++ American taxpayers to spend more than $4.1 billion in 2017 to support the 519,018 refugees who have been resettled by the federal government in the United States since October 2009, according to a cost estimate by Breitbart News - Even if the Trump administration were to entirely shut down the flow of refugees into the United States in FY 2018 and beyond, the refugees who have already arrived in the country will cost at least another $3.5 billion in 2018, and about $2 billion to $3 billion annually thereafter until FY 2022 and beyond.
   The annual $4.1 billion cost of these refugees is about eight percent of "the total annual fiscal impact of first generation [immigrants to the United States] and their dependents, averaged across 2011-2013," which the National Academies of Sciences, Engineering, and Medicine, in September 2016, estimated "is a cost of $57.4 billion."

++ Panic button: Refugee arrivals to 'dry up' in March -
Refugee-resettlement agencies are scrambling to cut staff and, in some cases, close entire offices as they prepare for a reduction in refugee arrivals to the U.S. under President Donald Trump's unfolding policy. A pro-refugee group leaked an "official guidance" from the U.S. State Department to NPR Wednesday that said refugee arrivals will begin to dry up after March 3... one part of Trump's embattled executive order that was not blocked by the Ninth Circuit Court, was his reduction of the fiscal-2017 cap on refugees from 110,000 set by Barack Obama to 50,000. The fiscal year ends Oct. 1.
   Meanwhile, the nine volunteer agencies, or VOLAGs, which get paid by the State Department to resettle refugees in more than 300 U.S. cities and towns, often without the knowledge of local officials, are scrambling to downsize before the funds run dry.
   World Relief, a division of the National Association of Evangelicals and one of the nine primary resettlement agencies that contract with the U.S. State Department, announced it is closing five offices, including the one in Columbus, Ohio; Boise, Idaho; Baltimore, Miami and Nashville. Columbus has been a hotbed of Somali refugee resettlement for years, building up the second-largest enclave of Somali refugees after Minneapolis. More

Comment - Refugees are an enigma for Americans, particularly those of faith. Most of us are direct descendants of immigrants, some only a generation to two ago. We are thankful our parents or ancestors braved often precarious and slow travel across countries and oceans to get to this great land of opportunity, and that America took them. 
   We are concerned for people displaced by war or genocide or famine. Some give lots of thought and prayer and resources in attempts to relieve this strife. Caring is not the problem. But we ask why do not their neighbors take them in? Some answers trouble. 
   In the Middle East the war continues. Those perpetuating the fighting believe in a very radical interpretation of what their faith requires and permits. They demand total submission to a Caliphate - a radical A uncivil war has flared up from time to time for centuries, between Sunni (84-90% of all Muslims) and  Shi`ite Muslims (10%-16% of all Muslims). There are other minor factions of Sufis, Baha'is and Ahmadiyyas Muslims.
   Among the three major Semitic religions Judaism came first, then Christianity and lastly Islam. All three share the same origin story, starting with Adam & Eve, all the way to Abraham. The rise and development of Islam. Derived from both Judaism and Christianity, Islam was a religion that claimed prophets from both religions (Adam, Noah, Abraham, Moses, & Jesus), and saw itself as sharing the same God with these two religions, with Muhammad being the last prophet. Jesus judges in the end, according to the Qur'an (Koran). Muhammad (died 632 AD) was a war lord whose words and deeds (Sunna) set out the radical requirements of their political system. Article 
   Islam is the act of submitting to the will of Allah whereas a Muslim (Moslem) is person who participates in the act of submission.They believe in a caliphate with a leader who is both spiritual and secular head of the Islamic world. The most radical among them demand World submission to their leader. Rival leaders war to spread their domination, territory and wealth.
   It is less innocent than, say, Catholics and Lutherans and Presbyterians trying to control and impose desperate schisms (although Christians, Jews and other faiths certainly had their wars in history).   
   While we have sympathy for those displaced, and particularly to those being martyred, raped, pillaged, enslaved, separated, etc., immigration is a known Muslim strategy and tactic to invade and undermine countries ( Hijrah) and Islam promises rewards for those doing so.  We see so many signs of ingratitude of some immigrants, shown by violence.
   It costs 12 times as much to settle a refugee in the USA than in a neighboring country, many with the same basic Muslin belief system. Rich Shiite Muslim countries, some allies of the USA, refuse to take Sunnies. THAT might be a priority subject of President Trump's new foreign policies. 
   The USA and some European countries provide unprecedented financial support for refugees, some bringing multiple wives, many refusing to work or adhere to native laws, rules or customs or values. By providing a much higher living style than they left, we are incentivizing their immigration, and by not demanding they comply with our beliefs, we are undermining our own system of government. That is tantamount to National suicide.
   Writing in  The Federalist Papers  former Chief Justice of the United States John Jay was one of the first to argue that America's strength comes from its homogeneity.  "Providence has been pleased to give this one connected country to one united people," Jay wrote in "Federalist No. 2" under the pen name Publius, "a people descended from the same ancestors, speaking the same language, professing the same religion, attached to the same principles of government, very similar in their manners and customs."  Bobby Jindal warned that "immigration without assimilation is invasion." Cite.
   Conservatives are prudent to resist immigration policies that reward those refusing to assimilate - to comply with our laws. We are right to demand "extreme vetting" to minimize the chance of importing jihad. We are justified in resisting more rights and taxpayer support for immigrants refusing to work, in preference to veterans and the working poor in America. It is not a matter of lack of caring or compassion. It is a matter of refusing to be stupid or treasonous.    

