Precinct 2 at the

White House

Commissioner Adrian Garcia proudly represented Precinct 2 in Washington DC this month! He was invited to the White House to participate in the American Rescue Plan & Workforce Summit with Vice President Kamala Harris. He highlighted Employ2Empower, a workforce development program that gives homeless individuals a second chance. What began as a pilot program within Precinct 2 is expanding countywide and, now, in the national spotlight!

Public safety update: VIPER Taskforce


The Violent Persons (VIPER) Taskforce training began this month. This squad comprises constable and sheriff’s deputies who aim to arrest more than 100 wanted violent felons a month. 

 

Commissioner Garcia led the charge to bring the VIPER Taskforce to a vote in Commissioners Court. The measure passed unanimously in May.

Precinct 2 receives 4 national awards

Commissioner Garcia and team brought home FOUR National Association of Counties Achievement Awards! We are incredibly proud of the hard work recognized in the following areas:

  • Health Services: COVID-19 response.
  • Workforce Development: Employ2Empower with Harris County Sheriff's Office
  • Community Centers and Programming: Winter storm repair program
  • Parks: Solar-powered trails

Revive2Thrive: Infrastructure projects &

community planning updates

This month, we celebrated the installation of solar lights and an ADA Kayak launch at Clear Lake Park! Residents can now safely exercise early in the mornings as well into the evening hours.


The project involved the installation of 44 solar power lights along the perimeter of the park to provide visibility and security. In addition, an ADA Kayak launch is now available so everyone can enjoy an afternoon on the water.

Northside On The Move is a partnership project between the Greater Northside Management District and Harris County Precinct 2 with the goal of developing a forward-looking strategy for future infrastructure improvements in Greater Northside.


Input from the community is vital to developing the strategy and prioritizing infrastructure projects for Northside On The Move. There are several opportunities for you to share your input throughout the process. Please take the community survey to help identify mobility and transportation needs in Greater Northside, linked below. Please join us at the first public meeting on Thursday, August 11 at 6 p.m. at the Harris County Department of Education. We hope to see you there and look forward to your input!

Houston Chronicle: Harris County expands pilot to pay homeless $15 to clean public spaces

CI: Harris County Commissioners Court approves $25.75M to relocate inmates due to overcrowding

This month, Commissioner Garcia led or voted in favor of the following items:


  • Bond package outreach: Commissioner Garcia voted in favor of a community engagement plan to educate the public on a potential bond package on the November ballot.
  • Jail inmate outsourcing: Commissioner’s Court approved the Sheriff's request to send inmates to other jails to ease overcrowding at the Harris County facility. 
  • Public nuisance abatement: Commissioner’s Court unanimously approved the abatement of 16 public nuisance properties across Harris County. This is the first batch of properties that are part of a $3 million program. Six of those listed in the initial list are located in Precinct 2. 
  • Expansion of radio coverage: Commissioner Garcia approved the Detention Center & Tunnel Radio Coverage Project that will enable radio communication for detention staff throughout the Criminal Justice System including inside jail pods, within tunnel access points, and across all courts. This vital project was originated by then-Sheriff Garcia in 2013, only to be turned down by Commissioners Court during that tenure. This is another safety investment Commissioner Garcia has championed for Harris County law enforcement personnel.
