Transitional Kindergarten and Local Control and Accountability Plans

Decision-Making Through Meaningful, Educational Partner Engagement  
The Local Control and Accountability Plan (LCAP) development process includes decisions made through meaningful educational partner engagement. Local partners provide valuable perspectives and insights about local educational agencies' (LEA) programs and services. LEAs that seek input from broad representation (e.g., grade level teachers including transitional kindergarten, historically marginalized student groups, or families that may feel disenfranchised) gain valuable information.

Equity Structures That Enhance Engagement
LEAs that focus on equity will explore ways to engage diverse perspectives. While surveys are broadly used, other engagement ideas may include:
  • World cafés
  • Focus groups
  • Student panels 
  • Parent panels
  • Wellness councils, which include social workers and counselors
  • Family and Community Empowerment (FACE) team meetings
  • SDCOE's Equity Blueprint for Action

Effective strategic planning incorporates these perspectives and insights in order to identify potential goals and actions to be included in the LCAP. The primary beneficiaries of this engagement are students. As you collaborate with community partners, keep in mind what efforts you plan to make to ensure our young learners are part of your LCAP conversations. This is a beautiful time to lay a strong foundation for our students through the LCAP process and ensure they have what they need to strive and succeed in your systems.

New TK Resource Guide for Families, Educators

The San Diego County Office of Education (SDCOE) created a resource guide on Transitional Kindergarten. It contains a helpful question and answer section for families with an eligible-age student and resources for future and current TK teachers. The language may be useful for sharing with prospective students and your school community as we continue the work to add a grade level and align P-3.
The ABC's and 1,2,3's of P-3 Podcast
The ABC's and 1,2,3's of P-3 podcast is designed to support educators around prekindergarten to 3rd grade. The goal is to build excitement around the opportunities a cohesive P-3 system can have for our young learners. Whether you are new to P-3 or a veteran educator, this podcast is for you!

In Episode 3, hosts Julia Bridi and Erin Dare, Education talk about foundational skills needed in our P-3 classrooms. Specifically, they have a conversation about social emotional development. Learn more about the importance of supporting our youngest learners from Prekindergarten to 3rd grade. Happy listening!

Share Your P-3 Program

The SDCOE P-3 Design team is looking for school sites interested in providing the team with tours of their P-3 programs. If you are interested in having us learn about your program or interested in designing a long-term P-3 plan within your program, please complete this interest form.
P-3 Alignment Network

Join the SDCOE P-3 team for our next network convening. Learn and network with educators from across the county at regularly scheduled meetings. Register to join the network.

Putting It All Together Promoting Equitable Outcomes for All Students

These monthly, 2.5-hour sessions are designed to provide a space and time for participants to interact with others from around the county, learn about LCAP requirements, and explore promising practices. Learn more and register to attend Putting It All Together.
Universal Prekindergarten (UPK) Plan Revision Workshops

SDCOE's P-3 Team invites you to join us for a workshop designed to support school districts and charters with the Revised Universal Prekindergarten Planning and Implementation Grant Program – Planning Template that was released in February 2023.

This session will highlight the key changes to the revised 2022-23 template and provide on-the-spot guidance on what to expect when the UPK reporting survey is released. As a result of the newly revised planning template, LEAs and charters will be required to provide information to the California Department of Education, via survey, in the summer of 2023.

This workshop will be held from 9 to 10 a.m. on two dates: April 25 and May 18.
Expanded Learning Opportunities Program (ELO-P)

Updated FAQs
The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs for kindergarten (including transitional kindergarten) through 6th grade as described in California Education Code (EC) Section 46120. ELO Program funding was established by Assembly Bill (AB) 130 in 2021 and has been amended by AB 181 (Chapter 52, Statutes of 2022) and AB 185 (Chapter 571, Statutes of 2022).

On Feb. 6, the CDE released updated frequently asked questions for ELO-P. These questions range from addressing hot topics such as program requirements to allowable uses. For additional support related to ELO-P, please register for the ELO-P Network or reach out directly to Liza Flowers or Brittany Mabe.

FY 2023-2024 Reminder
As a reminder, commencing with the 2023-2024 school year, local educational agencies (LEAs) shall be subject to an audit to determine compliance with specific program requirements (EC Section 46120(c)(1)). The audit guide is forthcoming. For additional information, please reference the Education Code.
Understanding Quality Practices for Expanded Learning

SDCOE's System of Support for Expanded Learning (SSEL) will guide expanded learning staff in a workshop to understand what each of the 12 Quality Standards for Expanded Learning in California looks like in action. Register or find more information.
San Diego County Schools and Resource Fair 

The San Diego County Office of Education, in partnership with North Island Credit Union and California State University San Marcos (CSUSM), is hosting a San Diego County Schools and Resource Fair Saturday, May 6 at CSUSM. The event, which will be from 10 a.m. to 2 p.m., is designed to help families identify quality schools in their neighborhood, educate our youth and parents about health and wellness, and provide information on teacher credentialing programs, career technical education, and community programs/services, as well as strengthen community partnerships.

If you would like to participate to highlight your school or community organization, please register to be a vendor by March 31. If you have any questions or concerns, do not hesitate to contact LaShae Sharp-Collins.

Important Notice: UPK Funding Expenditure Reports Past Due

New Updates
For those LEAs that did not previously create a Universal Prekindergarten (UPK) plan by June 30, 2022, any school wishing to submit a plan, must use the "Revised" Universal Prekindergarten Planning and Implementation Grant Program Template and
must present to their governing board for consideration by March 30.

There are no requirements for re-submitting an updated UPK plans. The CDE will be sending out the required UPK Program Report link to LEAs in the summer of 2023 to collect data around the required questions from the updated 2022-23 UPK Templates.

Looking Ahead
UPK Planning and Implementation Expenditure report for the reporting period of Nov. 1, 2022, to April 30, 2023, are due to the CDE on May 31.