++ Judges Join the 'Resistance' - 
Judge Leonie Brinkema of Alexandria, Virginia has become the latest federal judge to join the "resistance" to Donald Trump. She joins Judge James Robart of Seattle, whose political decisionruling against Trump was upheld by three judges of the Ninth Circuit.
    Resistance has become the rallying cry for those who failed to defeat Trump at the ballot box last year. The well-funded Center for American Progress, which employs people connected with Hillary Clinton's failed presidential campaign, said it hoped to be "the central hub of the Trump resistance."  More  (Thanks John & Andy Schlafly)

++ A Mexican citizen living in Texas was sentenced this week to eight years in prison for voting illegally in elections in 2012 and 2014. Rosa Maria Ortega, 37, was found guilty Wednesday on two counts of illegal voting after she falsely claimed to be a United States citizen and voted at least five times between 2012 and 2014. More

++ Mall shooter not  a U.S. citizen - voted in 3 elections - Cetin is classified as a permanent resident alien with a green card that allows him to work, but he is not a citizen with the right to vote. Cetin immigrated to the U.S. from Turkey when he was 6-years-old.

++ American troops found nearly 5,000 abandoned chemical weapons in Iraq from 2004 to 2011, but their discoveries were kept secret by the U.S. government..."I love it when I hear, 'Oh there weren't any chemical weapons in Iraq,'" Jarrod L. Taylor, a former Army sergeant, told the paper. "There were plenty."

++ Nuclear Yellowcake - (revisited from 2008) The removal of 550 metric tons of "yellowcake" - the seed material for higher-grade nuclear enrichment - was a significant step toward closing the books on Saddam's nuclear legacy. It also brought relief to U.S. and Iraqi authorities who had worried the cache would reach insurgents or smugglers crossing to Iran to aid its nuclear ambitions.  The (post Hussein) Iraqi government sold the yellowcake to a Canadian uranium producer, Cameco Corp., in a transaction the official described as worth "tens of millions of dollars." A Cameco spokesman, Lyle Krahn, declined to discuss the price, but said the yellowcake will be processed at facilities in Ontario for use in energy-producing reactors.  More
Disclosure - Your editor's son served in Iraq near and on the Iranian border. His unit was exposed to radiation as well as chemicals. The dug up many weapons of mass destruction. To this day he and others in his unit have reactions from that exposure. The VA is very slow and reluctant to care for their needs. The saying goes, it is cheaper to bury them than cure them. ++ Swedish Police Officer: Islamic Refugee Crime Consumes the Police Force -
   Peter Springare has served in the Swedish police force for nearly five decades. He was accused of racism   this Friday  after suggesting via Facebook post that migrants are responsible for the most serious crimes:
   "What I'm writing here isn't politically correct. But I don't care. Our pensioners are on their knees, the schools are a mess, healthcare is an inferno, the police is completely destroyed. Everyone knows why, but none dares or wants to say why.
   "Rape, rape, robbery, aggravated assault, rape-assault and rape, extortion, blackmail, assault, violence against police, threats to police, drug crime, drugs, crime, felony, attempted murder, rape again, extortion again, and ill-treatment."
   There was only one Swedish name among the list of suspected perpetrators. 
   Next, Springare listed the nations representing those crimes:
"Iraq, Iraq, Turkey, Syria, Afghanistan, Somalia, Somalia, Syria again, Somalia, unknown, unknown country, Sweden. Half of the suspects, we can't be sure because they don't have any valid papers. Which in itself usually means that they're lying about their nationality and identity."
   Germany, France, Sweden, and other nations are struggling with increased crime and sexual violence following their decision to house Muslim refugees. Springare warns that this increase in crime could "overload and destroy the Swedish criminal justice system" and emphasized that these crimes also affect "the vast majority of respectable immigrants who live in fear among these criminals." 

