Small Businesses

In 2020, the Harris County Disparity Study found only 9% of the county's contract dollars went to minority and women-owned enterprises. Many of these businesses may not be familiar with the process to compete for government contracts. 


Commissioner Adrian Garcia and Precinct 2's Business2gether team set out to fill that information gap and empower small business owners.

National Night Out

Earlier this month, Precinct 2 hosted National Night Out at our community centers.  Families enjoyed a night of fun and an opportunity to meet their local law enforcement. National Night Out brings neighbors and law enforcement together and allows residents to learn about local public safety initiatives. WATCH this video for a recap of the fun and fellowship!


Revive2Thrive: Infrastructure projects

Revive2Thrive is in full swing! October was a busy month for exciting, tangible revitalization projects across the Precinct!


So far, we've broken ground on TWO new projects: a $6.8 million drainage improvement project in the Fallbrook subdivision and a new urban farm, Finca Tres Robles, in the East End.


We also marked the completion of THREE infrastructure projects: drainage improvement projects in Castlewood and Baybrook/Seascape. The Carpenter Bayou Trail ribbon cutting is today, October 28. We'll also celebrate the completion of a road improvement project on El Dorado Boulevard early next month.

In honor of Breast Cancer Awareness Month, Precinct 2 is honored to share the story of one of our own. If you’ve ever been to Flukinger Community Center, you’ve likely been greeted with a warm smile from Tanya Kelley, the center’s manager. She’s also one of the toughest people you’ll ever meet. As a breast cancer survivor, she is on a mission to share the importance early detection and mammograms. To watch her story, click here.

Domestic Violence Awareness Month

Commissioner Garcia was honored to join the Houston Area Women’s Center for the celebration of their 45 years of service and commitment to ending domestic and sexual violence.


As a former board member and lifelong advocate for survivors, he congratulates HAWC on their new campaign to build a new, larger space to expand their support to survivors.

Cagle and Ramsey absent since August


The last time Commissioners Cagle and Ramsey attended a commissioners court meeting was more than 50 days ago. Because of their absence, Harris County was forced to adopt a budget that stays flat from last year and it does not account for population growth and inflation. 


A quorum of at least four Commissioners was required to adopt the tax rate. Since they refused to show up to work, critical investments in public safety, infrastructure, flood control, health services, and other vital county services will be cut or downsized.


The annualized version of the short fiscal year 2022 budget, which was forced to be adopted by their nonattendance, saves less than 2 cents per $100 of valuation while jeopardizing basic county services. 


This month, Commissioner Garcia led or voted in favor of the following items:


  • Astroworld Tragedy: Commissioners Court marked one year since the tragedy at Astroworld Festival and expressed their support for the joint Houston-Harris County Special Events Task Force.
  • Operation Green Light: Commissioner’s Court-approved five county buildings to be lit up in green for a week in honor of Operation Green Light. This initiative aims to let veterans know they are seen, appreciated and supported as well as help ensure former service members in our communities get access to the resources they need to thrive.
  • ARPA Funding for Behavioral Health: This additional American Rescue Plan funding aims to mitigate the impacts of the pandemic on behavioral health for youth, families, and individuals affected by substance use while strengthening the behavioral health workforce.
  • Backlog Update: Commissioner’s Court received an update on the criminal justice backlog in Harris County. The backlog (felony cases which are more than a year old and misdemeanor cases that are more than 6 months old) has been reduced by 23% overall since Court approved injections of funding (more than $39 million so far) to deal with the issue. Also in the presentation, it was revealed overall violent crime is down by 12% since 2021.
  • Solar Panel Pilot Program: Commissioner Court approved a preliminary investment memo to install solar panels on county buildings to make the facilities more energy efficient and resilient.

Commissioner for a Day


We were honored to have Esmeralda and Margarita serve as Commissioners for a Day on October 11. The Amaya sisters presented resolutions during the commissioner’s court. The twins were both valedictorians at Houston Gateway Academy for the Class of 2022 and earned their associate’s degree while in high school. They are now pursuing a bachelor’s degree at Sam Houston State University!

Register for a free health physical

Are you due for a physical? Precinct 2 offers FREE physicals for uninsured individuals 18 years or older. Physicals include preventative screenings, lab work, and follow-up visits to discuss results via telehealth.
