This month, Precinct 2 joined our nation in observing Peace Officer Memorial Day and Police Week. As a former police officer and sheriff, Commissioner Garcia understands the risks of those who dutifully and honorably serve as our communities’ protectors.

That experience and respect for his fellow brothers and sisters in blue informs every decision he makes now as a commissioner.
Last spring, Precinct 2 became the first county jurisdiction to launch a ShotSpotter pilot program. The funds for this three-year investment came directly from Precinct 2’s budget. This technology is helping Harris County deputies solve and deter crime involving guns and save victims. Did you know May is Older Americans Month? Every day, Precinct 2 staff are honored to serve our young-at-heart residents through the various programs and services we offer. After two years of the pandemic, it has been our mission to safely reopen our community centers to ensure our seniors can reconnect with their friends over coffee, exercise, or eat a nutritious lunch!

Q: Describe the types of programs and activities available for seniors at the Baldree Community Center?
A: At Baldree, we work to program according to the pillars our Commissioner Adrian Garcia has laid out for us. Empower: The pandemic kept our seniors in the house for quite some time. This created the doubt for some of our seniors that they no longer would have the ability to make a change in their own lives. By empowering our seniors, it gives them the courage and self-esteem to say, “I CAN do what I set my mind to.” READ MORE

Revive2Thrive: Infrastructure project updates
|
Here's a list of some of the projects approved in Commissioner's Court this month:
- Construction of new intersection at Lauder and Vickery/Crowley Park Rd. approved. Proposed improvements would realign and reconstruct the intersection to include sidewalks, approaches, traffic signal, and drainage at Vickery Street and Lauder Road.
- Fairmont Parkway Hike-and-Bike Trail project approved. The scope includes the construction of 10-ft. wide trail along the Fairmont Parkway from Armand Bayou and bike trailhead to Red Bluff Drive with a pedestrian bridge at Armand Bayou.
- Approval of installation and maintenance of street lighting on Market St. & Pecan St. in Channelview. A total of 100 lights will be installed by the end of 2022.
- Approval for interlocal agreement between the county and Baytown for sidewalk improvement project.
- Community Monuments project approved for North Shore and Channelview. The project is part of Revive2Thrive and identified during the community plans process led by residents. The conceptual design is complete and the project will move to final drawings and construction.
- Approval for Quitman Plan study report.

This month, Commissioner Garcia led or voted in favor of the following items:

VIPER Task Force: On a motion made by Commissioner Garcia, the court unanimously approved the creation of the Violent Persons (VIPER) Task Force. The task force is aimed at tracking down and arresting the most violent offenders.

Employ2Empower expands countywide: Commissioners Court unanimously approved a countywide expansion of Employ2Empower, a successful workforce pilot program started by Commissioner Garcia and staff. This program empowers individuals in Precinct 2 who were experiencing homelessness to work and connect with resources including housing. To learn more about Employ2Empower, WATCH this video!

Combating catalytic converter thefts: The court unanimously approved to have the County Attorney’s Office review and revise Harris County Metal Recycle Regulations to include the acquisition and resale of catalytic converters. Commissioner Garcia expressed his heartfelt concern about the toll the theft of catalytic converters are having on the county, including the doubling of catalytic converter thefts since January, as well as the loss of Deputy Almendarez’s life during the theft of a catalytic converter.

Monitoring air quality: The court approved interlocal agreement to add two air monitors to the Community Air Monitoring Program (CAMP) to be located in La Porte.

Increasing literacy: Agreement to bring Harris County public libraries to two Precinct 2 community centers. This will provide residents the opportunity to access HCPL services in the community.