++ Trump's first "Constitutional crisis": A Federal Judge Just Blocked Trump's Immigration Ban - for Now - In an emergency hearing in a Brooklyn courthouse, Judge Ann Donnelly of the Eastern District of New York issued a stay of proceedings for President Donald Trump's executive order, which bars citizens of seven predominantly Muslim countries-Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen. The judge neither allowed detainees to enter the country nor addressed the constitutionality of Trump's actions. The Stay covers the airport detainees and those currently in transit. The debt is now about 130% of the total GDP - 30% more than the total annual economic activity of the entire country. As a comparison, it hit a peak of 30% GDP under President Reagan. There must be a massive shrinkage of governments to reset a growing economy.   Many think the REAL debt including, unfunded liabilities and the "black" budget never seen by the public, is about $127T. The total net worth of the USA including "intellectual power" has been estimated at about $ 88T. We are bankrupt. Politicians need to find a way of extracting this debt from future generations, without destroying the capitalism that makes wealth possible.

Lisa Lindenberg Valentine - The President-elect won the election with less than 40% of the popular vote but had the majority of electoral votes. The Republican Party had put forth a candidate to win several crucial states that could swing the electoral college. The election was a bitter one with the Democratic Party fractured between two candidates.
The incoming President received so many death threats that he chose to arrive in Washington in secrecy. The security for the inauguration was the tightest e ver with troops stationed on buildings throughout the day. This was an unprecedented amount of protection for any President-elect. ++ Michigan Lawmakers Hit Trails, Talk New Bill That Could Repeal Common Core - 
Michigan would reject the Common Core State Standards, adopt Massachusetts' standards from the 2008-09 school year and give parents the right to opt their kids out of any testing if they see fit under legislation that faced mixed reviews during a legislative hearing today in Lansing.
   The bill, sponsored by Rep. Gary Glenn, R-Midland, and backed by 28 fellow House members, is the latest attempt to repeal the Common Core standards in Michigan. Previous efforts have faltered.  But this effort could have some momentum, given President Donald Trump is anti-Common Core and the two newly elected members of the State Board of Education - Tom McMillin, R-Rochester Hills, and Nikki Snyder, R-Pinckney - favor repealing Common Core. More

++ Average SAT score for Michigan students: 1001 out of 1600  In reading and writing, the average score statewide was 507.5; the math score was 493.7. The College Board, which produces the SAT, considers 480 in reading and writing and 530 in math to be the minimum necessary for a student to be considered college or career ready. Article

++ House Speaker, Snyder at odds over tax cut plan  Michigan House Speaker Tom Leonard on Thursday defended quick committee passage of a sweeping (modest) income tax cut and phase-out plan that drew strenuous objections from Republican Gov. Rick Snyder. The Governor scolded House Republicans late Wednesday, saying he was "disappointed" a policy panel voted on the measure after a single 90-minute legislative hearing. 
   The House Republican plan, which could be put up for a floor vote as early as next week, would cut Michigan's 4.25 percent income tax to 3.9 percent in 2018 and then gradually eliminate the tax over the following 39 years.  Supporters say it could stimulate the economy and would fulfill a promise made when then-Gov. Jennifer Granholm and state legislators raised the rate to 4.35 percent in 2007. The rate was scheduled to roll back to 3.9 percent by 2015 but was frozen at 4.25 percent under Snyder.  Critics argue the tax cut plan could devastate the state budget and force steep cuts in critical government services. Article

++ So, a long overdue and oft postponed tax roll-back might happen -  (don't hold your breath) -  In 2007, the state hiked the income tax from 3.9 percent to 4.35 percent to plug a budget hole. This was supposed to be a temporary tax hike, with rates dropping gradually in 2011 and continuing to decrease until they fell back to 3.9 percent in 2015.  That never happened. As part of a larger tax reform in 2011, lawmakers also stopped the annual income tax rate reductions.

Comment: The drop to 3.9% is long overdo. The plan to phase out over 40 years is theatre and a bad joke. It will never happen and is an insult to taxpayers who have suffered MANY tax and fee increases over the last six years. At most, a 5 year phase-out should be implemented to stimulate the economy and bring back jobs. the Laffer curve works! See the article on Sen. Brandenburg's bill, below. 
   In an interchange on FB Senate Majority Leader  Arlan Meekhof  commented about the Houseplan stating it was: "Way to early". 
  More money in the pockets means more spending and/or saving, creating more demand for goods and services, increasing employment, thus more workers earning money and paying taxes.

