A Rapid Deployment Team for Victims. It was quickly evident after the November 5, 2017, shooting that the sheer magnitude of the incident would require a surge of resources to assist survivors, witnesses, and the families of the injured and deceased. So Christopher Combs, the special agent in charge of the San Antonio FBI, called up what he described as one of the Bureau’s key “crisis assets”—the Victim Services Response Team (VSRT), a specially trained cadre of FBI personnel whose primary function is to address the needs of victims in mass casualty events. Protecting and Improving Public Health Globally: Building and Strengthening Public Health Impact, Systems, Capacity, and Security. The purpose of this program supports the achievement of the Global Health Security Agenda 12 targets that focus on protecting and improving health globally through Ministries of Health. Its purpose is to support immediate response efforts for the current Ebola outbreak, other infectious disease outbreaks or health threats, and Public Health Emergencies of International Concern (PHEICs). It is intended to build capacities to prevent, detect, respond to, and control infectious disease outbreaks, strengthen border security, and mitigate PHEICs and other health threats. Strengthening Applied Epidemiology and Sustainable International Public Health Capacity through the Field Epidemiology Training Programs. The long-term purpose of this NOFO is to improve surveillance, detection, response capability and health security across the globe.Recipients may apply to expand efforts under all strategies and activities within the scope of this NOFO, however, special consideration will be given to applicants for the following countries and activities listed.This program addresses the “Healthy People 2020” focus areas to improve public health and strengthen US national security through global disease detection, response, prevention, and control strategies. This report presents 2017–2018 poliovirus surveillance data, focusing on 31 countries identified as high-priority countries because of a “high risk of poliovirus transmission and limited capacity to adequately address those risks”. FDA and CBP Bolster Collaboration to Protect Public Health and Safety. The US Food and Drug Administration and the US Customs and Border Protection (CBP) leaders signed an agreement today to maximize inspection and detection capabilities in order to prevent illegal and harmful products entering the US through the nation’s International Mail Facilities (IMFs) and Ports of Entry that pose a threat to public health. FDA Issues Warning Letter to Genomics Lab for Illegally Marketing Genetic Test That Claims to Predict Patients’ Responses to Specific Medications. Today, the US Food and Drug Administration issued a warning letter to Inova Genomics Laboratory (Inova) of Falls Church, Virginia, for illegally marketing certain genetic tests that have not been reviewed by the FDA for safety and effectiveness. The tests claim to predict patients’ responses to specific medications based on genetic variants. Selecting or changing drug treatment in response to the test results could lead to potentially serious health consequences for patients. (FDA, 4/4/19)

Harnessing Multilateral Financing for Health Security Preparedness. The economic consequences of large-scale disease outbreaks can be enormous: pandemics could cause $570 billion per year in average economic losses over the coming decades. Recent data demonstrates most countries would need to spend approximately $0.50-$1.50 per person per year to get an acceptable level of epidemic preparedness. (CSIS, 4/3/19)

FDA’s Final Rule Ensures Safer, Better Tests to Detect Anthrax-Causing Bacteria. The US Food and Drug Administration (FDA) on Monday issued a final rule that restricts both the use and distribution of Bacillus bacteria detection devices, which are prescribed to preliminarily identify and diagnose cases of anthrax and other infectious diseases. Although potentially dangerous, work with select agents and toxins provides important scientific discoveries that have led to improved detection, prevention, diagnostic, and treatment options for diseases. This presentation will cover the use and functionality of the new interactive pandemic influenza vaccine campaign planning tool (PanVax). The tool is designed to help jurisdictions estimate pandemic influenza vaccination administration capacity, as highlighted in Domain 4 of the Public Health Emergency Preparedness (PHEP) Notice of Funding Opportunity, and improve their pandemic influenza vaccine campaign planning for the general public. NRC Needs to Take Additional Actions to Ensure the Security of High-Risk Radioactive Material. The Nuclear Regulatory Commission considers the health risks from short-term radiation exposure when determining how to safeguard radioactive material. But experts told us factors such as deaths during an evacuation and the cost of environmental cleanup should also be considered. We recommended, among other things, that the NRC consider these additional factors in determining security measures for radioactive material. (GAO, 4/4/19)

Refurbished Warhead for Air Force LRSO Reaches Key Milestone. The Department of Energy’s National Nuclear Security Administration (DOE/NNSA) achieved a significant milestone for the W80-4 Life Extension Program (LEP) in February when the Nuclear Weapons Council authorized the Development Engineering phase of the life extension process. Additional Actions Could Strengthen Integrity of Federal Research. We made 10 recommendations to 6 agencies to help them ensure that their policies are protecting scientific integrity. Seven of the nine agencies have specific, documented procedures for identifying and addressing alleged violations of their scientific integrity policies. (GAO, 4/4/19)

DARPA seeking proposals for OFFensive Swarm-Enabled Tactics program. The Defense Advanced Research Projects Agency (DARPA) is seeking proposals for the fourth swarm sprint in its OFFensive Swarm-Enabled Tactics (OFFSET) program. “With OFFSET, we are expanding the tactics available to warfighters, leveraging advances in autonomous systems to address complex challenges in urban environments,” Timothy Chung, program manager in DARPA’s Tactical Technology Office (TTO), said.  (Homeland Preparedness News, 4/4/19)

DOD Faces Significant Challenges as it Seeks to Address Threats and Accelerate Space Programs. This testimony updates the House on DOD space system acquisitions, such as satellites and ground equipment. Our work has found many major DOD space programs exceed their budgets and are late. For instance, the cost of a satellite communications system has grown 117% and its first launch was delayed more than 3.5 years. (GAO, 4/3/19)

FDA Advancing Beneficial Animal Biotechnology Product Development. Last October, the FDA announced its Plant and Animal Biotechnology Innovation Action Plan, which focuses on the agency’s risk-based regulatory framework.
