pay on your Rhode Island Energy bills in a year and breaks that amount into twelve balanced monthly payments to help offset the traditionally high winter heating and summer air conditioning peak bills. You will still pay only for the total amount of energy you use in a year, but the budget plan makes it easier to anticipate your monthly energy costs and plan your household budget. If you are facing increased financial pressures that impacts your ability to pay your gas and/or electric bill, we can help through our Discount Rate program. If you are a residential customer and meet certain criteria, you may qualify for a discount of either 25% or 30% on your monthly gas and/or electric bill. Low Income Home Energy Assistance Program (LIHEAP) | Heating assistance, also known as the Low Income Home Energy Assistance Program (LIHEAP), is a federal grant program that helps income-eligible Rhode Islanders pay their energy bills. In order to qualify, your household must be at or below 60% of Rhode Island’s median income levels. This program is administered by the Rhode Island Department of Human Services, and applications are accepted through local Community Action Program (CAP) agencies from September through May each year. Good Neighbor
Energy Fund
(GNEF)
| If you are having trouble paying your heating bills, the Good Neighbor Energy Fund is a helpful resource. It is for customers who are undergoing a temporary financial crisis but may not qualify for LIHEAP. It also covers the following energy sources: electricity, natural gas, oil, propane, wood, or wood by-products and kerosene. The program is managed by United Way of Rhode Island and Rhode Island Energy is a proud sponsor of GNEF. |
If you’re participating in the LIHEAP and have a balance of at least $300 that’s more than 60 days past due, you may be eligible for this solution. The Forgiveness Program, also known as the Arrearage Management Program or AMP, allows you to get on a payment plan.