 As the Congressman stated it: "H.J. Res. 41, to remove a burdensome regulation negatively impacting American companies and American workers. ++ Rep. Glenn sets hearing on protecting homeowners from 'smart meter' fees - 
HB 4220 - The House Energy Policy Committee will hear public testimony from 9 a.m. to 10:30 a.m. Tuesday, and again at the same time March 7, in Room 519 of the House Office Building.
   Michigan homeowners could reject the installation of 'smart meters' with no charge under bipartisan legislation introduced this week by Rep. Gary Glenn, R-Midland. Among the 17 co-sponsors are four Democrats, including Rep. Rose Mary Robinson of Detroit.
   The bill will be the subject of a public hearing this Tuesday in the House Energy Policy Committee, which Glenn chairs, and again on March 7.
   "Republicans and Democrats alike agree it's all about individual freedom of choice and homeowners' private property rights," Glenn said. "Homeowners should have the ultimate authority to decide what technology is installed in their homes - not utilities whose government-protected monopoly prevents homeowners from choosing a competing electricity provider."
   The bill would support Attorney General Bill Schuette's court brief saying utility officials have no authority to charge fees to customers who wish to opt out of advanced metering technology. The fees were allowed by the Michigan Public Service Commission.
   Glenn's bill would ban utilities from charging homeowners fees if they don't want smart meters. Some reject the new technology, with reasons varying from cost to privacy concerns to property rights. Concerns include the potential to track energy usage patterns to determine when homes are empty or how many people live at a particular address through data transmitted by smart meters.
   "It's a cyber-security concern," Glenn said. "We live in a wired world. We need to safeguard homeowners' privacy and private property rights so people have the option to limit these intrusions and threats to exposure of their private information."  More

++ In the aftermath of a credentials smack-down in which the Michigan Republican Party chiefs threw out the majority caucus in the 11th district seating a walk-out minority faction that met without a quorum,  only 101 Delegates and 39 Alternates showed at the 11th-District Caucus in Lansing out of an allotment of 171 delegates and 171 alternates.  Walking the floor on Saturday more than half the seats were empty in many delegations.
   The MODIFIED UNIT RULE allows the empty seats to be counted, casting votes proportion to those who do show. It is a practice in some counties and districts to fill the delegation with people of the leaders' choices even if they will not show at the convention, suppressing those of different factions who would show given the opportunity. THIS MUST BE CHANGED! It is little different than Democrats voting dead people. It is hypocritical to talk inclusion and ballot integrity and continue this anti-grass roots heresy.
   The Democrats do it differently. Anyone who wants to show for the convention with Democrat credentials can. If 100 show for a county that is allowed 50 votes, e.g., each person counts for 1/2 vote. The grass roots can participate and matter.

++ Sears Is Closing the First Kmart Opened in Garden City, MI -  The first Kmart store opened in Garden City, Michigan on March 1, 1962. A total of 18 Kmart stores opened that year. But, Sears executives apparently have no sense of nostalgia as the store in Garden City was chosen to be one of 150 locations closed in early 2017 as the dying retailer tries to stay afloat. Store closing sales are currently unfolding at the store. More

