So here we are in the 4th Quarter…American football season is in full swing, European soccer leagues and qualifiers are getting interesting, baseball is in the World Series, and the USG contracting season is getting warmed up for a busy 2020. This is our third newsletter for the year to help keep everyone informed about the latest in overseas contracting so we will be ready for a busy 2020.

. PTS supports all of the following programs:
- LOGCAP V: Ever since the award on 12 April 2019 to Vectrus (CENTCOM/PACOM), Fluor (AFRICOM), KBR (Afghanistan, EUCOM, NORTHCOM), and PAE-Parsons (SOUTHCOM), this $82B ten year contract has been contested…first through GAO and now through the Court of Federal Claims (COFC). The current schedule is for the COFC to rule by 4 December 2019. If the COFC rules in favor of the US Government, then the transition should be able to move forward. It is very possible that a protesting party would take it to a higher court which could delay for another several weeks/months. But for now, everyone seems to be targeting December as the next step. Once the contract award does get resolved (assuming there are no material changes to the award scenarios), there will be negotiations with the Army Sustainment Command (ASC) and approximately 6 months for transition. The start of the actual transition for the different COCOM’s could be impacted by the operational situation on the ground. So right now everyone is planning the entire year of 2020 to be the year of LOGCAP V transition. Meanwhile, the G&A burns into the 4th quarter, and all of the candidates are waiting. LOGCAP requires the full spectrum of talent, both US, TCN, and LN’s.
- DIPSS: The Department of State finally got the base contract awarded on 5 June to 11 Prime Contractors (PAE, Fluor, Dyncorp, KBR, Triple Canopy (Constellis), IAP, AECOM, Vectrus, Xator Corporation, SOSi, and Global Technical Services), and now they are working to put out the first Task Orders. There is a draft RFP out for Iraq Operations & Maintenance which would focus on what is mostly the current OMSS program held by PAE. It is expected that life support services (BLISS) would follow, and then we should see the Afghan Life Support Services (ALiSS) RFP. It is expected that most of the larger primes will bid on these to test the waters on the unique acquisition processes being used by the DoS this $10B program The first draft SOW requires a large number of Key Personnel, many with Secret and Top Secret security clearances. - DLA: We are finally starting to see some movement on from DLA on its OCONUS contracts.
- MRO: DLA recently awarded the CENTCOM MRO program to Supply Core, Noble Logistics, BMMI, and Vizocom. It is expected that there will be protests on the award from some of the 18 bidders. It is notable that TWI, the former incumbent, was not awarded a seat on the new program. DLA is also still preparing to release the RFP’s for both AFRICOM and EUCOM MRO. The RFP’s are currently out for Korea and Japan MRO programs, so everyone is preparing their bids which are due later this month. These programs require supply chain professionals, buyers, and logisticians.
- Subsistence: It appears that DLA has gone ahead with the transition for the large Kuwait/Iraq/Jordan food "prime vendor” program from Anham to KGL, but there are reports that this award might be in trouble given some technical/legal issues. So we will see if KGL continues with taking on the contract. DLA also awarded Southwest Asia (SWA) prime vendor to Ocean Fair, unseating the incumbent Valiant Integrated Services. This award is under protest. DLA is still holding awards on most of the other OCONUS food prime vendor programs to include Europe, Africa, and Afghanistan. These programs require logistics, warehousing, demand planners, and customer service representatives.
- For those who were tracking the DLA Global Support Contract which was an augmentation program for DLA, this acquisition was cancelled by the USG. We suspect that there were not enough bidders or the requirement was too difficult to manage. Perhaps that RFP will come back out next year as there must have been a requirement. We will continue to monitor.
- Africa Programs: The end of Fiscal Year 2019 task order season has passed for the main DoS programs in Africa, namely AFRICAP and GPOI (formerly ACOTA). There seem to be a few requirements pending, but most of the awards went out before the end of October. Given the relatively modest volumes, it is possible that DoS will continue with Task Orders under FY2020 funding. These programs generally require logisticians, trainers, and Subject Matter Experts with familiarity across Africa and with UN programs. PTS recruits both US and Third Country National professionals, to include African talent.
- Global Defense Reform Program (GDRP): The DoS awarded this new program to SAIC, Triple Canopy, and Culmen International to support US Government engagement with foreign partners across the globe. The base contract bid included scenarios for high level advisors for Oman, Lebanon, and Solomon & Pulau for military advisors, maritime security experts, and training professionals. This would seem to be ideal for senior retired military professionals with niche areas of expertise who are looking for long-term deployments.
- AFCAP IV and V: The Air Force’s current program of AFCAP IV continues to churn with task orders being competed between the 8 primes Vectrus, KBR, DynCorp, PAE-Perini, IAP, Jacobs, Fluor, and AECOM. Bids were submitted for the next generation of AFCAP V with the award expected by the end of the year or early 2020. These requirements generally fall into three groups: Logistics/Life Support, Engineering, and Airfield Operations. Most of the requirements are for cleared US nationals, but there also opportunities for some foreign nationals. There is specific focus on US Cleared Engineers and support staff.
- International Stability Operations Association (ISOA): PTS has become very involved in supporting the International Stability Operations Association (ISOA) https://stability-operations.org/default.aspx as we see this organization as being at the heart of the overseas contracting industry. ISOA has over 100 member companies that provide logistics, construction, aviation, legal, insurance, training, IT services, recruitment/staffing, and life support service from across the spectrum of large primes to small businesses. ISOA provides great networking opportunities for the industry as well as advocacy and thought leadership. ISOA hosts events throughout the year in Dubai, Nairobi, London, and Washington DC. The next major event is the Annual Summit from 28-30 October in DC .
