The Illinois Tollway published a Request for Qualifications (RFQ) for Design Build Project RR-23-4920 - Illinois Route 390 Tollway between M.P. 6.0 (US 20/Lake St) to M.P. 13.0 (I-290/Eisenhower Expwy) on March 1, 2024 and will host a pre-proposal meeting Friday, March 8, 2024, from 9:00 a.m. - 12:00 p.m. at the Illinois Tollway Central Administration Building, Room 119, 2700 Ogden Avenue, Downers Grove, Illinois, 60515 for industry members, designers, contractors, DBE, veteran and consultant firms, etc. interested in learning about Illinois Tollway Project RR-23-4920 – Illinois Route 390 Tollway between US 20/Lake Street (milepost 6.0 to I-290/ Eisenhower Expressway (milepost 13.0).
This pre-proposal meeting will help shape DBE participation in both Illinois Tollway Project RR-23-4920 and future Design-Build opportunities. Attendees will be informed of the project’s details, discuss prequalifications, review the project’s schedule and go over processes and details relating to the project’s Request for Qualifications (RFQ). The pre-proposal meeting will preview elements of the project’s shortlisting process and discuss high-level processes and details of the project’s future Request for Proposals (RFP).
The pre-proposal meeting will additionally cover DBE information related to the project, including DBE procedures and will conclude with an open networking session for those in person to foster potential partnership opportunities and meet with potential prime contractors, project proposers and Illinois Tollway staff. Questions on material covered at this pre-proposal meeting may only be submitted via the questions form on the Illinois Chief Procurement Officer for General Services eProcurement System, Bidbuy, which can be found at www.bidbuy.illinois.gov.
Questions must be submitted by Wednesday, March 27, 2024, at 4:30 pm. Responses will be provided via an addendum on BidBuy. The Illinois Tollway will additionally host a second pre-proposal meeting specifically for shortlisted teams to connect with DBE firms and consultants interested in partnering for Project RR-23-4920. More information to be provided.

In-person attendance will occur on a first come, first serve basis (depending on capacity). A virtual call-in option will be available for the presentation portion of the meeting. In-person attendance will be required for those looking to participate in the networking portion of the event.