++ (Repeat)  Republican state Sen. Jack Brandenburg said he is preparing sweeping legislation to eliminate Michigan's personal income tax, arguing a "game changer" is needed to help retain and draw new residents in the face of sluggish population growth. Brandenburg argues scrapping the income tax would boost the state economy by giving residents more disposable income to spend at Michigan businesses. The second-term Harrison Township Republican plans to introduce legislation this month and convene a work group to consider tax policy options.
  As part of his plan to scrap the state's 4.25 percent personal income tax, Brandenburg told The Detroit News he may propose to increase the state's 6 percent sales tax to offset some of the anticipated revenue loss from killing the income tax. He anticipates budget cuts would also be necessary.
   "After six years of tax increases, working families and seniors absolutely deserve a tax break from this administration," Senate Minority Leader Jim Ananich, D-Flint said.
   Michigan collected more than $9.3 billion in personal income taxes in the 2016 fiscal year, according to the non-partisan Senate Fiscal Agency. It was the largest single source of revenue for the state. 
    Most income tax revenue goes toward the state's general fund, which is used to pay for various government functions. Roughly 30 percent goes to the School Aid Fund for K-12 education. Sales taxes generated about $7.3 billion last fiscal year, by comparison, with roughly 73 percent going to schools, 16 percent to the general fund and 10 percent to local units of government.
   "the issue is where do you get the money to run government?" Snyder told The News in a year-end interview. "Those are the challenges."  More
   COMMENT: We want to help!!! 
   With all due respects, Governor, That is not the most important issue. What is State government doing it does not have to do? What can you cut? When will you implement a zero-based review of budgets, contracts and expenditures? Why are you paying contractors 25%+/- more than you need to through artificial "prevailing wages"? When will state employee compensation and benefits come in line with those you supposedly serve? Why give a billion dollar$ a year to certain favored businesses and individuals? Why keep up the appearance (and costs) of  full time legislature at full pay, that has sessions less than 90 days a year? Why does every legislator need to have an office with a view of the Capitol? Why keep increasing education budgets $250 million each year when student population is decreasing by thousands of students and quality is flat-lined? The list could go on. The fact of the matter is, the Michigan State Government has become bloated and wasteful and more intrusive under Republican leadership. It is not a good legacy.

    MiCPAC 2017 is provisionally titled: "Conservative Governance - our next steps." We have had MANY successful campaigns, giving us many elected officials in the legislature, county, township, school boards and city/village offices. Some officials we helped elect are doing great things. Lower ing taxes, increasing transparency, improving governance. We will meet some of them and hear some of their stories. We will discuss ethics in office and politics, and how to stay true in the face of so much temptation and pressure. We will discuss a conservative agenda in the legislature and our fundamental programs - Operation Watchdog, Projects Kirk and Friedman, and how they are designed to assure conservative governance. We will have at least one presentation on pressures the Federal government is putting on Michigan, probably the forced settlement of unvetted aliens and refugees. We have a lot to be proud of. Dr. Lee Edwards, a leading historian of American conservatism and the author or editor of 25 books, headlines MiCPAC 2017

The Conservative Mind  altered the popular political landscape as well. Popular praise from the Left as well as the Right was nearly unanimous. Time  magazine, for example, devoted its entire book section to The Conservative Mind , calling it a "wonder of conservative intuition and prophecy."
   (M)any conservatives who would shape American politics rethought their understanding of conservatism. William Buckley, for example, abandoned the term "individualist" (from his 1951 book, God and Man at Yale) and adopted "conservative" in 1955 when describing himself and his new magazine, National Review. Buckley consciously sought to build a coalition of traditional conservatives, libertarians, and anti-Communists under the rubric of "conservatism," which he knew would not be possible under an "individualist" banner.
   Similarly, when Barry Goldwater first ran for the U.S. Senate in 1952, he called himself a Jeffersonian Republican and even a progressive, but not a conservative. By the time of his 1958 reelection bid, having absorbed Kirk's thought, he proclaimed his conservatism, and two years later, he titled his best-selling political manifesto The Conscience of a Conservative.
   Kirk argued that conservatism as a philosophy is based on six canons, condensed here:
  1. A divine intent as well as personal conscience rules society, "forging an eternal chain of right and duty which links great and obscure, living and dead."
  2. Traditional life, as distinguished from "the narrowing uniformity and equalitarianism ... of most radical systems," is filled with variety and mystery.
  3. Civilized society requires orders and hierarchy-"if a people destroy natural distinctions among men, presently Buonaparte fills the vacuum."
  4. "Property and freedom are inseparably connected."
  5. "Man must put a control upon his will and his appetite," knowing that he is governed more by emotion than reason.
  6. "Society must alter ... but Providence is the proper instrument for change."  Read More

  Final thoughts for the week: Mike Hewitt in a FB post today, asked people for a short definition of "conservative". Many alternatives were posted:   " Common sense & morals";  "Independence"; "
Ordered liberty";  "Limited Constitutional government"; "
Living well"; "common sence"; "free"; "intelligence"; "budget"; and serveral mentioned "constitution" in one form of another. 
   This has been a discussion among Michigan Conservative Union's leadership as we strategize for the future. Some wanted to hold up the Constitution as the ideal we seek. 
   Conservatives would argue that we obey the Constitution fully until it is changed, but that it is not ideal as a conservative document. What Conservative would reject adding tax or spending limitations with balanced budgets? Or perhaps Congressional or Federal Court term limits? What Conservative would not change or eliminate the 13th or 17th Amendments? Revering and defending to the Constitution does not hinder the Conservative from wanting to improve it.
