Cagle and Ramsey absent since August
The last time Commissioners Cagle and Ramsey attended a commissioners court meeting was more than 50 days ago. Because of their absence, Harris County was forced to adopt a budget that stays flat from last year and it does not account for population growth and inflation.
A quorum of at least four Commissioners was required to adopt the tax rate. Since they refused to show up to work, critical investments in public safety, infrastructure, flood control, health services, and other vital county services will be cut or downsized.
The annualized version of the short fiscal year 2022 budget, which was forced to be adopted by their nonattendance, saves less than 2 cents per $100 of valuation while jeopardizing basic county services.
This month, Commissioner Garcia led or voted in favor of the following items:

Astroworld Tragedy: Commissioners Court marked one year since the tragedy at Astroworld Festival and expressed their support for the joint Houston-Harris County Special Events Task Force.

Operation Green Light: Commissioner’s Court-approved five county buildings to be lit up in green for a week in honor of Operation Green Light. This initiative aims to let veterans know they are seen, appreciated and supported as well as help ensure former service members in our communities get access to the resources they need to thrive.

ARPA Funding for Behavioral Health: This additional American Rescue Plan funding aims to mitigate the impacts of the pandemic on behavioral health for youth, families, and individuals affected by substance use while strengthening the behavioral health workforce.

Backlog Update: Commissioner’s Court received an update on the criminal justice backlog in Harris County. The backlog (felony cases which are more than a year old and misdemeanor cases that are more than 6 months old) has been reduced by 23% overall since Court approved injections of funding (more than $39 million so far) to deal with the issue. Also in the presentation, it was revealed overall violent crime is down by 12% since 2021.

Solar Panel Pilot Program: Commissioner Court approved a preliminary investment memo to install solar panels on county buildings to make the facilities more energy efficient and resilient.
