Anthony's path to a

new career

After sending countless resumes and job applications, Anthony felt stuck in his job search. Then, he learned about Precinct 2’s workforce development programs and services. He got help with his resume, interview skills, and more. Now, he’s preparing for a new exciting career! Watch this video to hear his story as part of our new series, We are Precinct 2.


In 2021, Commissioner Adrian Garcia launched Precinct 2’s Workforce Development Division. We offer employment support, training and development opportunities, and an internship program. Last weekend, we celebrated the first Train2Empower cohort who have obtained or are pursuing professional credentials. We share in the pride of their accomplishment!

Revive2Thrive: James Driver Park Wins 3 Awards

Precinct 2's James Driver Inclusive Park received three awards this month— bringing the total to four!




This park was a labor of love for our team, partners, and community. This beautiful, accessible space puts East Aldine and Precinct 2 on the map!

WATCH and listen to what the jury of national real estate experts who evaluated all finalists’ projects had to say about James Driver Inclusive Park! 

Also, Precinct 2 received the Houston Galveston Area Council 2022 Parks and Natural Areas Award for Policy Tools/ Planning Process! The award recognizes the community-led planning process for the John R. Harris Park project.

Project updates


This month, multiple Precinct 2 infrastructure projects got the green light in Commissioners Court to move forward.


These include:


  • A partnership with METRO for 100 new bus stop shelters to make transit safer, accessible, and more comfortable.
  • West Gulf Bank Road Improvement Project to reconstruct a four-lane boulevard, drainage improvements, and new sidewalks on both sides. The project extends from I-45 to Airline Drive and construction is expected to begin in April.
  • The Harlem Elementary School Sidewalk Project to construct approximately half a mile of 6-ft sidewalk and intersection improvements at Broad St and Wade Rd. Construction is expected to begin next year.

Q: Describe your current role within Precinct 2 and what it means to you.


A: First and foremost, I have the pleasure of serving the constituents of Precinct 2. This part of the county has many challenges. Commissioner Garcia is always thinking outside the box, and this allows for creativity and innovation to help solve some of the communities' most difficult issues. Q: What is your favorite book by a Black author or about Black history and why?


A: Toni Morrison is one of my favorite black authors. Morrison's writings are centered on rural Afro-American communities and on their cultural inheritance, which she explores with vivid vocabulary and detail. My favorite Morrison book is The Bluest Eye...READ MORE

This month, Commissioner Garcia led or voted in favor of the following items:

Electrical charging stations: The court approved the installation of electrical vehicle charging stations for county vehicles at Washburn Tunnel in Precinct 2. This is another step led by Commissioner Garcia toward a cleaner future and reducing the county’s carbon footprint.


Workforce development: The court approved the use of American Rescue Plan Act (ARPA) funds for the creation of an apprenticeship program with the TX Gulf Coast Labor Federation. The program will train workers in prominent, high-paying industries in Harris County and will place program participants in apprenticeships.


Mental health: The court approved a renewal of the partnership with the Montrose Center's mental health services. $500,000 in ARPA funds are being used for substance abuse services for individuals living with HIV who have no health insurance (public or private), have insufficient health care coverage, or lack financial resources.


Homelessness response: The court approved renewal funding for Career and Recovery Resources and Avenue 360 Health and Wellness to provide permanent supportive housing and wraparound services to meet gaps in the homeless response system.

Commissioner Garcia presented resolutions to:


  • Honor the life of the longtime owner and chef at Post Oak Grill, Polo Becerra


  • Oppose a proposed Texas State Senate Bill (SB-147) which would prohibit land ownership by citizens from several countries, including China
