On January 10, Governor Newsom released the 2023-2024 State Budget Proposal, featuring several investments in health. Despite a difficult budget year, $1 billion would be allocated to the Department of Health Care Access and Information to strengthen and expand the state’s health and human services workforce. The funds would specifically boost the training of nurses, community health workers, and social workers, and support workers who are new to behavioral health, primary care, and reproductive health.
Additional highlights include a $176.6 million investment in emergency response both to continue the state’s efforts to protect the public’s health against COVID-19, which is consistent with the Administration’s SMARTER Plan, and to maintain significant data infrastructure, including the California COVID-19 Reporting System for laboratory data management and CalCONNECT for case and outbreak investigation.

This month, we highlight the work of Adverse Childhood Experiences (ACEs) Lead Principal Investigator (PI) Dr. Neeta Thakur of UC San Francisco and her project, The Collaborative approach to examining Adversity and building Resilience (CARE) Study.

1) What are your project goals?
ACEs can have profound effects even in early childhood, and our current efforts would benefit from translating evidence into improved screening, referral, and support for patients and their families. Our study, the CARE Study, seeks to understand the biology of toxic stress, how ACEs contribute to toxic stress, which interventions are effective in reducing the effects of ACEs in early to middle childhood, and how screening and primary care can be implemented optimally in settings where there may not be many resources available to provide to patients, such as community health centers or federally qualified health centers.

Farewell to Science Fellow Dr. Alexandra Colón-Rodríguez
|

This month, Dr. Colón-Rodríguez concluded a one-year policy fellowship supported by the California Council on Science & Technology. As a Neurotoxicologist, she championed the role of Program Officer for the CIAPM Research Program on Adverse Childhood Experiences (ACEs). In that leadership capacity, she helped coordinate the first-ever off-site ACEs Research Symposium of the Governor’s Office of Planning & Research, the 2022 All-Teams Meeting that saw nearly 50 researchers, community leaders, advisors, and collaborators come together in Sacramento, and the first set of site visits for the state-funded ACEs projects. We applaud Dr. Colón-Rodríguez on completing her fellowship and give thanks for contributing her wide-ranging expertise with generosity and enthusiasm.

Saga Barberis joins CIAPM as its new Project Administrator, focusing primarily on the new Representative Research Collaborative, a cross-sector project in partnership with the National Institutes of Health. Equipped with a JD, Ms. Barberis brings a collection of rich experiences in policy, including at the U.S. House of Representatives, the California Legislature, the Nevada County District Attorney’s Office, and the Bar Association of San Francisco. She additionally serves as Board Secretary of KCBP Radio, Modesto Peace/Life Center. Ms. Barberis is an alumnus of UCLA, University of Nevada, Reno, and UC College of the Law, San Francisco (formerly known as UC Hastings, College of the Law).

Max Wayne joins CIAPM as Communications & Administration Intern. He is a Managerial Economics undergraduate student at UC Davis and bring a unique lens generated during a previous experience as an Intern at the Stanford Health Care - ValleyCare Hospital. There, he became further interested in and dedicated to exploring careers in improving the health care system. He is excited to contribute to CIAPM and make an impact at the intersection of business and science.

Representative Research Collaborative
With the onboarding of new staff, the Representative Research Collaborative is ramping up discussions with the National Institutes of Health (NIH) All of Us program and gathering nominations for advisors and steering committee members. We aim to publish a Notice of Funding Intent this summer for community-based organizations, universities, associations, and community clinics to join the five-year effort to engage more Californians from underrepresented backgrounds in biomedical research, to ensure research outcomes benefit everyone. Project priority communities include Central Valley residents, migrant workers, and residents in the far northern regions of the state.

Depression Research Program
CIAPM staff are in the process of developing a Request For Proposals (RFP) that will provide up to $9 million for research that applies a precision medicine approach to improve the prevention, diagnosis, and treatment of depression. We are finalizing the timeline for the RFP process and will continue to share updates via our email list.
The forthcoming RFP will include many of the parameters outlined in previous CIAPM funding opportunities, such as the most recent RFP for precision medicine research for Adverse Childhood Experiences.

ACEs Site Visits
Science Fellow Dr. Alexandra Colón-Rodríguez and Co-Director Dr. Julianne McCall conducted the first annual site visits for six project teams of the CIAPM ACEs Research Program. They met researchers and community leaders at each site and learned about milestones so far achieved as most projects mark one year of work. The public can expect to read about the latest progress in the forthcoming CIAPM 2022 Annual Report, to be released this spring. We are grateful for the inspiring work all our ACEs Research Program project teams are tirelessly leading to advance health equity in California and beyond.

California Precision Medicine Advisory Council

The 2023 Winter Meeting of the Advisory Council will take place March 13 8:00 am - Noon PT. Advisors and CIAPM staff plan to share and discuss updates about the Depression Research Program, the Representative Research Collaborative, and the ongoing progress of the Cancer Disparities and Adverse Childhood Experiences (ACEs) research teams. Advisors will also debrief about recent meetings of the two working groups. The meeting is open to the public; registration will open the first week of March.

Equitable Consent Working Group
The Working Group met on January 6 to further discussions about developing a website to highlight clinical research tools, resources, and best practices to increase and improve the experience of participation in research by underrepresented minorities. The goals of the working group will fold into CIAPM's new Representative Research Collaborative. The website is planned to serve as a public resource as early as Fall 2023.

Data Integration Working Group
Join us for the next virtual Working Group meeting on February 15 at 9:00am PT, featuring a conversation with Dr. Peter Oh of the California Department of Public Health - Office of Health Equity - Health Research and Statistics Unit. Dr. Oh and CIAPM Co-Director Dr. Julianne McCall serve as members of the cross-departmental Health in All Policies Task Force Workgroup on Equity in Data and Access to Information. His contributions to the Task Force have informed CIAPM's actions toward prioritizing social determinants of health through the collection and use of data, both in research and government administration.
