A hand-up for

Precinct 2's workforce

In 2019, Commissioner Garcia launched a summer internship program for college students. Now, it is one of multiple programs and services under the Workforce Development division created in 2021. It serves everyone from young adults with in college to those living on the streets looking for a second chance.


On this Tour of Progress, watch how Precinct 2 is leading the way in the area of workforce development through partnerships, innovation, and compassion. Together, we are laying the foundation for a more prosperous and resilient community.


Public safety community meetings

The first of a series of Precinct 2 public safety meetings was held Saturday, June 18 at the East Aldine Town Center Municipal Building. Commissioner Garcia was joined by Sheriff Ed Gonzalez to discuss gun violence, the ShotSpotter pilot program, and other public safety matters. Precinct 2 celebrates Pride Month with a few profiles from our team! Read about what pride means to them including Commissioner Garcia. He is a proud ally of the LGBTQ+ community. In 2020, Commissioner Garcia led the charge to recognize June as Pride Month for the first time in Harris County. For him, it’s deeply personal. To learn why, click here.

Q: Describe the purpose of the Precinct 2’s Grants and Nonprofits division and your role.

A: The Grants & Nonprofits Division supports the residents of Precinct 2 by building partnerships and developing resources that help fund multi-generational programs across the precinct. We work with other departments to add to their budgets so they can do more. READ MORE


Q: What are some of the major projects you are working on this summer?

A: We are in the middle of Beat the Heat, a great partnership with Reliant/NRG. With their support, we are giving away 100 portable AC units to vulnerable seniors whose homes do not have central air. READ MORE

Revive2Thrive: Infrastructure project updates

Drainage improvements in Aldine

This month, we broke ground on two drainage improvement projects within the Aldine district. Harris County Precinct 2 in partnership with the Harris County Recovery and Resiliency Division, Harris County Engineering, and Harris County Flood Control are working to reduce the risk for flooding within the Oak Glen Place and Aldine Village area.


Improvements to the Oak Glen Place include the construction of underground storm sewers and construction of detention basins. Approximately 180 homes will benefit from project.

In Aldine Village, improvements include reducing flooding and alleviating ponding in the streets to benefit approximately 167 homes in the area.


Solar lighting at Partnership Park

With a ribbon cutting, Precinct 2 celebrated the installation of solar lights at Partnership Park! These lights will make the park safer and allow residents to enjoy it well into the evening hours. The project involved the installation of 48 solar power light fixtures along the previously unlit walking trail at Partnership Park. This project was an effort between the City of Pasadena, Harris County Precinct Two, and Harris County Flood Control District. KHOU: Harris County expands program that employs, empowers homeless


Houston Chronicle: $1B bond for public safety, roads and flood projects could go before Harris County voters this fall


This month, Commissioner Garcia led or voted in favor of the following items:


  • Homestead tax exemption increase: Commissioner’s court voted to increase the Harris County homestead tax to $250,000 for homeowners who are disabled or are 65 years of age or older.
  • Historic Investment in childcare: Commissioner Garcia helped pass a $48 million investment to help children up to 4-years-old from underserved communities access quality childcare. 
  • Youth gun violence prevention: Directs the Commissioner Court Analyst’s Office to work with criminal justice system stakeholders to analyze and report on frequency, location, and causes of youth gun violence in Harris County. 
  • First Violence Prevention Conference: Funding for the first-ever conference of this sort led by Harris County Public Health.
  • Harris County Safe School Commission: Commissioner Garcia appointed Calandrian Simpson Kemp as his nominee for this newly created group. Simpson Kemp is a volunteer Moms Demand Action. She turned the sadness from her son’s death from gun violence into advocacy for gun safety. 
  • HAY Center investment: A $5 million investment from the City of Houston puts a new HAY Center building one step closer to a reality. The HAY Center helps older foster kids transition into adulthood.
  • Burn ban: Harris County Fire Marshal Laurie Christensen asked for and received unanimous Commissioners Court approval for a countywide burn ban due to extreme drought conditions in Harris County. The ban will not impact fireworks displays and sales in unincorporated Harris County. Click here to learn more.

In the summer, 10 of Precinct 2 community centers double as cooling centers so residents can get relief from the heat! The centers also offer free Wi-Fi and lots of activities for all ages.
