What is Preschool for All (PFA)?
Voters in Multnomah County overwhelmingly supported “Preschool for All” on Nov. 3, 2020 with over 64 percent of voters approving the measure.

Preschool for All will give 3- and 4-year-olds in Multnomah County access to free, inclusive, culturally responsive preschool experiences. The program will grow over time and families who have the least access to high-quality preschool will be prioritized for the first available slots.
A Note From Our Director
Greetings and Happy New Year!

It has been a little over a year since the November 2020 election and about 9 months since I began my position. 2021 was a year of unprecedented change and loss. In the midst of this, Preschool for All emerged as a unique symbol of hope for our community, specifically for families and young children in Multnomah County.

What excites me, is that not only are we investing in children, but also acknowledging that the programs that serve these young learners also need our investment. Child care providers are essential workers that have, for too long, survived without enough public investment or support. Building this critical infrastructure, first in marginalized communities, will make a critical difference in the lives of all children. 

This year, we are excited to offer the first Preschool for All slots to families in our priority populations! In order to achieve this milestone, we’ve been working hard to establish the foundational elements of our work and keeping a consistent focus on racial equity. 

Our growing team has 12 staff members, including staff who identify as African, Asian, Black, Latinx, immigrants, refugees and English language learners. We have the unique opportunity and responsibility to build a different type of system, one that honors family choice, authentic partnerships, and deeply values the work of early educators. In order to successfully achieve our goals, we must look both inward and outward to understand how systemic barriers uniquely affect Black, Indigenous, and Communities of Color.
Trusted community based organizations are our partners in implementation, including Child Care Resource & Referral of Multnomah County (CCR&R). Native American Youth and Family Center (NAYA), Immigrant & Refugee Community Organization (IRCO), Self Enhancement, Inc. (SEI) and Latino Network will outreach to our priority populations and help guide parents through the family application process this spring as Family Connector Organizations. Micro Enterprise Services of Oregon (MESO) will be our Intermediary Organization, supporting in-home providers and small center providers that have Preschool for All contracts. 

Starting in January, I will be hosting quarterly Preschool for All Q&As for community partners interested in learning more about our work. We hope you will join us virtually on 1/18 from 3:30-4:30 pm PST for the first one. Please register here

  • Family applications for Preschool for All will be available at the end of March 2022

  • The first 500 Preschool for All slots will begin in September 2022.

Sherrena Saint Preux

She/Her

As a former licensing specialist, child care business owner and child care network coordinator, Sherrena has a passion for children and seeing them thrive in environments that are intentionally created for them. Sherrena has a BS in human development and brings more than twenty-two years of experience to her new role. Sherrena will lead the Policy & Partnerships team, including the Preschool for All efforts focused on workforce development, infrastructure, child care business supports, inclusion and social-emotional supports.
Preschool For All Plan

The Preschool for All Plan is the framework for initiative implementation and it reflects more than two years of engagement with community members including parents, educators, culturally specific organizations, policy makers and early childhood specialists.
